Decree of 25 August 2009 establishing an automated processing of personal data relating to the management and organization of professional weapon demonstrations in France to the General Delegation for Arming

It is created at the Ministry of Defence, the General Delegation for Arming, an automated processing of personal data called "IS DDI contacts and trade shows" implemented by the international development management and whose purpose is the management and organization of professional weapons demonstrations in France.

The categories of recorded personal information and data are those relating to:
- identity (name, first names, personal and professional addresses, country, nationality, telephone and fax, e-mail, language spoken)
- professional life (function, grade, VIP rank, assignment, industrial [name], name and telephone numbers of contact);
- training and diplomas (spoken languages, level, diplomas);
- the use of the media and means of communication (user profile, identifier [login/password], end date of validity of the account);
― to stays and meetings (training/days [type, wording, dates of beginning and end, arrival and departure dates], arrival and departure airport [date and arrival and departure time, terminal, company, flight number, type of reception, name of permanent airport officer, cost]; meetings, interviews [name and first name of the person met, cost, meeting place, date and time
- vows (libelled, signatory, recipient, spontaneous vows or response);
- to countries (name, capital, telephone code, country under embargo: yes/no, geographic area, time lag, type of delivery, observations);
― at the living rooms (name, dates of beginning and end, type of living room, state of the living room [open/closed]);
― at the hotel industry (name, address, service level, telephone and fax number, e-mail, contact name, contact number, contact mobile phone number, free cancellation conditions, observations, room assignment [identity, room type, wording, booking dates, price incl.]);
- to vehicles (category, capacity, origin [defence car rentals or centre], model, type, registration, date of collection, date of return, date of handover, observations, daily cost, assignment period, affected driver [name and telephone number]);
― to service providers (e.g. [lease, hotel], name, address, telephone and fax number, e-mail, contact name, mobile phone number of contact);
― on telephones (type [car, "guide officer", "office of lounges and public relations"), call number, code pin, telephone number, assignment: name and first name);
― at invitations (libelled, letter model, type of army, guest [identity], type of guest [invity, guest potential, guest of honor], inviting [identity], mail sent [type, date], response received [type and detail of stay]);
― to accompanying and welcoming (identity [name, first name, grade, telephone], function [advisor officer, permanent airport officer, driver]; officers: wishes of delegation [3 choices], schedule [dates of arrival and departure, hotel, telephone affected, date and reason of discontinuance]; driver: assignment schedule).
The personal information and data thus recorded are retained as long as they are relevant except for the identity, professional life, training and diplomas, the use of the media and means of communication, and the accompanying and welcoming persons who are kept until the person leaves the person concerned or until any link to the defence is broken.

The recipients of recorded personal information and data are, depending on their respective responsibilities and the need to know:
- hierarchical authorities;
– staff of the International Development Directorate (DDI) and the management of industrial, technological and cooperation systems and strategies (D4S) in charge of the organization of events, trade fairs and public relations;
- external consultants, French arming industry;
– Delegates, senior officials of the General Delegation for Arms or the State;
– the officers accompanying the General Delegation for Arming or Ministerial;
suppliers, external providers;
- the centre of defence;
- procurement services and missions;
- administrators.

The right of opposition provided forArticle 38 of the Act of 6 January 1978 referred to above cannot be invoked as part of this treatment.

The rights of access and rectification provided for in sections 39 et seq. of the law of 6 January 1978 referred to above shall be exercised with the direction of international development, office of trade fairs and public relations, 26, boulevard Victor, 00457 Armées.

The Director of International Development is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
