By order of the Minister of Interior, Homeland Security and Local Freedoms and the Secretary of State for Budget and Budget Reform of 20 October 2004, is approved the constitutive agreement of the public interest group called "INTERREG III Authorities (A) Saarland-Moselle-Westpfalz".
The constitutive agreement of the group may be consulted by any person interested in the headquarters of the group.
Extracts from this Convention are published in an annex to the Official Journal of the French Republic, pursuant to article D. 1112-3 of the General Code of Territorial Authorities.

EXTRAITS DE LA CONVENTION CONSTITUTIVE
Name and members
The public interest group known as "Introduction Authorities Saarland-Moselle-Westpfalz" is constituted between the French Republic, represented by the prefect of the region Lorraine, the department of Moselle, represented by the president of the General Council, the Land of Sarre, represented by the Minister of Economy, and the Land of Rhineland-Palatinate, represented by the Minister of Transport,
Subject
The purpose of the grouping is to perform the functions of management authority and payment authority as part of the implementation of the INTERREG III (A) Saarland-Moselle (Lorraine)-Westpfalz programme in the territory of the grouping. The related tasks are in particular the result of Council Regulation (EC) 1260/99 of 21 June 1999 concerning the management and control systems of the competition awarded under the Structural Funds and Regulation (EC) 438/2001 of the Commission of 2 March 2001 setting out the modalities for the application of the said regulation and the decision of the Commission of the European Communities No. 2000 RG 160 PC 11 of 18 December 2001 concerning the accreditation of the above-mentioned programme.
The grouping may take over other tasks by resolution of the General Assembly, in accordance with Article 17, item 6, of this Convention.
It has its own budget and is authorized to receive funds from the Commission of the European Communities and national counterparties of national technical assistance.
Headquarters
The seat of the group is set in Metz.
It may be transferred to any other place by resolution of the General Assembly.
Duration and geographical delimitation
The group shall take effect on the date of the publication of the approval order in the Official Journal of the French Republic, accompanied by extracts from this Convention.
It is created from November 9, 2004, when it acquires the moral personality, until December 31, 2009.
The group covers the following territory:
- in France, the departments of Moselle and Meurthe-et-Moselle;
- in Saar, the entire Land;
- in Rhineland-Palatinate, the following Landkreise of Kusel, Kaiserslautern and Südwestpfalz and the cities of Kaiserslautern, Pirmasens and Zweibrüken.
