National Observatory for Poverty and Social Exclusion
Ten years after the Lisbon declaration, this sixth report of the National Observatory for Poverty and Social Exclusion (ONPES) has a comparative look at the evolutions of poverty in Europe and is taking stock of the observation of these phenomena in France. The economic crisis is the subject of a first analysis, particularly in the light of its impact on the most fragile people and on the multiple aspects of poverty (employment, housing, health, training, culture, leisure...). The balance of the decade is then drawn: persistence of poverty and increase of great exclusion with now also invisible audiences. The new warning indicators only confirm these different findings. The last chapter focuses on a new methodology where the experience of people in poverty situations with associations and public authorities participate in building a more detailed knowledge of these situations for appropriate follow-up.

Accounting standards and, in particular, the principle of fair value have recently been accused of having played an important role in the economic and financial crisis facing Europe and the world, especially because of their procyclical effect. But behind the fair value lies the central issue of the failure of the accounting regulation process. Thus, the issue of its reform is raised in an acute manner today. After presenting a synthesis of the diagnosis, the authors present their recommendations and make proposals for reform. The annexes resume the terms of the debate by clarifying them and also set out some technical points by illustrating them with case studies.
