In view of Decree No. 2009-465 of 23 April 2009 establishing university institutes for teacher training in the universities of New Caledonia and French Polynesia and establishing specific electoral provisions for these institutes;
Considering the opinion of the Government of New Caledonia of 26 November 2008;
Considering the opinion of the French Polynesia government of 8 December 2008;
Considering the seizure of the territorial assembly of Wallis and Futuna on 28 November 2008;
Considering the advice of the Central Joint Technical Committee of the University Training Institute for Pacific Masters of 24 April 2008;
Considering the opinion of the National Council for Higher Education and Research of 17 November 2008;
The State Council (inland section) heard,
Decrete:
The Pacific Teachers' University Institute, established by the Decree No. 92-1180 of 30 October 1992, is dissolved from the first day of the month following the publication of this decree.
In each of the two institutes established pursuant to the above-mentioned decree of April 23, 2009, a provisional administrator shall be appointed by order of the Minister responsible for higher education until the appointment of the director of these institutes under the conditions determined by section L. 713-9 of the Education Code.
The property, rights and obligations of the university institute for the formation of Pacific masters are vested in the universities of New Caledonia and French Polynesia in accordance with the terms fixed by agreement between the two universities.
Officials assigned to the Pacific Masters' University Training Institute and training officials in this institute are assigned to the universities of New Caledonia and French Polynesia in accordance with the terms set out in the agreement mentioned in the preceding paragraph.
Students enrolled at the Pacific Masters' University Training Institute in the university colleges of teacher training in New Caledonia and Wallis and Futuna are enrolled at the University of New Caledonia. Students enrolled in the French Polynesia antenna are enrolled in the University of French Polynesia.
The financial accounts of the University Pacific Teacher Training Institute for the 2008 and 2009 fiscal years are prepared by the accounting officer in office during the dissolution of the Institute and approved by the Minister for Higher Education and the Minister for Budget.
The Decree No. 92-1180 of 30 October 1992 establishing a university institute for the formation of Pacific Masters is repealed from the date referred to in Article 1.
The Minister of Interior, Overseas and Territorial Communities, the Minister of Higher Education and Research and the Minister of Budget, Public Accounts and Public Service are responsible, each with respect to it, for the execution of this Order, which will be published in the Official Journal of the French Republic.
