Considering Decree No. 2009-64 of 14 January 2009 on the General Council of Industry, Energy and Technology;
Vu le Decree No. 2010-444 of 30 April 2010 relating to the responsibilities of the Secretary General of the Ministry of Economy, Industry and Employment and the Ministry of Budget, Public Accounts and State Reform and establishing a General Secretariat;
Having regard to the decree of 14 November 2010 appointing the Prime Minister;
In view of the decree of 14 November 2010 on the composition of the Government;
The State Council (Finance Section) heard;

The Minister of Economy, Finance and Industry prepares and implements the Government's policy on economic, financial, consumer and repression of fraud, foreign trade, industry, energy and raw materials, electronic posts and communications and tourism. It prepares and implements the Government's policy on small and medium-sized enterprises, trade and crafts as well as liberal professions. It exercises the supervision of the establishments of the networks of the Chambers of Crafts and the Chambers of Commerce and Industry, as well as the powers relating to the creation of companies and the simplification of the formalities.
Under the responsibilities defined in the preceding paragraph, the Minister of Economy, Finance and Industry is competent to:
– the competitiveness of the French economy and the attractiveness of the territory;
- national financing, participation, monetary, economic and financial affairs and, in consultation with the ministers concerned in the framework of the procedures for this purpose, international;
- economic and financial forecasting;
- tax legislation;
competition, consumption and repression of fraud;
statistical and economic studies;
- foreign trade;
– regulation, analysis and control of public order;
– industrial strategic directions and monitoring of industrial and service sectors;
– the policy of energy and raw materials;
- the policy of electronic posts and communications;
- policy on small and medium-sized enterprises, crafts and liberal professions;
- support for new technologies, their promotion and diffusion;
- the development of the digital economy;
– the monitoring and support of tourism activities and the promotion of the tourism heritage of France;
- economic and financial control, together with the Minister of Budget, Public Accounts, Public Service and State Reform;
- the development and implementation of the nuclear safety policy, including the transport of radioactive and fissile material for civilian use, in conjunction with the Minister of Ecology, Sustainable Development, Transport and Housing.
It is associated with the definition and implementation of the policy in the field of agri-food and forestry industries.

I. ― The Minister of Economy, Finance and Industry has authority over:
the General Council of Industry, Energy and Technology;
– the general direction of the Treasury;
the State Participation Agency;
the general direction of the National Institute of Statistics and Economic Studies;
– the general direction of competition, consumption and repression of fraud;
– the overall direction of competitiveness, industry and services;
as well as other services that fall within its remit.
II. ― Together with the Minister of Budget, Public Accounts, Public Service and State Reform, he has authority over:
the General Secretariat of Economic and Financial Ministries;
- general financial inspection;
- the direction of legal affairs;
– the general direction of public finances for the exercise of its duties in tax legislation;
- the service of general economic and financial control;
the mediator;
– the senior defence and security official;
― the service with national jurisdiction "TRACFIN".
III. – He, together with the Minister of Ecology, Sustainable Development, Transport and Housing, has authority over the overall direction of energy and climate.
IV. ― Together with the Minister of Ecology, Sustainable Development, Transport and Housing and the Minister of Labour, Employment and Health, he has authority over the general direction of risk prevention when he exercises his nuclear safety and radiation protection skills.
V. ― For the exercise of his powers in the development of the digital economy, he has authority, together with the Minister of Higher Education and Research, on delegation to the uses of the Internet and has the general direction of the media and cultural industries.
VI. ∙ For the exercise of his powers, he shall:
– the interdepartmental delegation to spatial planning and regional attractiveness;
- the general secretariat of the Ministry of Ecology, Sustainable Development, Transport and Housing.
VII. ― The Minister of Economy, Finance and Industry appeals as necessary:
– at the general direction for research and innovation;
- in the general direction of agricultural, food and land policies;
– at the Strategic Analysis Centre.
VIII. ― It may appeal to the General Directorate of Civil Aviation for the needs of industrial sector policy.
IX. ― For the exercise of its responsibilities, the Minister of Economy, Finance and Industry may appeal to the Budget Officer.

The Prime Minister, the Minister of Ecology, Sustainable Development, Transport and Housing, the Minister of Economy, Finance and Industry, the Minister of Labour, Employment and Health, the Minister of Budget, Public Accounts, Public Service and State Reform, Spokesman of the Government, and the Minister of Higher Education and Research are responsible, each in the matter of this decree, for the publication of the Official Gazette
