Decision of 12 January 2009 on the organization of the Civil Aviation Safety Directorate West

Vu le Decree No. 2008-1299 of 11 December 2008 creating the Civil Aviation Security Directorate;
See?19 December 2008 organizing the Civil Aviation Safety Directorate, including its title IV;
Considering the advice of the Joint Technical Committee placed with the Director of Civil Aviation West dated 22 October 2008,
Decides:

  • PART IER: GENERAL ORGANIZATION Article 1 Learn more about this article...


    The Western Civil Aviation Security Directorate (DSAC-O), headquartered in Guipavas and whose territorial jurisdiction is set out in Article 4 of the above-mentioned Order of 19 December 2008, includes the seat and four delegations.
    The delegation of Lower Normandy and Upper Normandy is competent in the territorial jurisdiction on the one hand of the Lower Normandy and on the other hand of Upper Normandy.
    The delegation of Brittany is competent in the territorial jurisdiction of the Brittany region.
    The Central delegation is competent in the territorial jurisdiction of the Centre region.
    The delegation Pays de la Loire is competent in the territorial jurisdiction of the region Pays de la Loire.
    A management permanence is organized; its operating procedures are defined by a memorandum by the Director of Civil Aviation Safety West.

  • TITRE II : ORGANISATION DU SIEGE DE LA DSAC OUEST ET DES DEPARTEMENTS Article 2


    The headquarters of the Civil Aviation Safety Directorate West consists of:
    - the "resource management" department (DSAC-O/GR);
    ― the "monitoring and regulation" department (DSAC-O/SR).
    The Director shall:
    the firm (DSAC-O/CAB)
    – the entity responsible for quality, objective performance management and state security program (DSAC-O/QPS).

    Article 3


    The "resource management" department of DSAC-O (DSAC-O/GR) consists of:
    The Human Resources Subdivision (HR/RH) is responsible for:
    – collective administrative management of personnel;
    - the individual management of personnel, including that relating to medical costs for DSAC/O personnel and those of the Air Navigation Services Directorate (NADS) based within the geographic scope of DSAC/O;
    - the implementation of regional organizations for dialogue and social dialogue;
    ― the management of workers' personnel in connection with the worker's establishment of attachment;
    - the development and implementation of the DSAC-O training plan and the monitoring of the air training of pilots of the technical air navigation bodies, including for the aforementioned DSNA personnel.
    The Financial Subdivision (GR/FIN) which is responsible for:
    - the preparation and execution of budgets in expenses and revenues;
    ― ensuring the interface with the accounting agency and central services;
    ― to develop dashboards required for objective performance control (POP);
    ―to ensure the operation of the advances and receipts;
    - to participate in the billing of surveillance fees;
    - to monitor accounting;
    – to manage and track capital and inventories.
    It includes a "management control" cell.
    The Logistics Subdivision (GR/LOG) is responsible for:
    - to support the DSAC-O and the West Air Navigation Service (SNA-O);
    – to manage DSAC-O maintenance personnel;
    ensuring the maintenance of close proximity to buildings, including the execution of contracts;
    – to ensure the operation of the DSAC-O and SNA-O fleet;
    - to ensure the work of reprography;
    ―to implement the physical inventory of DSAC-O's immobilised assets.
    The Contracts Subdivision (GR/M) which is responsible for:
    ensuring the drafting of public contracts and contracts;
    – to ensure purchases, including those related to staff travel.
    The IT entity (GR/INF) is responsible for:
    – to support the DSAC-O and SNA in Brest, Le Havre, Deauville and Tours;
    - to participate in the definition and execution of programs and budgets;
    ― administering networks;
    ―to assist users, in addition to the action of the SNA-O.
    The DSAC/GR department also monitors real estate, legal and sustainable development issues for internal aspects of DSAC-O.
    It also includes:
    medical service;
    – Social Service Assistant (GR/ASS);
    the regional social correspondent (GR/CSR);
    – the safety advisor and working conditions (GR/SCT).

    Article 4


    The Department of Monitoring and Control of DSAC-O (DSAC-O/SR) includes:
    The "airports and air navigation" (SR/ANA) division itself composed of:
    ― the "airports" subdivision (ANA/AP) which is responsible:
    - to ensure or participate in the certification of aerodrome operators and the monitoring and monitoring of aerodrome operators;
    - to ensure or participate in the registration of the runways and to monitor them;
    - to ensure the monitoring of the application of the safety regulations relating to the prevention of animal hazards and the rescue and control of aircraft fires;
    - coordinating the interventions of the specialized airbase teams;
    - the maintenance and operation of the database for reporting incidents in the field of aerodrome operators;
    – the Air Navigation Subdivision (ANA/NA) that is responsible for:
    – certification and monitoring of AFIS air navigation service providers, or participation in these missions;
    - the organization and follow-up of consultation with users on the use of air space, including the preparation of the CCRAGALS and participation in meetings of the GAF;
    - the issuance of qualifications from AFIS agents and the verification of compliance with the requirements of maintaining the competence of these personnel;
    - analysis of safety studies or participation in these studies;
    - the approval of air traffic procedures and the instruction of ILS commissioning files;
    - the management of frequency requests for non-ATT use;
    - the maintenance and operation of the database for reporting incidents in the field of air navigation;
    - the monitoring of the transmission of aeronautical information for non-NAS/O aerodromes.
    The Air Operations Division (SR/OPA), itself composed of:
    ― the Air Transport Subdivision (OPA/TA) which is responsible for:
    - to ensure or participate in the instruction of records and the issuance of air carrier certificates and associated authorizations, and the monitoring of the activity of air carriers;
    - the treatment or participation in the processing of issues related to the certification, monitoring and monitoring of the activity of air carriers;
    - the verification of operational studies submitted by operators on the aerodromes of DSAC-O;
    the maintenance and operation of the Air Transport Incident Reporting Database;
    ― the Technical Control Subdivision (OPA/CT) which is responsible:
    - the implementation of technical controls for the operation of French and foreign aircraft;
    - the instruction and monitoring of authorizations related to the transport of dangerous goods;
    - participation in the investigation of cases related to the certification and supervision of air carriers;
    ― the General Aviation Subdivision (OPA/AG) which is responsible for:
    - the instruction of requests for specific air activities and overflight exemptions;
    - ensuring or participating in the accreditation and monitoring of aircraft maintenance and training schools;
    - the investigation of the offences of aircrew personnel and the operation of the Disciplinary Board of non-professional aircrew personnel;
    - the monitoring of air-working enterprises;
    - the investigation of the records of air events;
    - operations on aeronautical titles, qualifications and associated authorizations of aircrew personnel;
    - the supervision of aeronautical associations;
    ― the monitoring of premium records for the development of light aviation;
    ― the organization and management of the theoretical and practical examinations of aircrew personnel;
    - the instruction of the issuance records and renewal of ULM identification cards and aircraft station licences for ULMs;
    - the issuance of temporary helm station authorizations, occasional parachuting areas and the use of aerodromes with restrictions of use;
    - the maintenance and operation of the database for reporting incidents in the field of general aviation;
    - participation in CCRAGALS meetings;
    - the responsibility for the operation and technical monitoring of aircraft detached by the DGAC and the maintenance of the skills of pilots of aircraft technical bodies.
    The inspector pilots are assigned to the OPA/AG Subdivision and participate in its activities, particularly for safety improvement actions. They conduct practical examinations to obtain the titles of airborne personnel according to the program set by the DSAC/O and participate in the monitoring of the training of pilots of the technical bodies of air navigation.
    The Security Division (SR/SUR) is responsible for:
    - ensuring or participating in the enforcement of safety measures regulations;
    - to organize or participate in local, national or international security audits and to monitor them;
    - to ensure or participate in the instruction, issuance and monitoring of approvals for safety organizations, individuals or equipment;
    - to organize local consultation and security commissions;
    – manufacturing of access titles on aerodromes;
    - training and employee awareness actions;
    – prepare airfield police orders; monitor aerodrome safety programs and operator safety programs.
    The "regulation and sustainable development" (SR/RDD) division itself composed of:
    – the "Economic Regulation" (SR/MRE) mission which is responsible:
    - the issuance of air carrier licences;
    - the development and monitoring of legal acts between the State, the creators and the airfield operators;
    - to track records of air links subject to public service obligations;
    - to issue the approvals of stop assistants;
    - participation in the economic control of airfield operators and air transport companies;
    - to carry out economic studies;
    - to follow and validate the airport tax reporting questionnaires;
    - to monitor aerodrome statistics;
    - the maintenance and operation of the database for reporting incidents in the field of stopover assistants;
    ― the Sustainable Development Subdivision (RDD/DD) which is responsible for:
    - environmental monitoring of aerodromes;
    - the instruction and monitoring of the creation, opening and conversion of aerodromes;
    - to monitor and investigate records related to aerodrome clearance plans, radio servitude plans and airport planning cases;
    - to participate in the development and monitoring of environmental charters and noise prevention plans in the environment;
    - planning and monitoring of noise exposure plan, sound embarrassment plans and any other sound nuisance mapping;
    - monitoring the functioning of the advisory commissions of the environment;
    - the monitoring of aerodrome restriction records in the field of the environment and the investigation of offence files;
    ― to give an opinion on territorial coherence schemes, local planning plans, departmental wind turbine planting plans and building permits impacting air navigation and the possible transmission of related aeronautical information.

    Article 5


    Under the authority of the Director:
    ― the firm is responsible for assisting the Director in the organization and coordination of the activities of management bodies and services. It ensures the treatment of reserved questions and chancery. He is responsible for the management of communication actions and the animation of the network of management permanence. It is also responsible for implementing the information system security policy;
    – the entity responsible for the quality, the management of the performance by objectives and the state security programme is responsible for the quality approach, the coordination of the management of the performance by objectives and the coordination of the actions related to the state security programme.

  • PART III: ORGANIZATION OF DELEGATIONS Article 6


    Les délégations Basse-Normandie et Haute-Normandie, Bretagne, Centre et Pays de la Loire sont chargée par le siège de la direction de la sécurité de l'aviation civile Ouest des questions d'administration générale pour la gestion des ressources et des affaires techniques pour les missions de surveillance et de regulation qui leur sont confiés.
    For the missions that they are assigned by decision of DSAC-O, delegations act according to the methods and procedures defined by the Director of DSAC-O.
    Delegates represent the Director of DSAC-O in their territorial jurisdiction. They may also represent the Director for the performance of missions within the competence of the headquarters of the DSAC-O.
    Delegations are organized by a decision of the same authority.
    An entity "Grand Ouest airport mission", intended to follow the project to create the Notre-Dame des Landes airport, is attached to the delegation Pays de la Loire.

    This decision will be published in the Official Journal of the French Republic.
