It is established with the Director General of Public Institution the French Institute of Horses and Riding a central technical committee having competence to know, within the framework of the provisions of title III of the decree of 28 May 1982 referred to aboveof all matters relevant to this establishment.
The composition of the parity technical committee referred to in section 1 is as follows:
― administration representatives: 10 incumbent members, including the Director General of the French Horse and Riding Institute, chair of the committee, and 10 alternate members appointed under the conditions fixed to thearticle 7 of the decree of 28 May 1982 referred to above ;
staff representatives: 10 incumbent members and 10 alternate members appointed under the conditions established by thearticle 8 and second paragrapharticle 11 of the decree of 28 May 1982 referred to above.
There are two special Joint Committees established.
A first special joint committee is established with the Deputy Director General of the French Institute of Horseback Riding and Horseback riding. This committee has jurisdiction to know, within the framework of provisions of title III of the decree of 28 May 1982 referred to above, of all questions of interest to the National Horseback riding School and all the national directions of the establishment located in Saumur.
A second special parity committee is established with the Director of Human Resources of the French Institute of Horseback Riding and Horseback riding. This committee has jurisdiction to know, within the framework of provisions of title III of the decree of 28 May 1982 referred to aboveof all matters relevant to all branches of the institution, except those mentioned in the previous paragraph and in the second paragraph of section 5.
Ten Local Joint Technical Committees are established with territorial directors.
Each local technical committee is familiar with provisions of title III of the decree of 28 May 1982 referred to above, of all matters relevant to the services under the authority of the director to whom it is created.
The local technical committee placed with the territorial director Normandy also has jurisdiction to know, within the framework of provisions of title III of the decree of 28 May 1982 referred to above, of all matters of interest to all the national branches of the establishment located in the Pin.
The composition of the special or local technical committees referred to in sections 3 and 4 is as follows:

It is established with the Central Joint Technical Committee of the French Institute of Horseback Riding and Horseback riding a central hygiene and security committee with competence to know all the questions and draft texts relating to hygiene and security problems affecting all the services of the establishment.
It is established with each local or special technical committee a hygiene and safety committee, competent to know, within the framework of the provisions of Chapter V of Decree No. 82-453 of 28 May 1982 referred to aboveall matters common to services within the scope of the relevant technical committee.
The composition of the central hygiene and security committee referred to in section 7 is as follows:
– five administrative representatives and seven staff representatives;
- the prevention doctor.
The composition of the hygiene and safety committees referred to in section 8 is as follows:

The Order of December 6, 2007 establishing the Central Joint Technical Committee of the Public Institution The National Haras and the Order of May 2, 1990 establishing a Central Joint Technical Committee placed with the Director of the National Riding School are repealed.
The Director General of the Public Institution French Institute of Horseback riding and Horseback riding is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
