Order of April 18, 2008 authorizing the opening of two external and internal competitions for access to employment as Foreign Secretary (General) for 2009

By order of the Minister for Foreign and European Affairs dated 18 April 2008, is authorized the opening of two external and internal competitions for the employment of Secretary for Foreign Affairs (General Framework) for the year 2009.
The total number of places offered to the external and internal competitions for access to employment of the Foreign Secretary (General) is 23. These places are divided as follows:
External competition: 12;
Internal competition: 11.
The winners will receive a first assignment to the central administration in Paris.
Nationals of the Member States of the European Union, another State Party to the Agreement on the European Economic Area or the Swiss Confederation, if appointed in the body of the Secretaries of Foreign Affairs, will not be able to occupy a job whose powers are not separable from the exercise of sovereignty or involve direct or indirect participation in the exercise of prerogatives of public power. Their grade or body promotion will intervene with the same restrictions.
Three places will be offered by contract to the beneficiaries of the employment obligation mentioned in theArticle 27 of the Law of 11 January 1984.
Written proofs of eligibility for external and internal competitions will take place in Paris, starting October 28, 2008.
Requests for admission to compete may be withdrawn from June 16 to July 15, 2008 either directly from the competition reception cell (23 La Pérouse Street), or by post request, no later than July 15, 2008 (the cachet of the position being authentic), to the professional examinations and examinations office (23 La Pérouse Street, 75775 Paris Cedex 16), by letter with a letter with an A4e-seat envelope Otherwise, no records will be sent.
A pre-registration procedure is also available on the Internet (www.diplomatie.gouv.fr) from 16 June to 15 July 2008. The attention of the candidates is drawn to the fact that the pre-registration is not valid: candidates will have to complete and send the registration file to the professional examinations and examinations office.
The closing of the registrations, i.e. the deadline for filing or sending the records (the stamp of the position in question), is set for July 22, 2008, time limit.
No change in the selection of mandatory tests and the optional language test for external and internal competitions will be taken into consideration after the registrations are closed. Failure to respect the choice made during the registration results in the cancellation of the test for the candidate.
The composition of the jury and the list of candidates admitted to compete are decided by the Minister for Foreign and European Affairs.
The candidates are summoned individually to undergo the tests. However, the lack of receipt of the summons cannot lead to the responsibility of the Ministry of Foreign and European Affairs.
