In light of amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, together with amended Act No. 84-16 of 11 January 1984 on statutory provisions relating to the public service of the State;
Having regard to amended Decree No. 82-452 of 28 May 1982 concerning the technical committees of parity;
The State Council (Finance Section) heard,
Decrete:
A joint departmental technical committee is established with the Minister for Youth and the Minister for Sports.
This ministerial technical committee on youth and sports is governed by the provisions of the decree of 28 May 1982 referred to above subject to the provisions of this decree.
This technical committee is familiar with issues and draft texts relevant to central and decentralized services under the authority of the Minister for Youth or the Minister for Sports.
He is also familiar with issues and draft texts that are common to all or some of the public institutions under the Minister for Youth or the Minister for Sports.
The Departmental Joint Technical Committee on Youth and Sports is chaired either by the Minister for Youth or his or her representative, or by the Minister for Sports or his or her representative, depending on whether the issues and draft texts submitted to him are the responsibility of either of these Ministers.
The composition of the departmental technical committee for youth and sports is determined by joint order of the Prime Minister, the Minister for Youth and the Minister for Sports.
The list of trade union organizations capable of appointing representatives to the ministerial technical committee on youth and sports, as well as the number of seats allocated to each of them, shall be determined by joint order of the Minister for Youth and the Minister for Sports.
Until October 19, 2003, the list of trade union organizations capable of appointing representatives to the ministerial technical committee on youth and sports and the number of seats allocated to each of them are set according to the results, proclaimed on May 31, 2000, of the direct consultation of youth and sports personnel held on May 30, 2000.
The Minister of Youth, National Education and Research, the Minister of Public Service, State Reform and Land Management, and the Minister of Sports are responsible, each with respect to him, for the execution of this decree, which will be published in the Official Journal of the French Republic.
