In view of the amended Decree No. 47-233 of 23 January 1947 authorizing Ministers to delegate, by order, their signature;
In view of Decree No. 99-555 of 2 July 1999, as amended by Decree No. 2003-238 of 17 March 2003, establishing the organization of the central administration of the Ministry of Agriculture and Fisheries;
Having regard to the decree of 1 August 2002 appointing the Director of Economic and International Policy;
Having regard to the amended Decree of 7 August 2002 on delegation of signature;
Having regard to the decree of 30 March 2004 appointing the Prime Minister;
Having regard to the amended Decree of 31 March 2004 on the composition of the Government;
Considering the decision of 2 July 1999 on the organization and responsibilities of the direction of economic and international policies;
Having regard to the decision of 2 July 1999 on the organization of services of the economic and international policy leadership;
In view of the decree of 2 July 1999 establishing a national jurisdiction service known as the news service of the markets;
In view of the Order of 7 August 2002, as amended by the Order of 12 November 2004, bearing delegation of signature,
Decrete:
Article 1 of the above-mentioned Decree of 7 August 2002 is repealed.
Articles 2 and 3 of the above-mentioned Decree of 7 August 2002 are thus drafted:
“Art. 2. - In the event of the absence or incapacitation of Mr. Bruno Hot, Mrs. Edith Vidal, chief engineer of rural engineering, water and forests, has delegation to sign, on behalf of the Minister of Agriculture, Food, Fisheries and Rural Affairs, with the exception of decrees, all acts, decrees and decisions, within the limits of the powers entrusted to him.
“Art. 3. - In the event of the absence or incapacitation of Mr. Bruno Hot and Mr. Christian Ligeard, Mr. Jean-Jacques Bénézit, chief engineer of rural engineering, water and forests, has delegation to sign, on behalf of the Minister of Agriculture, Food, Fisheries and Rural Affairs, with the exception of decrees, all acts, decrees and decisions within the limits of his powers. »
Article 4 of the above-mentioned Decree of 7 August 2002 is repealed.
Articles 5 to 9 of the above-mentioned Decree of 7 August 2002 are thus drafted:
“Art. 5. - In the event of the absence or incapacitation of Mr. Bruno Hot, Christian Ligeard and Jean-Jacques Bénézit, Mr. Jean-Paul Pellissier, Chief Inspector of Veterinary Public Health, and Ms. Françoise Prébay, Rural Engineering Engineer, Water and Forests, have delegated to sign, on behalf of the Minister of Agriculture, Food, Fisheries and Rural Orders, with the exception of the
“Art. 6. - In the event of the absence or incapacitation of Mr. Bruno Hot, Mr. Olivier Denais, Chief Engineer of Rural Engineering, Water and Forests, and Mr. Philippe Vinçon, Chief Engineer of Rural Engineering, Water and Forests, have delegation to sign, on behalf of the Minister of Agriculture, Food, Fisheries and Rural Affairs, with the exception of decrees, all acts, decrees and decisions.
"Art. 6-1. - In the event of the absence or incapacitation of Mr. Bruno Hot and Mr. Olivier Denais, Mr. Bernard Mathon, Chief Engineer of Rural Engineering, Water and Forests, has a delegation to sign, on behalf of the Minister of Agriculture, Food, Fisheries and Rural Affairs, with the exception of decrees, all acts, decrees and decisions, within the limits of the powers entrusted to him.
"Art. 6-2. - In the event of the absence or incapacitation of Mr. Bruno Hot and Mr. Philippe Vinçon, Mr. Olivier Catrou, a rural engineering engineer, water and forests, has a delegation to sign, on behalf of the Minister of Agriculture, Food, Fisheries and Rural Affairs, with the exception of decrees, acts, decrees and decisions, within the limits of the powers entrusted to him.
“Art. 7. - In the event of the absence or incapacitation of Mr. Bruno Hot and Mrs. Edith Vidal, Ms. Sylvie Alexandre, chief engineer of rural engineering, water and forests, has delegation to sign, on behalf of the Minister of Agriculture, Food, Fisheries and Rural Affairs, with the exception of decrees, all acts, decrees and decisions, within the limits of the powers entrusted to him.
"Art. 7-1. - In the event of the absence or incapacitation of Mr. Bruno Hot and Mrs. Edith Vidal and Sylvie Alexandre, Mr. Estienne Dormoy, a contractual agent, has a delegation to sign, on behalf of the Minister of Agriculture, Food, Fisheries and Rural Affairs, with the exception of decrees, all acts, decrees and decisions, within the limits of the powers entrusted to him.
"Art. 7-2. - In the event of the absence or incapacitation of Mr. Bruno Hot and Mrs. Edith Vidal, Ms. Marie-Lise Molinier and Florence Clermont-Brouillet, engineers of rural engineering, water and forests, have delegation to sign, on behalf of the Minister of Agriculture, Food, Fisheries and Rural Affairs, with the exception of decrees, all acts, decrees and decisions,
"Art. 7-3. - In the event of the absence or incapacitation of Mr. Bruno Hot, Ms. Monique Rousselot, head of department, has a delegation to sign, on behalf of the Minister of Agriculture, Food, Fisheries and Rural Affairs, with the exception of decrees, all acts, decrees and decisions, within the limits of the powers entrusted to him.
"Art. 7-4. - In the event of the absence or incapacitation of Mr. Bruno Hot and Mrs. Monique Rousselot, Mr. Guy Jannot, senior executive officer of the central administration, has delegation to sign, on behalf of the Minister of Agriculture, Food, Fisheries and Rural Affairs, with the exception of decrees, all acts, decrees and decisions, within the limits of the powers entrusted to him.
“Art. 8. - In the event of the absence or incapacity of Mr. Bruno Hot, Mr. Alain Jacotot, General Engineer of Rural Engineering, Water and Forests, has delegation to sign, on behalf of the Minister of Agriculture, Food, Fisheries and Rural Affairs, with the exception of decrees, all acts, decrees and decisions, within the limits of the powers entrusted to him.
“Art. 9. - In the event of the absence or incapacitation of Mr. Bruno Hot and Mr. Alain Jacotot, Mr. Daniel André, Head of Mission, and Mr. Alain Pauly, Head of Mission, have delegation to sign, on behalf of the Minister of Agriculture, Food, Fisheries and Rural Affairs, with the exception of decrees, all acts, decrees and decisions, within the limits of the powers entrusted to them. »
The Minister of Agriculture, Food, Fisheries and Rural Affairs is responsible for the execution of this decree, which will be published in the Official Journal of the French Republic.
