Order of 19 February 2010 amending the order of 5 November 2009 setting out the terms and procedure for awarding scholarships and grants to students of higher education institutions under the Ministry of Culture

Vu le Decree No. 88-1012 of 28 October 1988 Implementing the higher education grants and honorary loans to overseas territories of the Ministry of National Education, Youth and Sports;
Vu le Decree No. 89-733 of 11 October 1989, modified by Decree No. 2000-486 of 2 June 2000, regulating the higher education grants granted by the Ministry of Overseas Departments and Territories to certain categories of students from overseas territories;
Vu le Decree No. 2009-337 of 26 March 2009 relating to scholarships and grants to students in higher education institutions under the Ministry of Culture;
In view of the order of 5 November 2009 setting out the terms and procedure for awarding scholarships and grants to students in higher education institutions under the Ministry of Culture,

The above decision of 5 November 2009 is amended to read:
I. ― Paragraph 2 of section 24 is as follows:
"In the higher national schools of architecture, as of January 1, 2010, the payment of scholarships on social criteria is carried out by the regional centre of academic and academic works. »
II. ― Section 25 is as follows:
"Art. 25.-In the higher national schools of architecture, effective January 1, 2010, special education allowances are paid by the higher education institution in which the student is enrolled. »
III.-Section 26 is as follows:
"Art. 26.-In higher education institutions listed in Appendix C, effective January 1, 2010, the payment of mobility aids is made by the higher education institution in which the student is enrolled. »
IV.-Section 27 is as follows:
"Art. 27.-In public institutions of the State other than Villa Arson, the Ecole nationale supérieure de la photographie, the national higher art schools of Bourges, Cergy, Dijon, Limoges-Aubusson, of Nancy, the payment of annual emergency aids is made by the higher education institution in which the student is enrolled.
In other institutions, the payment of annual emergency assistance is made by the region's prefect. »

    ― diplomas of the National School of Fine Arts (ENSBA);
    ― diplomas of the National School of Decorative Arts (ENSAD);
    ― diplomas of the National Higher School of Industrial Creation (ENSCI ― Les Ateliers);
    ― diplomas of the Ecole nationale supérieure de la photographie in Arles;
    ― diplomas of the National Studio for Contemporary Arts of Fresnoy (Tourcoing);

    2° Live entertainment service:


    A.-The higher music courses


    1° The higher education degree (DFS):

    issued by the Conservatoire national supérieure de musique et de danse (CNSMD) in Paris.
    2° National Diploma of Music Graduate Studies (DNESM):

    issued by the Conservatoire national supérieure de musique et de danse (CNSMD) de Lyon.
    3° National Professional Higher Diploma (DNSP) by musician:
    Issued by higher education institutions empowered by the Ministry of Culture and Communication pursuant to the decree of February 1, 2008 on the national professional superior diploma of musician and setting the conditions for the empowerment of higher education institutions to grant this degree.


    B.-The higher dance courses


    1° The higher education degree (DFS):
    – an interpreter;
    ―notator of movement,
    issued by the CNSMD of Paris
    2° The national diploma of choreographic graduate studies of dancer (DNESC):
    Delivered by the CNSMD in Lyon.
    3° National Professional Higher Diploma (DNSP) dancer:
    Issued by higher education institutions empowered by the Ministry of Culture and Communication pursuant to the Decree of 23 December 2008 on the National Professional Higher Diploma of Dancers and setting the conditions for the empowerment of higher education institutions to grant this degree.
    4° The certificate of end of choreographic studies:
    Delivered by the Ecole nationale supérieure de danse de Marseille.


    C.-The graduates in theatre


    1° National Professional Graduate (DNSP) of actor:
    Issued by higher education institutions authorized by the Ministry of Culture and Communication pursuant to the decree of February 1, 2008 on the national professional higher diploma of comedians and setting the conditions for the empowerment of higher education institutions to issue this degree.
    2° Certificate of completion:
    Issued by the École supérieure d'art dramatique du Théâtre national de Strasbourg.


    D.-Graduate training in circus arts


    1° Diploma in circus arts (DMA):
    Issued by:
    the National Centre for Circus Arts (CNAC);
    - Fratellini Academy.
    2° The artistic patent of circus techniques (BATC):
    Issued by the Rosny-sous-Bois National Circus Arts School.


    E.-The higher education of the puppet arts


    1° The degree of puppet arts (DMA):
    Issued by the International Puppet Institute.


    F.-The higher education of teachers
    music and dance


    1° The certificate of fitness for the functions of:
    – Director of regional and departmental radiation conservatories issued by the CNSMD in Paris;
    - Music teacher.
    issued by the CNSMD in Paris and Lyon.
    - Dance teacher,
    issued by the CNSMD in Lyon.
    2° State degree of music teacher:
    This training is provided by the Training Centres for Dance and Music Teachers (CEFEDEM), the Graduate Studies Centres for Music and Dance (CESMD) and the Music Teacher Training Department (DEFEDEM).
    3° State degree of dance teacher:
    This training is provided by the centres authorized by the Ministry of Culture and Communication.


    III. ― National Centre for Cinematography


    The diploma issued by the Fémis.
