Decree of 28 November 2007 on the organization of the human resources management of the air force

Vu le Decree No. 78-1060 of 30 October 1978 Amending the functions of the military personnel of the army of land, the navy and the air force;

The air force's human resources management is under the authority of a general officer of the air force, assisted by a deputy director, general officer, who overrides him in all his duties.

I. - The Director of Human Resources of the Air Force is assisted by a Senior Management Officer.
It is recommended by:
1. The Reserve Delegate, placed with the Air Force Major General, for reserve personnel;
2. The Civil Personnel Advisor.
II. - The Air Force Human Resources Directorate includes:
1. Offices directly attached to the Director:
the political office of human resources;
– Military Criminal Affairs and Disciplinary Affairs.
2. Sub-directions:
― the Assistant Director General Affairs sub-director, who, as appropriate, provides the Deputy Director;
- resource management sub-direction;
– personal sub-direction in the air force and society.
3. Exterior bodies whose functions are determined by instruction:
- the training bodies of the air force, with the exception of those under command or service lines;
- the civil staff disconnected management offices;
the office of the archives and reserves of the air force;
– the "air" study and psychological research centre.
III. - Remove from the human resources management of the air force:
1. The Office of the Commander of Administrative Training and the units responsible for the management and administration of personnel within these same trainings;
2. The musical formations of the air force.
The composition, organization and operation of these units are determined by instruction.
IV. - In accordance with thearrested on 21 March 2006, the School of Air Pupils is under the authority of the Director of Human Resources of the Air Force.

The Director of Human Resources of the Air Force may be entrusted with joint and international relations missions.

The Senior Management Officer is responsible for identifying the positions to be filled and managing the high-level skills and expertise of air force officers.

The Civil Personnel Advisor is responsible, in coordination with the Political Office of Human Resources, for studies related to the management of the civilian personnel of the air force and the needs of the air force for this personnel.
He is involved, in conjunction with the Human Resources Directorate of the Ministry of Defence, in the management and administration of civilian air force personnel at the central level.

The Human Resources Policy Office proposes to the Air Force headquarters the policy in particular with regard to recruitment, training, staffing distribution and salary control. In this context, it participates in the programming and budgetary expression of staff needs, as well as in the development of statutory texts in conjunction with the human resources management of the Ministry of Defence.

The Office of Military Criminal Affairs and Disciplinary Affairs is responsible for following military criminal cases and disciplinary cases, in relation to the office of the Chief of Staff of the Air Force, the Directorate of Legal Affairs and the judicial authorities. He is responsible for preparing denunciations and notices relating to criminal offences committed by Air Force members in the performance of the service.

The general business sub-director ensures the overall coordination of the human resources management of the air force and its external agencies.
She is responsible for:
– ensuring the implementation and coherence of the policies of air force personnel;
managing the financial resources available to it;
― propose an opinion on appeals against decisions within the areas of competence of the Air Force Human Resources Directorate;
managing and administering human resources management staff;
∙ conduct the assessment and expression of the functional needs of management information systems, monitor service contracts in the IT field and ensure the implementation and compliance of the security rules of the IT systems and the information they process.
The general business sub-direction includes:
– the steering and performance office;
the human resources organization office;
the information systems office;
– the financial and pre-contentious management office.

The resource management sub-direction is responsible for the implementation of the forecast management of jobs, staffing and skills, for civilian and military personnel, active or reserve the air force, with the exception of air commissioners and master workers.
As such, it is responsible for:
- to implement the policy of recruiting the air force;
– to manage and administer the military personnel of the air force;
- to ensure coordination with the Air Force Commands and Services, as well as with non-Air Force employment agencies in resource management;
- to prepare and implement the mobilization of air force personnel for the benefit of the substantive, operational and service commands.
In addition, it is responsible for the mobilization of air force personnel, with the exception of air commissioners and workers' masters, according to the directives of the Air Defence Command and Air Operations pursuant to thearticle 13 of the decree of 14 July 1991 referred to above.
The resource management sub-direction includes:
the recruitment office;
― the administration management office;
― the Competency Management Office;
– the reserve management office;
– the office air mobility (reclassification conversion).

The personal sub-direction in the air force and the company conducts actions related to the condition of personnel, social dialogue and social support of air force nationals. It coordinates activities related to the promotion of the defence-society relationship with the air force. In this capacity, she represents the Chief of the Air Staff to agencies that do not belong to the Air Force in the context of relations between the nation and its armies.
In particular, it is responsible for:
- to propose to the Director of Human Resources of the Air Force the conditional policy of the military and civilian personnel of the Air Force and to ensure its implementation;
- to propose to the Director of Human Resources of the Air Force the policy of social action of the Air Force, in accordance with the Ministry's general policy and to ensure its implementation;
- to represent the Chief of the Air Force Staff to the Human Resources Directorate of the Ministry of Defence for the development of the above-mentioned policies.
The personal sub-direction in the air force and the company includes:
- the office staff condition;
– the army air office in the nation.

The decision of 11 March 1994 on the organization of the command of the schools of the Air Force, the order of 15 June 2000 on the organization of the direction of the military personnel of the Air Force and the order of 15 June 2000 on the organization of the sub-directions of the military personnel of the Air Force are repealed.

The Director of Human Resources of the Air Force is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
