Order of April 22, 2008 amending the Order of March 8, 2007 setting out the terms and conditions of the organization and program of the tests of the professional examination of the higher technician of studies and the operation of civil aviation

In view of the decision of 8 March 2007 setting out the organizational modalities and the program of the tests of the professional examination of higher engineering and civil aviation operations,
Stop it!

Article 1


The schedule for the Professional Examination of Senior Technical Technician for Civil Aviation and Operations is cancelled and replaced by the schedule to this Order.

Article 2


The Director General of Civil Aviation is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.

    PROFESSIONAL TECHNICIEN PROGRAMME
    STUDIES AND THE EXPLOITATION OF CIVILE AVIATION
    I. ― PREVENTION OF ADMISSIBILITY
    Mandatory written test


    The candidate(s) must select a test from the five proposed below:


    I-1. Service Logistics (duration: 2 hours, coefficient 4)


    Public finance:
    LOLF;
    - ordering and accounting;
    - governed by advances.
    Budgetary techniques and procedures:
    principles;
    – oversight bodies (Court of accounts, budgetary discipline court).
    Public markets:
    - regulation and procedures;
    criminal offences (favoritism, interference).
    Supply management:
    ― description of a shopping circuit in a service;
    - procedure for receiving goods;
    - Inventory management methods;
    ― valorization of stocks: theory and practice.
    Hygiene and safety:
    external stakeholders;
    - Public officer;
    - hygiene and safety committee.
    Customs regulation and procedure.


    I-2. Information technology (duration: 2 hours, coefficient 4)


    Computer equipment:
    ― computer architecture;
    types of computers;

    ― on-board documents, manuals to be transported, additional information and flight forms;
    information retained on the ground;
    - approval and supervision of the operator;
    operating procedures:
    - roads and operating areas;
    - RVSM, MNPS, RNAV, RNP;
    ETOPS;
    - fuel: port and flight management;
    - flight preparation;
    - driving the flight;
    ― record of events, accidents;

    II. ― ORAL ADMISSION PREUVES
    Mandatory oral evidence
    II-1. Meeting with the jury (duration: 35 minutes, coefficient 4)


    During a maximum of 10 minutes, the candidate (or) presents his/her career path by highlighting the most striking aspects and indicating what he/she is waiting for a promotion in the body of the senior technicians of the studies and the operation of civil aviation. This presentation is followed by a 25-minute interview with the jury, with the aim of clarifying certain points of this course or of these expectations and assessing the suitability of the individual to perform the duties of senior technician in the studies and operation of civil aviation.


    II-2. English (duration: 35 minutes, coefficient 2)


    The test must determine the ability of candidates to express themselves correctly and to understand sound documents.
    The questioning of the candidate is based on authentic English-language recordings of excerpts of dialogues or interviews dealing with topical issues. These extracts are each for two minutes.
