The Prime Minister,
On the report of the Minister of State, Minister of Interior and Land Management,
In light of amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, together with amended Act No. 84-53 of 26 January 1984 on statutory provisions relating to the territorial civil service;
In light of the amended Decree No. 85-1229 of 20 November 1985 on the general conditions of recruitment of officers of the territorial public service;
Having regard to Decree No. 2005-1484 of 30 November 2005 on the special status of the employment framework of the territorial masters of educational institutions;
Considering the opinion of the Superior Council of the Territorial Public Service of 21 December 2005,

Each of the competitive examinations for masters of educational institutions includes one or more of the following specialties:
(a) Agency and coatings;
(b) Kitchen;
(c) Office and audiovisual equipment;
(d) Green spaces and sports facilities;
(e) Electrical, sanitary and thermal installations;
(f) Carrying and mechanical driving;
(g) Lingerie;
(h) Shop (workshops).
When the contest is opened in more than one specialty, the candidate chooses at the time of registration the specialty in which he wishes to compete.
The local authority or public institution shall indicate, for each job offered, the specialty of which the job is related.

The external competition for the recruitment of territorial masters of educational institutions includes two eligibility tests and one admission test.
Eligibility tests include:
1° A written test consisting of the resolution of a practical case set out in a file relating to problems that may be encountered by a territorial master of educational institutions in the performance of his or her duties, in the specialty under which the candidate participates (duration: two hours; coefficient 3);
2° A test consisting of verification by means of questionnaires or tables or charts or by any other means to form or complete, and with the exclusion of any editorial test, technical knowledge, particularly in the field of hygiene and security, that the exercise of the specialty, under which the candidate participates, normally involves (duration: 2 hours; coefficient 2).
The admission test consists of an interview to assess the candidate's ability to integrate into the professional environment in which he/she is called to work, his/her ability and motivation to carry out the job-related missions, including in the areas of supervision of officials from the category C technical employment frameworks, his/her knowledge of hygiene and safety (duration: fifteen minutes); coefficient 4).

The internal competition for the recruitment of territorial masters of educational institutions includes two eligibility tests and one admission test.
Eligibility tests include:
1° A written test consisting of the resolution of a practical case set out in a file relating to problems that may be encountered by a territorial master of educational institutions in the performance of his or her duties, in the specialty under which the candidate participates (duration: two hours; coefficient 3);
2° A test consisting of the verification by means of questionnaires or tables or charts or by any other support to form or complete, and excluding any editorial test, technical knowledge, particularly in the field of hygiene and security, that the exercise of the specialty, under which the candidate participates, normally involves (duration: two hours; coefficient 2).
The admission test consists of an interview having as a starting point a candidate's presentation on his or her professional experience. The purpose of the interview is to assess the candidate's abilities, including the supervision of officials from the Category C technical employment frameworks, his or her knowledge and motivation to carry out the job-related missions (duration: fifteen minutes, five minutes of which no more than exhibited; coefficient 4).

The third access competition to the employment framework of the territorial master's officers at the educational institutions includes two eligibility tests and an admission test.
Eligibility tests include:
1° A written test consisting of the resolution of a practical case set out in a file relating to problems that may be encountered by a territorial master of educational institutions in the performance of his or her duties, in the specialty under which the candidate participates (duration: two hours; coefficient 3);

2° A test consisting of the verification by means of questionnaires or tables or charts or by any other support to form or complete, and excluding any editorial test, technical knowledge, particularly in the field of hygiene and security, that the exercise of the specialty, under which the candidate participates, normally involves (duration: two hours; coefficient 2).
The admission test consists of an interview on the candidate's experience, knowledge and abilities. This interview is the starting point for a presentation by the candidate on his experience. The purpose of the interview is to assess the candidate's abilities, including the supervision of officials from the Category C technical employment frameworks, his/her knowledge, including technical knowledge and those on educational institutions, and his/her motivation to carry out the job assignments (duration: fifteen minutes, including five at the most); coefficient 4).

The program of each of the tests set out in sections 2 to 4 above shall, as appropriate, be determined by order of the Minister for Territorial Communities.

Each competition session is the subject of an opening order that specifies the deadline for registration, the date of examinations, the number of posts to be filled by specialty and the address to which applications must be filed.
The opening orders for the competitions are published in at least one general information daily at the regional level at least two months before the deadline for filing applications.
In addition, they are posted on the premises of the community that organizes the competitions, educational institutions within the authority of the competition, the regional or interdepartmental delegation of the National Centre of the Territorial Public Service of the authority of the organization, the management centre concerned and, for external competitions, at the premises of the National Employment Agency.
This advertisement is provided by non-affiliated communities for the competitions organized by the latter or by the chair of the management centre for the contests it organizes if necessary.

Members of the jury are appointed by order of the local authority of the community or institution that organizes the contest.
The jury at least includes:
(a) A territorial officer of category A or B and an official designated under the conditions set out in section 14 of the above-mentioned decree of 20 November 1985;
(b) Two qualified personalities;
(c) Two local elected officials.
For competitions organized by a non-affiliated community or institution, the representative of the management centre, a member of the jury under section 42 of the above-mentioned Act of January 26, 1984, is designated as one of the three colleges mentioned above.
Members of the jury shall be chosen, with the exception of the members referred to in section 42 of the Act of 26 January 1984 referred to above, from a list prepared annually or updated as necessary by the President of the Administrative Court, in the light of the proposals of the chair(s) of the management centres under the jurisdiction of that court. The proposals of non-affiliated communities are previously collected.
The order set out in the first paragraph of this article shall, among the members of the jury, designate its president and the replacement of the jury for the event that it is impossible to carry out its mission.
The jury may establish itself in groups of examiners, particularly in view of the number of candidates, with a view to correcting the written examinations and oral interrogations, under the conditions set out in section 44 of the aforementioned Act of 26 January 1984.
Correctors may be appointed by order of the competent territorial authority to participate in the correction of the tests, under the authority of the jury.

A rating of 0 to 20 is assigned to each test. Each note is multiplied by the corresponding coefficient.
Written tests are anonymous and are subject to a double correction.
Any rating less than 5 out of 20 at one of the eligibility tests results in the elimination of the candidate.

The jury determines the total number of points required to be eligible and, on this basis, determines the list of candidates admitted to the admission examinations.
At the end of the trials, the jury stops the admission list within the limits of the competitions.
This list is separate for each competition.
In case of equal sharing of votes, the President's voice is preponderant.
The Chairman of the jury forwards the list mentioned above to the organizing authority of the contest with a record of all operations.

In view of the admission lists, the competition organizing authority sets out in alphabetical order the corresponding aptitude list. The aptitude list refers to the specialty for which each recipient competed.

The Minister of State, Minister of Interior and Land Management, and the Minister Delegate to Territorial Authorities are responsible, each with respect to him, for the execution of this Order, which will be published in the Official Journal of the French Republic.
