Until July 31, 2009, the gross index for officer students governed by the Decree of 28 June 1978 is set at 269.
The minimum requirements for the speciality application and the requirements for obtaining certificates or patents giving access to the balance ladders are set by the Minister of Defence.
The ceiling of the number of non-commissioned members is fixed by order of the Minister of Defence and the Minister for Budget and Public Service.
The ceilings on the number of military personnel who may benefit from each of the balance scales are set by order of the Minister of Defence and the Minister for Budget and Public Service.
Decree No. 2008-532 of 5 June 2008 establishing balance indices for non-commissioned members is repealed.
The Minister of Defence, the Minister of Budget, Public Accounts and the Public Service and the Secretary of State for the Public Service are responsible, each with regard to him, for the execution of this decree, which will be published in the Official Journal of the French Republic and takes effect on January 1, 2009.
