    A higher education grant on social criteria may be granted to students enrolled, under initial training, in higher education institutions under the Ministry of Culture, and whose list of diplomas and trainings is shown in Appendix A.

    For a first grant application on social criteria, students must be less than twenty-eight years of age on October 1 of the study or training year for which the scholarship is requested.
    From the age of twenty-eight, students must not interrupt their studies to continue to benefit from a scholarship.
    The age limit of twenty-eight years is reduced by one year per high child.
    The age limit may be reduced depending on the duration of volunteerism in the armies or civil volunteerism as provided for in the articles L. 121-1 and L. 122-3 of the national service code.
    No age limit is applicable to a student with a disability recognized by the Commission on the Rights and Autonomy of Persons with Disabilities.

    Can receive a higher education grant on social criteria:
    1° French students;
    2° Foreign students with the nationality of one of the Member States of the European Union, another State Party to the European Economic Area or the Swiss Confederation meeting one of the following conditions:
    – having held permanent employment in France, full-time or part-time. The activity must be real and effective and be exercised as an employee or non-salarie;
    – justifying that one of the legal parents or guardian has received income in France;
    ― attesting to a certain degree of integration in French society, appreciated especially in view of the duration of the stay, the schooling followed in France or the family ties in France;
    – justifying five years of uninterrupted regular residence in France.
    3° Foreign students with the status of refugees or stateless persons, holders of the refugee card issued by the French Refugee and Stateless Office or a receipt of the application for a residence permit and bearing the reference "refugee" issued by the prefecture;
    4 Foreign students with a temporary residence card or a resident card, who have been domiciled in France for at least two years and attesting to a related tax home, father, mother or legal guardian, located in France for at least two years;
    5° Andorran students of French training. Foreign students whose parents reside in Andorra can benefit from a scholarship on social criteria under the same conditions as foreign students domiciled in France.

    The scholarship awarded to students enrolled in higher education institutions under the Ministry of Culture, under the conditions provided for in this chapter, continues to be paid to them if they are admitted, upon their request and with the approval of the authorities responsible for their studies, to continue their studies in a higher education institution located in another Member State of the Council of Europe having ratified the European agreement of 12 December 1969 referred to above on the maintenance of the payment of the students

    Are excluded from a higher education grant on social criteria:
    – staff members intern, officials in public office of the State, territorial or hospital, active, available, on leave without pay;
    - persons in criminal detention except those in a semi-liberty regime;
    - persons enrolled in the Employment Pole as job seekers or beneficiaries of assistance in insertion and/or vocational training;
    - persons paid under apprenticeship or professionalization contracts or on individual training leave;
    - students who take language level courses in a foreign state;
    – students from overseas communities supported by the Overseas Department.

    Specific assistance may be provided to students enrolled in higher education institutions under the Ministry of Culture, within the budgetary appropriations for this purpose.

    Specialized education allowances may be awarded to students enrolled in higher education institutions under the Ministry of Culture and whose degrees and trainings are listed in Appendix B.

    Specialized education allowances are granted to students for the normal duration of the training, three years, at the rate of an annual payment. However, the payment of this assistance in the second and third year is subject to the production of a written document indicating the progress of the work for which they perceive it.

    Financial aids to national and international mobility can be allocated to students enrolled, under initial training, in higher education institutions under the Ministry of Culture, whose training and diplomas are listed in Appendix C.

    Financial aids to international mobility are used to contribute to the travel and stay expenses of students, which were incurred during periods of study, in Europe or abroad, integrated into the curriculum.

    The duration of the student's assisted stay abroad may not be less than two months or more than nine consecutive months. During all of his or her graduate studies, the student will not be able to benefit from the mobility aid system beyond a cumulative period of more than nine months.

    An annual emergency assistance may be provided to students enrolled in the initial training, in higher education institutions under the Ministry of Culture and whose list of diplomas and trainings is provided in Appendix A.

    An annual emergency assistance may be given to students facing special difficulties and may not result in the payment of a higher education grant on social criteria due to the non-satisfaction of one of the conditions under Chapter I of this Order.

    The age limit for emergency assistance is set at 35 years, including for students studying.

    Can benefit from annual emergency assistance:
    - the student in the course of study beyond 28 years who does not have resources above the ceiling provided for in the scholarship allocation scale, provided that the individual does not benefit from other social assistance;
    ―the French student or a national of a Member State of the European Union of a State Party to the European Economic Area or the Swiss Confederation remaining alone in the French territory and whose declared incomes of the family residing abroad do not allow to appreciate the right to exchange;
    - the student raised by a member of his family without a judicial decision;
    - the student admitted by his or her institution to spend in the upper year without having validated the necessary number of credits provided that the number of credits missing is less than 5;
    - the family break student. Its isolation and precarious situation is attested by a social assessment;
    – the student in a fiscal independence situation who no longer has the material support of his parents. This situation is appreciated from a file that includes supporting all of the student's income and attesting to the existence of a separate home.

    When, for medical reasons, an annual emergency student must interrupt his or her studies during the academic year, he or she is required to inform the institution by providing the evidence to be certified. In this case, this interruption of studies does not suspend the payment of aid during the period under review.

    The higher education grant on social criteria is not cumulative with a specialized education grant, an annual emergency assistance, a scholarship from another ministerial department, a permanent training or professional integration assistance or a scholarship from a foreign government.

    The Ministry of Culture mandates the National Centre for Academic and Academic Works through a fixed-term agreement to instruct applications for higher education grants on social criteria assigned to students in higher education institutions under the Ministry of Culture.

    In public institutions of the State, other than the Villa Arson, the National Higher School of Photography and the national higher art schools of Bourges, Cergy, Dijon, Limoges-Aubusson and Nancy, the director of the institution shall notify the student who has applied for the decision to grant or refuse a higher education grant on social criteria.
    In other higher education institutions, the prefect in the region shall notify the student who has applied for the award or refusal of a higher education grant on social criteria.

    In public institutions of the State, other than the Villa Arson, the National Higher School of Photography and the National Higher Art Schools of Bourges, Cergy, Dijon, Limoges-Aubusson and Nancy, the director of the institution shall notify the student who has made the request, the decision to grant or refuse an annual emergency assistance.
    In other higher education institutions, the regional prefect shall notify the student who has applied for the decision to grant or refuse an annual emergency assistance.

    In the higher national schools of architecture, the department prefect shall notify the student who has applied for the award or refusal of a specialized education grant.

    In public institutions of the State other than the villa Arson, the Ecole nationale supérieure de la photographie, the national higher art schools of Bourges, Cergy, Dijon, Limoges-Aubusson, Nancy and the national higher architectural schools, the awarding of scholarships on social criteria is carried out by the higher education institution in which the student is enrolled.
    In the higher national schools of architecture, the payment of scholarships on social criteria is carried out by the department prefect.
    In other institutions, the payment of scholarships on social criteria is made by the prefect of the region.

    All training courses in art schools under educational supervision of the Ministry of Culture:
    (a) National diplomas all options and all references:
    ― National Higher Diploma of Plastic Expressions (DNSEP) "Designer of Plastic Expressions";

    – a sound engineer.
    2. National Diploma of Music Graduate Studies (DNESM):
    ― an interpreter;
    ― of choir leader;
    – musicologist (research, creation, composition).
    Issued by the Conservatoire national supérieure de musique et de danse (CNSMD) de Lyon.
    3. National Professional Higher Diploma (DNSP) by musician:
    Issued by higher education institutions empowered by the Ministry of Culture and Communication pursuant to the decree of February 1, 2008 on the national professional superior diploma of musician and setting the conditions for the empowerment of higher education institutions to grant this degree.


    II. - Graduate dance training


    1. The higher education degree (DFS):
    – an interpreter;
    – a notator of the movement.
    Delivered by the CNSMD in Paris.
    2. The national diploma of choreographic graduate studies of dancer (DNESC):
    Delivered by the CNSMD in Lyon.
    3. The certificate of end of choreographic studies:

    Delivered by the Ecole nationale supérieure de danse de Marseille.
    4. Certificate of completion:
    Delivered by the Ecole Supérieure de danse de Cannes.
    5. Study certificate:
    Issued by the Paris Opera Dance School.
    6. The graduation degree:
    Issued by the National Contemporary Dance Centre - Angers' sketch.
    The trainings put in place by these institutions include an additional year of study at the end of the curriculum leading to the issuance of diplomas and certificates, dedicated to the professional integration of students.
    These diplomas and certificates will be gradually replaced by the National Professional Higher Diploma (DNSP) of dancer issued by higher education institutions authorized by the Ministry of Culture and Communication pursuant to the Decree of December 23, 2008 on the National Professional Higher Diploma of Dancer and setting the conditions for the empowerment of higher education institutions to grant this degree.


    III. - Graduate courses in theatre


    1. Certificate of completion:
    Issued by:
    – the National Conservatory of Dramatic Art (CNSAD);
    ― the École supérieure d'art dramatique de Strasbourg (TNS) ;
    ― the Regional Academy of Actors of Cannes;
    the school of the Comédie de Saint-Etienne;
    ―the school of the National Theatre of Brittany;
    ― the Higher Professional School of Dramatic Art in the North - Pas-de-Calais;
    ― the Ecole supérieure de théâtre de Bordeaux en Aquitaine ;
    ― the superior class of the Conservatory with regional radiation in Montpellier.
    2. National Professional Graduate (DNSP) of actor:
    Issued by higher education institutions authorized by the Ministry of Culture and Communication pursuant to the decree of February 1, 2008 on the national professional higher diploma of comedians and setting the conditions for the empowerment of higher education institutions to issue this degree.


    IV. - Graduate training in circus arts


    1. Diploma in circus arts (DMA):
    Issued by:
    the National Centre for Circus Arts (CNAC);
    - Fratellini Academy.
    2. The artistic patent of circus techniques (BATC):
    Delivered by the École nationale contemporaine des arts du cirque de Rosny-sous-Bois.


    V. - Graduate training in puppet arts


    1. The degree of puppet arts (DMA):
    Issued by the International Puppet Institute.


    VI. - Graduate teacher training
    music and dance


    1. The certificate of fitness for the functions of:
    – Director of regional and departmental radiation conservatories, issued by the CNSMD in Paris;
    – Music teacher, delivered by the CNSMD in Paris and Lyon;
    – Dance teacher, delivered by the CNSMD in Lyon.
    2. State degree of music teacher:
    This training is provided by the Training Centres for Dance and Music Teachers (CEFEDEM), the Graduate Studies Centres for Music and Dance (CESMD) and the Music Teacher Training Department (DEFEDEM).
    3. State degree of dance teacher:
    This training is provided by the centres authorized by the Ministry of Culture and Communication.
    4° Direction des Musées de France :

    1. The undergraduate degree from the Ecole du Louvre.
    2. The degree of museum in the Ecole du Louvre.
    3. The graduate degree from the Ecole du Louvre.
    5° National Centre for Cinematography:
    The diploma issued by La Fémis.
