By decree of the President of the Republic dated November 14, 2006, taken on the report of the Prime Minister and of the ministers and intended for his execution by the Chancellor of the National Order of Merit, in view of the statements of the Council of the order that these promotions and appointments are made in accordance with the laws, decrees and regulations in force, and in particular Article 18 of Decree No. 63-1196 of December 3, 1963 establishing a national order of Merit,
