It is established with the Director General of the Public Institution National Haras a central technical committee with competence to know, within the framework of the provisions of Title III of Decree No. 82-452 of 28 May 1982of all matters relevant to the entire central and territorial services of the establishment.
The composition of the parity technical committee referred to in section 1 is as follows:
― administration representatives: 10 incumbent members, including the Director General of the National Haras, chair of the committee, and 10 alternate members appointed under the conditions set to theArticle 7 of Decree No. 82-452 of 28 May 1982 ;
staff representatives: 10 incumbent members and 10 alternate members appointed under the conditions established by the articles 8 and 11 (second paragraph) of Decree No. 82-452 of 28 May 1982 referred to above.
A special technical committee is established with the Director of Human Resources of the same public institution.
This special parity technical committee is common to all of the following general administration services:
the firm;
the General Secretariat;
- Human resources management;
– the direction of territorial action;
– the direction of service development;
– the direction of knowledge.
A special technical committee is established with each territorial director.
The composition of the special parity technical committees referred to in sections 3 and 4 is as follows:

Each of the special technical committees referred to in Articles 3 and 4 is familiar with, provisions of title III of Decree No. 82-452 of 28 May 1982 referred to aboveof all matters relevant to the services under the authority of the director concerned.
The chair of each Joint Technical Committee referred to in sections 3 and 4 shall designate, among the representatives of the administration, the officer responsible for the Standing Secretariat of the Committee.
A central health and safety committee is established with the Central Joint Technical Committee of the Public Institution the National Haras, which has competence to deal with all matters and draft texts relating to hygiene and security issues affecting all the central services and territorial branches of the institution.
It shall be established with each special technical committee established pursuant to Article 4 above a committee of hygiene and security, competent to know, within the framework of provisions of Chapter V of Decree No. 82-453 of 28 May 1982 referred to aboveall matters common to the relevant territorial management.
The chair of each hygiene and safety committee established pursuant to sections 8 and 9 shall designate, among the representatives of the administration, the officer responsible for the permanent secretariat of the committee.
The composition of the Central Hygiene and Safety Committee referred to in section 8 is as follows:
– five administrative representatives and seven staff representatives;
- the prevention doctor.
The composition of the hygiene and safety committees referred to in section 9 is as follows:

Order of August 11, 2003 establishing the Central Joint Technical Committee of the Public Institution National Haras is repealed.
The Director General of the Public Institution The National Haras is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
