On the report of the Minister of Interior, Overseas and Territorial Communities,
Vu la Act No. 71-577 of 16 July 1971 on technological education;
Vu la Act No. 84-53 of 26 January 1984 amended with statutory provisions relating to the territorial public service;
Vu la Act No. 84-594 of 12 July 1984 amended on the training of officers of the territorial public service;
Vu le Decree No. 85-1229 of 20 November 1985 amended on the conditions of recruitment of officers of the territorial public service;
Vu le Decree No. 91-839 of 2 September 1991 having a particular status of the employment framework of the territorial Conservatives of Heritage;
Considering the opinion of the Superior Council of the Territorial Public Service of 24 October 2007,
Decrete:

    Access competitions to the territorial Heritage Conservative employment framework include external competitions and internal competitions.
    The candidate makes the choice of the specialties or specialties mentioned in thearticle 4 of the decree of 2 September 1991 referred to above in which he wishes to compete at the time of registration to the contest. When he chooses two specialties, he ranks them in order of priority.

    The opening of the contests mentioned in Article 1 is stopped by the president of the National Centre of the Territorial Civil Service.

  • Chapter II External competitions Article 3 Learn more about this article...


    External competitive examinations for territorial heritage conservators include three written examinations of eligibility and two oral examinations.
    These tests are mandatory.
    (a) Written proof of eligibility:
    1° A general essay on a subject, for candidates who compete in a speciality other than the speciality Archives, to the choice of the candidate, either on European history, or on the history of European art, or on European prehistoric and historical archaeology, or on ethnology, or on the history of French institutions and administration, or on the sciences of nature and matter.
    For the candidates who compete in the Archives specialty, the subject bears, at the choice of the candidate, either on European history, or on the history of European art, or on the history of French institutions and administration (duration: five hours; coefficient 3).
    The choice of subject is exercised at the time of the test.
    2° A specialized test of analysis and commentary of several documents relating to an option chosen by the candidate during his or her entry to the contest among those listed in Appendix I (duration: five hours); coefficient 4).
    Applicants who compete in two specialties other than the Archives specialty choose one of the options in Appendix I A or B.
    Candidates who compete in two specialties, including the Archives specialty, choose the option "Archives of the Middle Ages and Modern Ages (476-1789)" and a second option determined under the conditions set out in the preceding paragraph.
    3° A translation test of a text written in one of the old languages or in one of the foreign living languages chosen by the candidate during the registration of the contest among those mentioned in Appendix III.
    For the candidates who compete in the Archives specialty and for the candidates who compete in two specialties, including the Archives specialty, this essay concerns the translation of a text written in Latin.
    This translation is followed, in the case of foreign living languages, of the answer to one or more questions relating to the text (duration: three hours); coefficient 1).
    The use of the dictionary is allowed for old languages only.
    (b) Oral admission tests:
    1° An interview with the jury in two parts.
    In the first instance, the interview takes place from a file proposed by the jury, comprising at least four documents (images, texts, graphics...) and relating to an option determined under the conditions set below.
    For specialties other than the Archives specialty, the file concerns the option chosen for the second eligibility test.
    For the Archives specialty, the file concerns the option "Archives of the contemporary era (from 1789 to present)".
    For candidates who compete in two specialties, including the Archives specialty, the dossier deals with two options determined under the conditions set respectively in the two preceding paragraphs.
    In a second time, the interview must allow to appreciate the motivations and abilities of the candidate in relation to the specialties presented. The jury also appreciates its management skills.
    This test is noted on 10 for the first part and 10 for the second part (duration: one hour; preparation: one hour; coefficient 5).
    2° A conversation test in a foreign living language from a text (duration: 30 minutes; preparation: 30 minutes; coefficient 1).
    The foreign living language that is the subject of this test is selected by the candidate for registration from those listed in Appendix IV.
    This language must be different from the language chosen, if any, for the third eligibility test. The use of the dictionary is not allowed.

    Internal competitive examinations for territorial heritage conservators include three written examinations of eligibility and two oral examinations.
    These tests are mandatory.
    (a) Written proof of eligibility:
    1° A note based on a cultural record, which allows to verify the candidate's ability to analyse and synthesize a problem and to assess the knowledge and qualifications acquired (duration: five hours); coefficient 3).
    2° A specialized test of analysis and commentary of several documents relating to an option chosen by the candidate during his registration in the contest (duration: five hours); coefficient 4).
    Applicants who compete in Archaeology, Archives, Historical Monuments and Inventory specialities, Museums choose one of the options listed in the A list in Appendix II.
    Applicants who compete in the Speciality Scientific, Technical and Natural Heritage choose one of the options listed in the B list of the same annex.
    3° A translation test of a text written in one of the old languages or in one of the foreign living languages chosen by the candidate during the registration of the contest among those mentioned in Appendix III.
    This translation is followed, in the case of foreign living languages, of the answer to one or more questions relating to the text (duration: three hours); coefficient 1).
    The use of the dictionary is allowed for old languages only.
    (b) Oral admission tests:
    1° An interview with the jury in two parts.

    The external and internal competitions are rated from 0 to 20.
    Only candidates who have obtained a grade of at least 5 out of 20 for each of the written examinations may be admitted to the oral examinations for the admission of the external and internal examinations and for all the written examinations a total of points fixed by the jury which cannot in any case be less than 80.

    The programs of the materials on which certain examinations of competition eligibility are held, if any, by order of the Minister responsible for culture.

    Each contest session is advertised in the Official Journal of the French Republic, which specifies the deadline for registration, the date of the examinations, the number of winners scheduled for each contest and the address to which applications must be filed. The President of the National Territorial Civil Service Centre ensures this publicity.

    The members of the competition jury are appointed by a decree of the president of the National Centre for the Territorial Civil Service. They are selected on a list prepared annually by the Board of Directors of the National Territorial Public Service Centre, after advice from the Guidance Board.
    The jury of each contest includes at least:
    (a) Three Category A territorial officials, including at least one member of the territorial Heritage Conservative employment framework;
    (b) Three qualified personalities;
    (c) Three local elected officials.
    The order set out in the first paragraph of this article shall, among the members of the jury of each contest, designate its president and the replacement of the contest for the event that it is impossible to carry out its mission.
    The president and at least two members of the external competition and the internal competition are common to them.
    The jury of each contest may set up in groups of examiners, especially given the number of candidates, for the correction of the written examinations and oral interrogations, under the conditions set by theArticle 44 of the Act of 26 January 1984 referred to above.
    Correctors may be appointed by order of the President of the National Centre for the Territorial Civil Service to participate in the correction of the trials under the authority of the jury.

    When the competitions are organized jointly with the access competitions to the body of the Heritage Conservatives, the National Centre of the Territorial Civil Service may pass a convention with the National Institute of Heritage to determine the organizational arrangements.
    The jury is then common with the competition for access to the body of the state's heritage curators. It comprises twelve members, including the President, divided as follows:
    – four members selected from the bodies of the Conservatives or general curators of the heritage or the corps of the general curators of the heritage of the city of Paris or the employment framework of the territorial curators of heritage;
    four scientific and academic personalities;
    four qualified personalities, including two local elected officials.
    The procedures for the functioning of the jury are those set for the access competitions to the body of the heritage conservators.

    Each grade obtained by the candidates is multiplied by the corresponding coefficient.
    The jury determines, for each of the contests, the list of candidates admitted to the admission examinations, based on the total points they obtained from all the eligibility tests.

    At the end of the admission examinations, the jurys, within the limits of the competitions, stop a separate admission list for each competition specifying the speciality in which each candidate is admitted. When a candidate meets the conditions to be admitted to two specialties, he is declared admitted only as a single specialty, taking into account the order in which he classified the specialties during his entry to the contest.
    The President of the jury shall forward the lists referred to above to the President of the National Territorial Civil Service Centre with a record of all operations.
    The suitability list provided atarticle 7-1 of the decree of 2 September 1991 referred to above is established in alphabetical order and refers to the specialty under which the candidate is declared eligible.

    Decree No. 92-537 of 18 June 1992 establishing conditions of access and the modalities for organizing competitions for the recruitment of territorial heritage conservatives is repealed.

    This Order comes into force on the first day of the month following that of its publication.

    The Minister of Interior, Overseas and Territorial Communities is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
