Decree of 24 August 2009 on the organization of the delegation to strategic affairs

For the exercise of its responsibilities defined by the Decree of 16 June 1992the delegation to strategic affairs includes:
- the sub-direction of Euroatlantic issues;
the sub-direction of regional issues;
- the sub-direction of proliferation and control;
– the “Defence Policy” office;
– the “forwards, studies and communication” office;
– the management steering office;
– the office “administration and support”.

The Director of Strategic Affairs is assisted by a Deputy Director and has assistants in charge of specific areas of study, involving several sub-directions and the administration of the delegation. In the event of absence or incapacitation, it is replaced by the deputy director or default by one of the deputy.

I. ― The sub-direction of Euro-Atlantic issues follows all bilateral and multilateral issues relevant to European and transatlantic security architecture and peacekeeping.
She appreciates the evolution of strategic thinking and choices regarding the European Union and the North Atlantic Treaty Organization and their member countries.
It is responsible, in conjunction with the relevant agencies of the military headquarters and the General Delegation for Arms, for the follow-up of bilateral and multilateral negotiations on European security and defence policy, the Atlantic Alliance, the United Nations and the Organization for Security and Cooperation in Europe.
It participates in the development of bilateral defence relations with the countries of the Euro-Atlantic zone.
It prepares the Department's contributions to dialogue with the Ministry of Foreign Affairs for the definition of French positions on the themes it manages in the Ministry of Defence. It provides information to the Minister, prepares its bilateral talks and participations in international meetings.
II. - The sub-direction of Euroatlantic issues includes:
the Atlantic Alliance office;
– the European Policy Office;
– the office “bilateral and regional relations of the Euroatlantic zone”.

I. ― The sub-direction of regional issues is responsible for the strategic analysis and foresight of countries and international organizations in geographic areas other than Europe and North America. It follows bilateral defence cooperation issues with countries in those regions and peacekeeping.
It prepares the Department's contributions to dialogue with the Ministry of Foreign Affairs for the definition of French positions on the themes it manages in the Ministry of Defence. It provides information to the Minister, prepares its bilateral talks and participations in international meetings.
II. - The sub-direction of regional issues includes:
― the office " Maghreb, Near East and Middle East";
the sub-Saharan Africa office;
the Asia-Pacific office;
– the “Russian and New Independent States” office;
– the Latin America office.

I. ― The sub-direction of proliferation and control is responsible, in the field of exports of war and assimilated materials and civilian and military dual-use goods, for:
- coordinating the review of applications submitted to the interdepartmental commission for the study of exports of war materials and applications for licences to export civilian and military dual-use goods and technologies;
∙ participate in the work on the evolution of the technical content of the regulation and, where appropriate, coordinate them;
― Participate in work to improve the effectiveness of arms export control procedures, including the use of the information system for processing export applications, and proposes any measures in this regard;
- to participate in the negotiations on the international commitments of France and, if necessary, to represent the ministry there;
― Participate in the implementation of policies and ensure their implementation.
It pilots the work of the Ministry of Defence in the areas of countering proliferation, disarmament and arms control in the field of non-conventional weapons.
She conducts studies on:
– the evolution of critical defence technologies and their impact on weapons systems and operational concepts;
international developments in the defence industries and strategic resources.
It prepares the Department's contributions to dialogue with the Ministry of Foreign Affairs for the definition of French positions on the themes it manages in the Ministry of Defence. It provides information to the Minister, prepares its bilateral talks and participations in international meetings.
II. - The proliferation and control sub-direction includes:
― the office "sensitive transfer control";
– the office “to combat proliferation and disarmament”;
– the office "technological and operational prospective, industrial analysis".

The Defence Policy Office participates in the development and implementation of the defence policy. He is responsible for studies related to the updating of the strategic context and participates in the development of the department's strategic and capacity-building guidelines.
It follows the evolution of the reflection and decisions of the United Nations.

The "forwards, studies and communication" office is responsible for:
to ensure the coherence of the forward-lookingness within the department and to coordinate, in this area, the position and representation of the department in interdepartmental and international exchanges;
coordinating the implementation of forward-looking defence studies;
- to maintain relations with French and foreign research institutes;
- to conduct the communication actions of the delegation.

The Management Office assists the Director of Strategic Affairs in his responsibilities as Program Officer.
He's in charge.
preparing the budgetary documents associated with the financial laws;
― to develop budgets, monitor management and prepare arbitrations to be submitted to the Program Officer;
- to establish resource management decisions;
– to monitor the operation of the program.

I. ― The Administration and Support Office monitors the management of the civilian and military personnel assigned to the delegation, in conjunction with the staff management agencies concerned.
It deals with all administrative and financial matters concerning the delegation.
It is responsible for the collection, processing and preservation of information relating to the areas of activity of the delegation.
II. - The Administration and Support Office includes:
the staff section;
the Financial and General Affairs Section;
― the reserved section;
― the "mail" section;
the computer cell;
– the archives and documentation centre.

The strategic affairs delegation is supported, in terms of human and financial resources, by the central administration bodies designated by the Minister of Defence.
It receives financial support from the departments concerned by its work.

The decision of 17 December 1992 on the organization of the delegation to strategic affairs and the decision of 10 January 2006 on the organization of the sub-directions of the delegation to strategic affairs are repealed.

The Director of Strategic Affairs is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
