On the report of the Minister of Health and Sports,
Vu la Act No. 83-634 of 13 July 1983 amendments to the rights and obligations of civil servants, together with Act No. 86-33 of 9 January 1986 amended with statutory provisions for the hospital public service;
Vu le Decree No. 2007-839 of 11 May 2007 bearing special status of the body of the socio-educational frameworks of the public hospital service;
Having regard to the advice of the Higher Council of the Hospital Public Service dated 29 September 2008;
The State Council (Section of Administration) heard,
Decrete:
The 1st and first paragraph of 2 of Article 5 of the above-mentioned Decree of 11 May 2007 are replaced by the following provisions:
« 1° For 75% of the positions to be filled, by competition on internal title, supplemented by an oral admission test open to officials or non-registered agents of the establishments mentioned in Article 2 of the Act of 9 January 1986 referred to above, the State, the territorial authorities and their public institutions and who have the quality of:
“(a) Socio-educational assistants;
“(b) Social and family economic advisers;
“(c) Specialist technical educators;
"(d) Young children educators;
“e) Moderators if they hold the State degree of youth, popular education and sports (DEJEPS), speciality "social-educational or cultural animation", mention "social animation".
"To be a candidate, the officer must justify on January 1 of the year of the competition of at least five years of actual service in one or more of the above-mentioned bodies or functions, not taking into account the periods of training or training in a school or institution opening access to a grade of the public service.
« 2° For 25% of the positions to be filled, by external title competition completed by an oral admission examination open to candidates holding the following degrees or titles:
“(a) Diplomas or titles required to be recruited into the bodies of socio-educational assistants, social and family economic advisers, specialized technical educators, young children educators;
“(b) State diploma of youth, popular education and sports (DEJEPS), speciality "socio-educational or cultural animation", mention "social animation". »
The Minister of Health and Sports, the Minister of Budget, Public Accounts and the Public Service and the Secretary of State for the Public Service are responsible, each with regard to him, for the execution of this decree, which will be published in the Official Journal of the French Republic.
