The international influence of a country is one of the strengths in the competition that states are taking. A smart power, new version of soft power, accepted by all as a necessary attribute of power and whose importance is growing. France, which already enjoys recognized cultural radiance, is now proposing to implement a more voluntary diplomacy, and in this context the promotion of scientific culture is a major asset.
This study proposes, at first, a reminder of the major stages of France's external cultural action, the fruit of a long historical tradition; It then addresses the establishment of cultural and scientific action since 1995, with the creation of dedicated agencies, and then the major reform that lays the foundation for a new strategy of influence; the role of the various protagonists is then presented in their missions and functions (with a focus on the new cultural agency that is the French Institute); the deployment of these actions through cultural and artistic diplomacy, scientific and academic, linguistic and educational is then addressed. The organization and means of action available to this global network of cultural and scientific cooperation are presented at the end of the volume.
