Considering the Decree of 10 July 2007 on the appraisal of the Ministry of defence;

Members of the body of technical advisors of social service of the Ministry of defence have each year a professional maintenance of which detailed rules are laid down in this order.
This professional care is driven by social, upper framework hierarchical agent direct. It includes individual maintenance of training.
This interview is scheduled by the superior hierarchical direct.
The agent must be notified in writing of the date, time and place of the professional care eight clear days in advance and receive the necessary documents for the conduct of this interview.

Focuses mainly on professional maintenance: 1 ° the professional results obtained by the agent the objectives that have been assigned to him and the conditions of organization and operation of the service which he serves;
2 ° the objectives assigned to the agent for the coming year and the prospects for improvement of its professional results, taking into account, where appropriate, the prospects for changing conditions of organization and operation of the service;
3 ° its way to serve;
4 ° the acquired professional experience;
5 ° where appropriate, the way in which it exercises supervisory functions that have been entrusted;
6 ° its training needs, having regard in particular to missions that are attributed to him, the skills needed to acquire and his professional project;
7 ° its prospects for professional development in terms of career and mobility.

The report prepared by the social, upper framework immediate agent incorporates the themes mentioned in article 2. It includes assessment of objectives to the agent, its professional achievements and his way to serve (level of skills on the position held and appropriate management-related skills).
The assessment of these various points takes into account the responsibilities entrusted to the agent in its activities defined in its sheet, as well as to the means available to it for the performance of its tasks.
The record sets objectives for the coming year.
It also includes maintenance of training and professional project sheets.
There's finally a general appreciation expressing the professional agent.

Account of professional maintenance is prepared by the higher social framework hierarchical agent direct.
It is prepared and signed by the latter at the end of the interview.
The officer has a period of 48 hours, as of the day of the interview, to observations on the report which it is delivered.
At the end of this period, the agent delivers the record to his direct supervisor.
The record is then subject to the hierarchical authority. As of January 1, 2012, the hierarchical authority may make, if it considers it useful, his own observations.
The record is then notified to the agent that the sign to certify that he has taken notice, and then returns it to the hierarchical authority which forwards it to the Manager for insertion in the record.
A copy of the report is delivered to the agent.

The officer may seize the hierarchical authority of a request for reconsideration of the proceedings within a period of fifteen days from the date of notification. Hierarchical authority then has a period of 15 days to notify its response.
Within a period of one month from the response made by the hierarchical authority, the officer may seize the competent joint administrative Committee.
Subject that the agent previously conducted the use referred to in the first paragraph of the present section, the joint administrative board may request hierarchical authority review of the record of professional maintenance. In this case, communication must be made to the commission of all useful information.
The hierarchical authority communicates to the employee, which acknowledges receipt, the definitive account of professional maintenance.

The distribution of reductions of seniority is carried out annually, after receiving the opinion of the competent joint administrative commission, under the following conditions: 1 ° 20% of the workforce of agents of the body can benefit from reductions equal to three months.
2 ° 30% of the agents of the body can benefit from a reduction of one month.
3 ° officers who have attained the highest level of rank are not taken into account in the above numbers.
It can be attributed each year to the same agent more than three months of reduction or increase in time of seniority.

Reductions and increases of seniority are attributed by decision of the head of service who module taking into account the proposals made by the supervisors direct agents in the light of reports of maintenance. For reductions of seniority, the head of service also takes account of the work carried out by the various harmonization committees which bring together all the heads of service of employment of officials assessed in this body.
After receiving the opinion of the competent administrative commission with respect to the technical advisors of social service, increases of seniority from one to three months may be attributed on decision of the head of service agents whose professional value is deemed insufficient.

Where total seniority reductions likely to be allocated on the basis of a year would have not been fully ventilated, unused reductions are attributed priority to agents having formulated an action given a favourable response. Otherwise, they are carried forward to the following year.

Heads of service having power to allocate reductions or increases in time of service taking into account the proposals made by the direct superiors of the officers are: 1 ° in central administration: ― the directors and heads of central administration service.
2 ° in the decentralized services: ― the local directors of social action and social districts leaders of the overseas and abroad.
3 ° in the administrative public establishments placed under the supervision of the Ministry of defence: ― the Directors General and directors such as well.
