    "Resource Management" (DSAC/GR), in conjunction with the DGAC General Secretariat:
    (i) Prepare and implement the human resources management policy of the Civil Aviation Safety Directorate; it organizes social dialogue;
    (ii) Prepare and implement the policy of collecting royalties for services rendered by the State for the safety and security of civil aviation;
    (iii) Prepare and implement the policy for the management of the financial, material and information technology resources of the Civil Aviation Safety Directorate;
    (iv) Establish public service delegations, contracts and conventions in the areas of the Civil Aviation Safety Directorate;
    (v) Assure a specialized legal expertise function;
    (vi) Develop policies for improvement and modernization in these different areas.

    The European Cooperation and Safety Regulation (DSAC/ERS) is responsible for preparing technical regulations in the areas of aircraft safety, aerodromes and their operation and civil aviation personnel.
    It is responsible for coordinating the action of DSAC in the European authorities, analysing the consequences of the community developments initiated or envisaged and developing the position of DSAC on all these issues.

    The " navigating personnel" (DSAC/PN) is responsible for developing, implementing and animating the security policy with respect to the suitability and skills of aircrew personnel, in accordance with international, European and national repositories. She participates, through her actions, in the state security program.

    The "Airworthiness and Operations" Directorate (DSAC/NO) is responsible for developing, implementing and animating the security policy in this area:
    - technical accreditations and oversight of air carriers, air operations and other persons engaged in the operation of aircraft in general aviation;
    – production organizations, airworthiness and maintenance monitoring organizations and personnel involved in the operation;
    - certification, maintenance of airworthiness and conditions of use of aircraft.
    It operates in accordance with international, European and national repositories and assists the European Aviation Safety Agency when these tasks fall within its jurisdiction. She participates, through her actions, in the state security program.

    The Airports and Air Navigation Directorate (DSAC/ANA) is responsible for developing, implementing and animating the safety policy in this area:
    - certification and monitoring of air navigation service providers;
    ― the suitability and skills of personnel and technical accreditations of systems and equipment involved in these services;
    - certification of airfield operators and aerodrome monitoring;
    ― the suitability and skills of personnel and technical accreditations of equipment involved in aircraft fire services at aerodromes and related to the prevention of animal hazard.
    It provides its technical expertise to the air transport management for the development of national and international regulations in the field of air navigation and air space.
    It operates in accordance with international, European and national repositories. She participates, through her actions, in the state security program.

    The "safety" direction (DSAC/SUR) is responsible for animating and implementing the safety control policy, in conjunction with the Air Transport Directorate.

    The "Resource Management" Directorate (DSAC/GR) includes:
    The Human Resources Hub (HR/RH) which:
    - establish, in liaison with interregional levels, the target population of the Civil Aviation Safety Directorate, including functional and geographical distribution;
    ∙ conducts the collective management of civil aviation safety management personnel and conducts studies on recruitment plans, changes in trades and qualifications within the scope of this management;
    ― is responsible, in conjunction with the General Secretariat of DGAC, for the organization and monitoring of the personnel management function and social dialogue;
    ― ensures individual management of officers at the central level of the Civil Aviation Safety Directorate;
    ― Develop and implement the training plan of the Civil Aviation Safety Directorate.
    In these areas, it coordinates the action of the interregional branches responsible for the corresponding tasks for their management.
    The Finance Pole (GR/FIN), which:
    ― ensures, in conjunction with the General Secretariat of the DGAC, the preparation of the budget of the Civil Aviation Safety Directorate and prepares the corresponding budgetary documents;
    - ensures the distribution and implementation of budgetary resources and the monitoring of the pace and consumption of credits;
    ― executes the budget of the central level of the Civil Aviation Safety Directorate;
    ― ensures, in conjunction with the General Secretariat of the DGAC, the preparation, execution and monitoring in revenue from the Civil Aviation Safety Directorate budget. In this capacity, it determines the plates, proposes the amounts of the royalties, their method of calculation and the conditions of their payment, in conjunction with the relevant technical branches;
    ― directly or following the charging of royalties to users and instructing possible disputes, in conjunction with the relevant technical and interregional branches;
    ― monitors and analyzes the costs of the activities of the Civil Aviation Safety Directorate and proposes avenues for optimizing revenues and expenses.
    The Procurement and Logistics Hub (GR/LOG), which:
    ― ensures, in conjunction with the relevant technical branches and interregional branches, the policy, programming and procurement of the Civil Aviation Safety Directorate, subject to the competence of the General Secretariat of the DGAC;
    - prepares and coordinates the establishment of public service delegations, contracts and conventions;
    ― deals with issues related to the logistical means of the Civil Aviation Security Directorate;
    ― manages records relating to professional travel on behalf of the central level of the Civil Aviation Safety Directorate.
    For the performance of missions or benefits that the DSAC provides on behalf of other branches or services of the DGAC, the tasks described in this section are carried out in conjunction with them.

    The European Cooperation and Security Regulation (DSAC/ERS) Directorate includes:
    The "Civil Aviation Personnel" (ERS/PAC), which:
    ― prepares regulatory texts relating to the titles and qualifications of aircrew personnel, air traffic personnel and other technical personnel responsible for the security of civil aviation. It ensures its dissemination;
    ― deals with issues related to the relevant regulations;
    ― coordinates and prepares responses to standard-setting proposals from European and international bodies in conjunction with its responsibilities, in particular with the European Aviation Safety Agency;
    - coordinates other contributions and the provision of necessary experts in the work of European institutions or international bodies;
    ― provides the secretariat of the Civil Aviation Staff Council.
    The Aircraft and Air Operations Pole (ERS/AOA), which:
    - prepares and disseminates regulations relating to aircraft safety and operation;
    ― deals with issues related to the relevant regulations;
    ― coordinates and prepares responses to standard-setting proposals from European and international bodies in conjunction with its responsibilities, in particular with the European Aviation Safety Agency;
    ― coordinates other contributions and the provision of necessary experts in the work of European institutions or international bodies.
    The Airport Security Pole (ERS/SA), which:
    ― prepares the regulations relating to the safety of airport facilities, infrastructure and equipment, the conditions for the registration and operation of aerodromes, the servitudes imposed in the interest of air navigation, the fight against the fire of aircraft on aerodromes and the prevention of the animal hazard. It ensures its dissemination;
    ― deals with issues related to the relevant regulations;
    ― coordinates and prepares responses to standard-setting proposals from European and international bodies in conjunction with its responsibilities, in particular with the European Aviation Safety Agency;
    ― coordinates other contributions and the provision of necessary experts in the work of European institutions or international bodies.

    The "Aircraft Personnel" Directorate (DSAC/PN) includes:
    The Training and Schools Hub (PN/FOR), which is responsible for the certification and monitoring of accredited or reported training bodies of aircrew personnel.
    As such:
    - it defines procedures and methods for the accreditation and supervision of organizations or individuals providing the training of technical and commercial aircrew personnel, the approval of training programs and the retraining programs of such personnel;
    ―he initiates or makes the corresponding administrative decisions or coordinates the action of interregional branches when they are in charge of these activities.
    The "Reviews" (PN/EXA), which is responsible for the aeronautical examinations of professional and private aircrews.
    As such:
    – it validates the questions and manages the banks of questions used for the theoretical aeronautical examinations;
    ― it manages and organizes professional theoretical examinations;
    ― it defines the conditions for the selection, appointment, standardization and control of aircrew personnel designated by the administration to pass the practical tests on candidates;
    ―he is responsible for the organization of practical examinations, the appointment and follow-up of examiners;
    ―he is responsible for the accreditation of language skills assessment bodies;
    ―he initiates or makes the corresponding administrative decisions or coordinates the action of interregional branches when they are in charge of these activities;
    ―he manages the work of computer developments associated with aeronautical examinations.
    The Licensing Unit (PN/LIC), which is responsible for the management of aeronautical titles, qualifications, certificates and authorizations of technical and commercial airborne personnel.
    As such:
    - it defines procedures and methods for the management of titles, qualifications, certificates and authorizations of aircrew personnel;
    ―he is responsible for the application of the disciplinary sanctions imposed on aircrew personnel;
    ―he is responsible for the validation of foreign licences and the maintenance of professional civil aviation personnel records;
    ―he initiates or makes the corresponding administrative decisions or coordinates the action of interregional branches when they are in charge of these activities;
    ― it ensures the mastery of the development of the computer system of patent management and licenses.
    The medical centre (PN/MED), which is responsible for the management of the physical and mental fitness of airborne personnel.
    As such:
    ―he is responsible for the accreditation and follow-up of medical examiners and specialist centres of aeronautical medicine;
    ―he is responsible for the management and monitoring of decisions associated with the medical fitness of aircrew personnel;
    ―he is the medical office within the meaning ofArticle D. 424-7 of the Civil Aviation Code and shall serve as the secretariat of the Medical Council of Civil Aviation by providing technical and administrative support to the Council for the performance of its missions;
    ― it ensures the mastery of the development of the computer system of medical skills management.
    The "Personal Airborne Expertise" (PN/EPN), which:
    ― makes its technical expertise available to the Civil Aviation Safety Directorate and other branches and services for all matters relating to the competence of aircrew personnel, including those relating to the clearance of examiners, the standard of theoretical and practical tests, training and operating procedures and methods applicable to aircrew personnel;
    ∙ organizes the network of personnel responsible for the expertise of the aircrew in the interregional branches, ensures the standardization of their methods, organizes their training and maintains their skills.

    The Airworthiness and Operations Directorate (DSAC/NO) includes:
    The "accreditation and maintenance of airworthiness" (NO/AGR), which:
    ― is responsible for the certification of production agencies, maintenance organizations, training organizations and maintenance examination centres, as well as the recognition of flammability testing laboratories. It organizes the methods and defines the means in the relevant areas;
    - issue aircraft maintenance licences;
    ― manages and delivers airworthiness certificates, airworthiness examination certificates, passes, acoustic certificates and aircraft station licences, or coordinates the action of interregional branches in charge of these activities;
    - monitors compliance by authorized external bodies with the conditions and implementation of the missions carried out under their authorization;
    – on behalf of the European Aviation Safety Agency, manages the training and monitoring of approvals and prepares responses to recommendations from third-country organizations in the field of design.
    The "certification, airworthiness and general aviation" (NO/NAV), which:
    ― instructs airworthiness records and related to the limitation of the nuisance of aircraft, parts and associated equipment, within the jurisdiction of the national authority or on behalf of the European Aviation Safety Agency;
    ― manages and delivers airworthiness documents for aircraft within the jurisdiction of the national authority as well as for aircraft under the jurisdiction of the European Aviation Safety Agency that do not meet the definitions of technical regulations CS 25, CS 27 and CS 29;
    ― animates procedures and methods for monitoring aircraft operations in general aviation;
    ― coordinates the action of interregional branches when they are in charge of these activities.
    The simulator pole (NO/SIM), which:
    ― is responsible for the qualification of synthetic flight coaches;
    ― deals with matters relating to the employment authorizations of synthetic flight coaches;
    ― coordinates the action of the airborne personnel of the other poles and the flight control body involved in these activities.
    The Specialist and Technical Pole (NO/ST), which:
    - coordinates the activities for the services provided at the request of the European Aviation Safety Agency by the French authorities regarding the control and inspection of aeronautical products, parts and equipment during their design, production, maintenance or operation;
    - provides the European Aviation Safety Agency and the services of the DGAC with its technical expertise in the field of aircraft airworthiness;
    ― organizes the networking of civil aviation safety management personnel responsible for the expertise in aircraft design, ensures the standardization of their methods, organizes their training and maintain their skills;
    ― deals with matters relating to the approval and operational use of equipment.
    The "International Monitoring and Quality of Operations" (NO/AIQ), which:
    - organizes and coordinates controls on aircraft aerodromes of French companies, foreign aircraft and aircraft registered in France operated by a foreign operator;
    ― provides advice to air transportation management on the technical aspects of requests for traffic rights, charters or code sharing;
    ― ensures the operation of the Observatory for Foreign Airlines, which is responsible for assessing the level of security of the extra-community companies serving French territory;
    ― defines procedures and methods in the field of surveillance of companies in public air transport;
    ― brings its expertise and can participate in the technical controls of operators in the areas of quality control and safety management.
    The Aeroplane Operations Pole (NO/OA), which:
    ― is responsible for issues relating to the rules of aircraft use, subject to the competence of the other poles; it organizes the methods and defines the means in the corresponding field;
    ― issues related administrative decisions or coordinates the action of interregional branches when they are in charge of these activities;
    ― brings its technical expertise to other technical branches and interregional branches and can participate in the technical controls of public transport operators.
    The helicopter operations pole (NO/OH), which:
    - is responsible for matters relating to the rules of use of helicopters, subject to the competence of the other poles; it organizes the methods and defines the means in the corresponding field;
    - provides technical expertise to other technical branches and interregional branches and may participate in the technical controls of public transport operators;
    ― is responsible for matters relating to the monitoring of the operation of aircraft on air operations. It organizes the methods and defines the means in the relevant field;
    ― issues related administrative decisions or coordinates the action of interregional branches when they are in charge of these activities.

    The Airports and Air Navigation Directorate (DSAC/ANA) includes:
    The airport hub (ANA/AER), which:
    - is responsible for the certification of aerodrome operators and the monitoring of aerodromes and aeronautical facilities;
    ― is responsible for the registration of airfield tracks and for monitoring them;
    ― is responsible for the monitoring of the application of safety regulations relating to the prevention of animal hazard and the rescue and control of aircraft fire. In this capacity, it is responsible, inter alia, for the agreement and monitoring of personnel training bodies carrying out missions related to the rescue and control of aircraft fire and related to the animal hazard, and for the approval of aircraft fire and rescue equipment;
    ― brings its technical expertise to interregional branches and participates in audits in the area of its responsibilities;
    ― takes the corresponding administrative decisions or coordinates the action of the interregional branches when they are in charge of these activities. As such, it defines the appropriate tools, procedures and methods and ensures their implementation.
    The "certification of air navigation service providers" (ANA/CNA), which:
    ― addresses issues related to the monitoring of air navigation service providers. As such, it defines the appropriate tools, procedures and methods and ensures their implementation;
    ∙ issue certificates from air navigation service providers or coordinates the action of interregional branches when they are in charge of these activities;
    ― brings its technical expertise to Eurocontrol.
    The Air Navigation Personnel Skills Hub (ANA/PNA), which:
    ― is responsible for the registration of training organizations for air traffic controllers, including the assessment procedure and the accreditation of training plans and skills maintenance programs;
    ― is responsible for the accreditation of reviewers or competency reviewers;
    ― is responsible for the accreditation of examining physicians;
    ― manages and issues suitability patents and licences of air traffic control personnel and is responsible for the application of the rules concerning them;
    - as part of the certification of air navigation providers, participates in the verification of compliance with the requirements of personnel competence;
    ― initiates and makes the corresponding administrative decisions or coordinates the action of interregional branches when they are in charge of these activities. As such, it defines the appropriate tools, procedures and methods and ensures their implementation.
    The "Air Navigation Systems and Materials" (ANA/SMN), which:
    ― is responsible for monitoring the interoperability of the air traffic management network;
    ― is responsible for the approval of notified bodies regarding the conformity of systems, procedures and components to community rules on interoperability;
    ― is responsible for the review of security demonstrations of changes in operational systems;
    ∙ defines the terms and conditions of issuance and monitoring and issues licences for radio stations on the ground;
    ― instructs and takes relevant administrative decisions in this area or coordinates the action of interregional branches when they are in charge of these activities. As such, it defines the appropriate tools, procedures and methods and ensures their implementation.

    The safety direction (DSAC/SUR) includes:
    The "method" unit (SUR/MET), which:
    ― defines the monitoring repositories, tools, procedures and methods necessary for monitoring actions and ensures their implementation;
    ― defines and validates the training of personnel involved in monitoring actions and organizes certifications;
    ― develops, in conjunction with the air transport management, the explanatory elements of the applicable regulations and acceptable means of compliance and ensures its dissemination;
    - organizes the certification and evaluation of safety equipment performance, the evaluation of systems and the development of methods and means of testing of the use of equipment in operational situations;
    ― organizes the return of experience with supervisors and operators subject to these actions;
    ― coordinates the development of periodic synthesis.
    The "safety approvals" pole (SUR/ADS), which:
    ― defines the terms and conditions for the training of airfield operators, air carriers, "licensed officers", "known shippers", "known establishments", training organizations and technical organizations for their approval;
    ― is responsible for instructing and making administrative decisions within its jurisdiction or coordinating the action of interregional branches when they are responsible;
    ∙ defines the modalities for monitoring companies and organizations that hold these administrative authorizations, approvals, agreements or authorizations and monitors corrective actions.
    The "operational monitoring actions" (SUR/ASO), which:
    - organizes civil aviation safety audits and nationally piloted monitoring inspections;
    – coordinates the French contribution to the implementation of European and international audit and inspection programmes;
    - organizes the management of standardized surveillance actions carried out by the various departments of the State;
    ∙ follow-up of corrective actions following audits;
    - organizes the control of the protection of vital points of importance in the civil aviation sector.
    The Information Systems Security Hub (SUR/SSI), which:
    - is responsible for the security control of information systems of the DGAC and external organizations; for the latter, either directly or as part of the control actions carried out by the competent poles;
    ― animates the DGAC's emergency and alert cell. To this end, it performs the function of Information Systems Security Officer (ISS) on behalf of the Central Level of the DSAC and animates the ISA network in interregional directions;
    ― brings its expertise to the other DSAC hubs and contributes to the development of the security requirements applicable to the information systems of the DGAC;
    ― ensures a technological monitoring of information security devices and collaborates in the studies conducted by the General Secretariat of the DGAC;
    ― ensures the development of the security requirements monitoring system used by the Civil Aviation Safety Directorate.

    The "Security Assessment and Improvement" mission (DSAC/MEAS) includes:
    The Division "State Security Program in Public Transport" (MEAS/TP), which:
    ― coordinates and monitors the implementation of the State Security Program (PSE) for public transport, in conjunction with the Office of Investigations and Analysis for Civil Aviation Safety (BEA) and all relevant services of the DGAC. As such, it analyses the level of safety in public transport, defines and monitors safety indicators;
    ― implement the event collection system and monitor incidents, including through the ECCAIRS database;

    The Division "State Security Program in General Aviation" (MEAS/AG), which:
    ― coordinates and monitors the implementation of the State Security Program (PSE) for general aviation, in conjunction with the Office of Investigations and Analysis for Civil Aviation Safety (BEA) and all relevant services of the DGAC. As such, it analyses the level of security in general aviation, defines and follows security indicators;

    The Coordination and Publications Division (MEAS/CP), which:

    ― ensures the animation and secretariat of the Air Traffic Safety Commission;

    - ensures the exchange of relevant security information with other States, including the Member States of the European Union;
    ― participates in the development and communication with all interested parties of texts related to the collection of events.

    Subject to the competences of the central level, the interregional branches, referred to in this heading "DSAC/IR", shall be responsible for the actions, measures and decisions required in respect of individuals and organizations or in relation to systems or materials, in the safety and security materials listed in Articles 14 to 19 of this Order. As such, they will instruct the relevant administrative decisions or make them when they have been delegated.
    In liaison with the central level, they prepare and execute their budget, prepare and provide for the billing of royalties for services rendered by the State for the safety and security of civil aviation and the realization of purchases.     The DSAC/IR are each made up of a seat and delegations.
    The headquarters of each DSAC/IR shall consist of:
