The Court of Auditors is an administrative court. It monitors the management of all national government, public or para-public bodies and even private agencies. She judges the accounts of the public accountants. It certifies the accounts of the state and the general social security regime.
The court assists Parliament and the Government in monitoring the application of state finance laws and social security financing laws.

The Financial Laws (OLF) Act of 1 August 2001 defined the constitutional role of assistance that the Accounts Court fulfils with Parliament and the Government for the control of the enforcement of financial laws. As such, the court is given a mission to certify the regularity, sincerity and fidelity of the State's accounts. The document by which it formulates its position on the general account of the State is annexed to the bill of regulation. As for the year 2007, the court here, for the second time since the LOLF came into force, provides an opinion on the State's accounts based on audits conducted in accordance with international auditing standards.

High Authority to Combat Discrimination
and for equality
Annual report 2007


Independent administrative authority established by Act No. 2004-1486 of 30 December 2004, the High Authority to Combat Discrimination and Equality (HALDE) presents its third annual report. An increase of 53% in one year of the claims filed with the institution is noted. Employment remains the first area of discrimination (more than 50% of registered claims) and the complainant's origin is the first criterion (27.1%). Then came the "health-handicap" criterion (22 per cent) and, on an equal basis (6 per cent), that of age, sex and trade union activities. The report records other means of contacting HALDE: more than 32,000 calls were registered in 2007 on a Azur number and, since January 2008, 580 referrals were made directly to the institution's website. In addition, the HALDE report notes that the impact of the decisions it has taken since its inception is now quantifiable. Thus, 69 per cent of the recommendations issued resulted in legislative or regulatory amendments and 83 per cent of its observations before the courts were adopted. The use of mediation has also become more common with results up to several hundred thousand euros of compensation for the victim. On the other hand, HALDE notes that the difficulty of gathering evidence of discrimination remains an obstacle. She wishes that an offence of intrusion be put in place to deal with information retention.

The Lisbon Treaty: a "similated" treaty probably, but not a "simple" treaty. On the contrary, a very complex text that amends several hundred provisions of the treaties in force, and to which dozens of new protocols and 60 statements are adopted... It was therefore important to facilitate the approach, as its impact on current Europe will be important.
It is the objective of this book, which presents a comment, article by article, of European treaties: Treaty on the European Union (TEU) and Treaty on the Functioning of the European Union (TFEU) as they will be amended by the Lisbon Treaty.
The authors hoped that this text, despite its complexity, would remain accessible to non-specialists. They specify the contours of the work already accomplished and emphasize with precision, and without partisan considerations, the issues, innovations, sometimes the uncertainties that underlie the new drafting of the treaties called to "relause Europe".
This volume includes the tables of consistency of the protocols annexed to the TEU, the TFEU and, where applicable, the Euratom Treaty. The Charter of Fundamental Rights of the European Union, as adapted on 12 September 2007, in Strasbourg, is included at the end of the volume.
The authors: François-Xavier Priollaud is a director of the National Assembly. David Siritzky is a director of the National Assembly, and currently a reference to the Court of Justice of the European Communities. Both also teach at the Institut d'études politiques de Paris.

    This book opens a series dedicated to the publications of the excavations of the French section of the Directorate of Antiquities in Khartoum, Sudan, which is a French research institute dependent on the Ministry of Foreign Affairs.
    This first volume deals with Neolithic Cemeteries of the North Necropolis of El-Kadada, in the region of Meroé in Central Sudan.
    If, for the Neolithic period, habitat sites are rare, the cemeteries are numerous in the Nile Valley and their organization as the funeral ritual are of great interest. In addition, these cemeteries are an important milestone in understanding the mechanisms of social transformations, mechanisms that will lead, towards the end of the 4th millennium, to the emergence of complex societies, in Egypt at first, then in Nubia a few centuries later.
    Thanks to a complete documentation of the burials and furniture they contained, one of the most interesting aspects of this funeral package is highlighted: the type and disposition of the furniture according to the person buried. In this regard, the accuracy of the data provided may be a reference in this regard. To date, no Neolithic Cemetery in the Valley has been published in full and detailed, that they have been incompletely published in the early last century, or that they are known only by preliminary articles. In this bibliographic context, the publication of this first volume on El-Kadada is of paramount importance. It makes available to the research community a sepulchral ensemble of a great archaeological interest that is part of a period of Sudanese prehistory (about 3500 BC) so far still poorly known. Interesting both prehistories, archaeologists and historians working in the Sudan and those studying the same period in Egypt, this book will contribute to the development of studies on protohistoric necropolises in the Nile Valley.

    Policy coherence in the fisheries sector

    The fisheries sector accounts for more than 30% of the state budget revenues of West African countries and employs 7 million people in Central and Western Africa. Fisheries agreements provide an important source of income to the West African States, but it appears that better-adapted management policies would yield greater benefits than those agreements, if these policies are carried out over the long term.
    In this context, the Club du Sahel et d'Afrique de l'Ouest (CSAO/OECD) and the Fisheries Policy Division of the OECD have worked with regional organizations, including Enda Diapol/REPAO, to help them deal with policy coherence by providing an analytical framework adapted to the local context, based on the realities of the field. This report will be of particular interest to local decision makers and OECD member countries, as well as all stakeholders involved in sustainable fisheries development in West Africa.

    In today's globalized economy, mutual assistance in tax matters and, in particular, the effective exchange of information is essential for countries to maintain their sovereignty over the application of tax laws and to ensure the proper application of tax treaties. Mutual assistance provisions provide them with a legal framework to cooperate across borders without violating the sovereignty of other countries or the rights of taxpayers. At the end of the 1980s, the OECD and the Council of Europe jointly developed a convention on mutual administrative assistance in tax matters which was opened for signature on 25 January 1988. This multilateral convention came into force in 1995 and nearly half of the countries that signed it over the past five years. This reveals the growing interest in the exchange of information and other forms of cooperation between tax administrations in a world of business where borders are increasingly fading.

    Governments intervene in the agricultural sector through measures that at the same time support and guide production. The result is two important effects. First, agriculture-specific programs designed to increase the well-being of producers, through support of product prices, input subsidies or direct money transfers, can be capitalized in the value of assets. This increase in heritage values enriches existing operators, but the resulting higher cost structure may have adverse effects. Second, many provisions, in particular regulatory measures, reduce the mobility of assets, i.e. the ease with which capital, land, labour and other inputs are transferred from one economic activity to another. This factor reduces economic efficiency due to a sub-optimal allocation of resources and risks exacerbating the phenomenon of capitalization.

    18 major European policy areas are introduced in terms of keys statistics. The statistics show the progress of the European Union but also indicate remaining issues.
