The external competition for access to employment as Foreign Affairs Advisor (Orient Framework) established by theArticle 11 of the Decree of 6 March 1969 comprises three sections:
1° Eastern Europe and Central Asia;
2° South and Far East Asia;
3° Maghreb, Middle East, Africa.
The internal competition for access to employment as Foreign Affairs Advisor (Orient Framework) established by theArticle 11 of the Decree of 6 March 1969 has four sections:
1° Eastern Europe and Central Asia;
2° South and Far East Asia;
3° Maghreb, Middle East, Africa;
4° Central Europe.
Applicants must indicate, at the time of registration, the section under which they apply for participation.

An Order of the Minister for Foreign Affairs sets out the number of places to be filled in each contest and section, the date of the tests and the terms of registration.

Written proof of eligibility for external and internal competitions for access to employment as Foreign Affairs Advisor (Orient Framework) are as follows:
1° Composition covering the general political, economic, social and cultural evolution of the world as well as the movement of ideas from the mid-century to the present (duration: five hours); coefficient 3).
2° (a) External competition:
Composition on international issues (duration: five hours; coefficient 3).
The programme is attached to the present order.
(b) Internal competition:
Drafting a note from a file on international issues (duration: five hours); coefficient 3).
The programme is attached to the present order.
3° Option test consisting of:
either by writing, from a file, a note to verify the suitability of legal analysis and reasoning for candidates who have chosen the public law option.
The programme is attached to the present order.
- either by writing, from a file, a note to verify the suitability of economic data analysis and international economic and development issues, for candidates who have chosen the economic option.
The programme is attached to the present order;
(Duration: five hours, coefficient 3.)
4° Composition on civilization, history, institutions, political life, social facts, economic and human geography and the culture of the countries of the chosen section. For the Maghreb, Middle East, Africa section, candidates who have chosen Swahili as the sixth qualifying event will compose on a sub-Saharan Africa topic.
(Duration: five hours; coefficient 3.)
5° English test:
(a) Writing in English a note from English documents;
(b) Drafting a note in French from documents in English.
(Total duration of the test: three hours; coefficient 2; any rating less than 10 of 20 is eliminated. )
6° Required language test of the selected section:
Eastern Europe and Central Asia: Persian, Russian or Turkish;
- South and Far East Asia: Chinese (mandarin), Hindu or Japanese;
― Maghreb, Middle East, Africa: literal, Hebrew or Swahili Arabic;
Central Europe (internal competition only): German.
(a) Writing, in the language chosen at the time of registration, a note from documents in that language;
(b) Writing in French a note from documents in the chosen language.
(Total duration of the test: three hours; coefficient 2; any rating less than 10 of 20 is eliminated. )

Oral examinations for admission of external and internal competitions for access to employment as Foreign Affairs Advisor (Orient Framework) are as follows:
1° (a) External competition: interview with the jury, based on a random question, to assess the candidate's abilities, personality and motivation (duration: forty-five minutes, after ten minutes of preparation; coefficient 5).
(b) Internal competition: interview with the jury to assess the candidate's abilities, personality and motivations and to recognize the achievements of his professional experience. To conduct this interview, which has as its starting point a presentation of the candidate on his professional experience, the jury has the file constituted by the candidate for recognition of the achievements of the professional experience (duration: forty-five minutes, of which ten minutes are at the most exposed; coefficient 5).
For this test, the candidate shall prepare a record of recognition of the achievements of his professional experience annexed to this order, which he shall give to the organizing service at a date fixed in the opening of the contest.
The file is forwarded to the jury by the contest manager.
2° Presentation on a subject drawn to the fate of civilization, history, institutions, political life, social facts, economic and human geography and the culture of the countries of the chosen section, followed by an oral question with the jury (preparation: thirty minutes; duration: thirty minutes, ten minutes of which were exhibited, coefficient 2).
3° Presentation on a subject drawn by lot, on the material not chosen by the candidate for the third qualifying trial (public law or economy) followed by an oral question (preparation: 30 minutes; duration: 30 minutes, ten minutes of which were exhibited; coefficient 2).

4° Presentation from a topic drawn by lot on questions relating to the European Union followed by an oral question (preparation: 30 minutes; duration: 30 minutes, ten minutes of which were presented; coefficient 2).

5° English proof consisting of an oral questioning from the reading, translation and commentary of a text written in English (preparation: 30 minutes; duration: 30 minutes; coefficient 2; any rating less than 10 of 20 is eliminated.
6° Test in the language chosen for the sixth qualifying test, consisting of an oral questioning from the reading, translation and commentary of a text written in that language (preparation: thirty minutes; duration: thirty minutes; coefficient 2; any rating less than 10 of 20 is eliminated.

Upon registration, candidates for external and internal competitions may apply for an optional test covering a third foreign language selected from the following languages and not chosen for the written proof of eligibility: German, Amharic, Arabic literal, Maghrebian, Arabic oriental, Burmese, Bulgarian, Cambodian, Chinese (mandarin), Chinese (mandarin), Korean, Spanish, Greek, Haussa,
The optional language test consists of an oral questioning from the reading, translation and commentary of a text written in this language (preparation: twenty minutes; duration: twenty minutes; coefficient 1).
Only the points above 10 of 20.

Only candidates who have obtained, after applying the coefficients, a total of points to the written examinations of eligibility set by the jury and cannot be less than 160 may be admitted to the oral examinations. The jury determines, by section and alphabetical order, the list of candidates admitted to participate in oral examinations.

At the end of the oral examinations and optional examinations, the jury draws, by section and order of merit, the list of candidates admitted. Where applicable, a supplementary admission list is established in each section.
If several candidates obtained the same number of points, the best ranking is granted to the one who obtained the highest rating at the first admission test; in the event of a new equality, to the person who obtained the highest rating at the first eligibility test.
In the event that one or more places remain unscheduled in one or more sections of the two external and internal contests, due to lack of candidates or because of their insufficiency, they may, by jury decision, be assigned to that or those of the candidates in the same section of the other contest having totaled the largest number of points.
If, after application of the previous provision in each section, one or more unsupplied places, they may, by decision of the jury, be assigned to that or to candidates from the other sections having totaled the largest number of points.

The composition of the jury of the competitions for access to employment as Foreign Affairs Advisor (Eastern Framework) is determined by order of the Minister of Foreign Affairs.
This jury includes:
1° The Director General of the Administration of the Ministry of Foreign Affairs or his representative, President with a preponderant vote;
2° Officials of the Ministry of Foreign Affairs of the Plenipotentiary Ministers or Foreign Affairs Counsellors;
3° Teachers or designated personalities because of their speciality and skills.

The use of the dictionary is permitted exclusively in the written tests for the following languages: literal Arabic, Chinese, Hebrew, Hindi, Japanese, Persian, Swahili and Turkish.
For these languages, all types of dictionaries (excluding electronic dictionaries) of the test language to French, English or to a third language are allowed, and vice versa. Applicants using a dictionary of the test language to a language other than English and French may use a dictionary of this third language to English or French. The dictionaries written exclusively in the language of the test are also allowed.
The dictionaries can be checked during the tests. They cannot be lent or exchanged between candidates.

This Order is applicable from the date of publication of the Order authorizing the opening of the external and internal competitions for access to the employment of Foreign Affairs Advisor (Orient Framework) for the year 2013. The decision of February 12, 2007 on the organization of external and internal competitions for access to employment as Foreign Affairs Advisor (Orient Framework) is repealed as of that date and no later than September 30, 2012.
