It is created at the Ministry of Defence, the General Delegation for Arming, an automated processing of personal data called "record management" implemented by the Information Systems Technical Centre and whose purpose is the recording, analysis and operation of traces of access to data and computer resources.
The personal data categories recorded are those relating to:
- identity (name, first name, professional address, professional telephone number, registration number)
- professional life (service or assignment, location);
― to the use of media and means of communication (internet [post IP address, date and connection hours, connection time, URL or IP address of the site visited, mail browser type, mail operating system], messaging [e-mail origin address, email destination address, email size, email size], information systems [date and time of attempted connection or opening of]
The personal data thus recorded shall be retained for a maximum of one year. However, in the event of a judicial investigation, the data may be retained until the investigation is completed.
The recipients of recorded personal data are, depending on their respective responsibilities and the need to know:
- administrators;
― site informatics;
- security officers of information systems;
- the Central Department of Defence Security and Information of the General Delegation for Arms;
- the central direction of security of information systems of the General Secretariat of National Defence;
- hierarchical authorities;
- the chief of establishment.
The right of opposition provided forArticle 38 of the Act of 6 January 1978 referred to above cannot be invoked as part of this treatment.
The rights of access and rectification provided to Articles 39 et seq. of the Act of 6 January 1978 referred to above apply to the IT manager of the institutions that have implemented the processing.
The Deputy Director of Information Systems is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
