The central level of the Directorate of air navigation services includes: 1 ° the branch planning and strategy (DSNA/SDPS), responsible for: ― the internal strategy to the DSNA in relation to services, technical programs, studies and applied research, as well as cooperation and partnerships with counterparts from third countries cooperation and participation in international projects;

b) Department of foresight and strategy (SDPS/S): ― to establish the strategic plan of the NASD and its annual update;
― to define the strategy of development of the services to be provided to users;
― the objectives of studies and applied research to prepare technical and operational developments, in conjunction with the European programmes; It ensures the operation of the Committee of studies and applied research orientation and coordinates the annual programme of studies related to air navigation;

c) Department "search and rescue" (SDPS/A), responsible for: ― relations with international organizations, search and rescue (SAR) foreign and national administrations;
― the preparation of policy and organizational decisions;
― harmonisation of the plan of SAR response with other contingency plans;
— participation in studies and programs of specific hardware equipment;
― the development of procedures and the SAR regulations, including those of the alert service;
― from participating in the work of the SAR regulatory;
― the development of training and qualification programs;
— the study of the records of SAR operations;
― for the liaison with the Organization of studies and coordination for research and maritime rescue (SECMAR).
2 ° (DSNA/HRDC) human resources branch, responsible for: ― the management acts provided for in article 3 of the Decree of February 28, 2005 referred to above for the establishment of the Directorate of air navigation services;
― of the Organization, in association with other concerned services, initial and continuing training of engineers of air navigation, engineers of the air safety systems and higher study technicians and control the operation of civil aviation;

It has three departments: a) the Department of management of the technical bodies of the air navigation (HRDC/CT) is responsible: ― the conditions and the monitoring of the implementation of recruitment;

4 ° the mission of the management of the safety, quality and safety (DSNA/MSQS), responsible for: ― to develop and maintain the system of management of safety, quality and safety of the NASD;

The direction of operations (DSNA/DO) is responsible for ensuring safe and regular air traffic flow by taking into account the objectives in terms of sustainable development. It is composed of a central level, services of air navigation in the Paris region, four centres en route air navigation (CRNA) and ten air navigation services (ANS).

― the relationship with users.
(f) the centre of operation systems of central air navigation (DO/CESNAC) is responsible for ensuring the implementation, operation and monitoring systems and the national networks to ensure air traffic services. It provides: ― support for operation of the system of deposit and initial processing of flight plans, the management of environment data of air traffic management of control data, the data processing of aeronautical charges, management and treatment of the archives of flight plans;
― the administration of the service network fixed aeronautical telecommunications (AFTN/CIDIN) and management of the delivery of the messages, the national administration of the operational network of air navigation (RENAR), administration office networks and the boarding of the Bordeaux site platform, management of possible agreements at European level in the administration of networks;
― operational support of systems of processing of data and information servers of air navigation, mainly the areas of radar, air-to-ground, meteorology data links, aid pilots in the preparation of flights, aeronautical information.

Technology and innovation (DSNA/DTI) branch is responsible for the study, development, purchase, reception and technical verification of equipment and systems of communication, navigation, surveillance and management of air traffic and those used for the provision of aeronautical information services, implemented by the Directorate of air navigation services both at the national level and in international cooperation, subject to the purchases, receipts and facilities entrusted to the Directorate of operations. As such, it is responsible for: ― to conduct studies, applied research and experiments in the field of air navigation;
― to contribute to the development of safety documentation, verification and certification of the interoperability of equipment and systems defined in the first subparagraph and conduct the necessary tests;
― to define, in cooperation with the Directorate of operations, the rules and procedures for the installation and maintenance of this equipment and these systems and to participate, as appropriate, in the work of installation and maintenance operations;
― to proceed, as appropriate, to the technical verification of the functioning of air navigation equipment, by all appropriate means, and in particular by the aid to navigation and landing flight control;

Technique and innovation Directorate is composed of a management structure, of a general secretariat and five technical areas.
