Summary


The creation of a central SRC leadership responds to the desire for administrative simplification in order to ensure better coordination between the different levels of command by optimizing operational capacity. There is no creation of a new service but an adaptation of the existing one that will allow even greater involvement of mobile forces in the fight against crime. Repeal of Decree 77-1470 of 28-12-1977.

The Prime Minister,
On the report of the Minister of Interior, Internal Security and Local Freedoms, the Minister of Economy, Finance and Industry, the Minister of Public Service, State Reform and Land Management and the Minister of the Overseas,
Having regard to the law of 27 December 1947 reorganizing Republican security companies;
Having regard to the amended Act No. 66-492 of 9 July 1966 on the organization of the national police;
Having regard to Act No. 95-73 of 21 January 1995 amended guidance and programming on security;
Considering Act No. 2002-1094 of 29 August 2002 on guidance and programming for internal security;
Considering Decree No. 85-1057 of 2 October 1985 on the organization of the central administration of the Ministry of Interior and Decentralization, last amended by Decree No. 2003-951 of 3 October 2003;
Having regard to amended Decree No. 95-654 of 9 May 1995, setting out the common provisions applicable to active officials of the national police services;
In view of the amended Decree No. 95-655 of 9 May 1995 on the special status of the design and direction body of the national police;
Having regard to Decree No. 95-656 of 9 May 1995 on the special status of the command and supervision corps of the national police;
Having regard to Decree No. 95-657 of 9 May 1995 on the special status of the body of control and enforcement of the national police;
Considering Decree No. 2000-555 of 21 June 2000 on the territorial organization of defence;
Considering the advice of the National Police Central Joint Technical Committee dated 18 December 2002;
Considering the advice of the Departmental Joint Technical Committee of the Ministry of Interior, Homeland Security and Local Freedoms dated January 21, 2003,

Republican security companies are one of the elements of the public force, composed of mobile police units under the authority of the minister responsible for the interior. They are an active leadership of the national police. They are specialized in maintaining and restoring public order throughout the territory.

Republican security companies can be employed throughout the territory, in conjunction with other police forces, either to assist in the maintenance of public order and the protection of persons and property, or to undertake specific monitoring missions, including on communications channels, or to strengthen other police services in their missions.
They may be called upon to provide assistance and assistance to populations in the event of serious disasters or public calamity.
They can only be used in static guards by order of the minister responsible for the interior; in no case can these guards have a permanent character.

The Republican security companies participate in the training of national police personnel under the conditions fixed by order of the minister responsible for the interior.

Republican security companies may only be displaced or employed on the order of the minister responsible for the interior and, by delegation, on instructions from area prefects for units located in their jurisdiction, with the exception of those who participate in a decided job at the central level.
In the event of serious and incidental events requiring immediate intervention by a police force reinforcement, and after the opinion of the zonal director, department prefects are allowed to record, and then to use if necessary, and exclusively in the territory of their department, one or more of the companies that are stationed there.
In these cases, department prefects must hand over to the commanders of the companies used a written order, defining the mission, its nature, its duration and the necessary staffing and the authority at which the units are placed. They must also report to the Minister responsible for the interior immediately and inform the Area Prefect and the zonal Director of which these units depend.

In the case of a serious and incidental disaster, the head of a public security district may apply for the emergency examination of the Republican security companies to the commander of the company stationed in his electoral district after notice of the zonal management. The application is confirmed in writing to the Company Commander. The area prefect, the department prefect and the zonal director of the Republican security companies are kept informed immediately.

The zonal directors, operational group commanders, company commanders and detachment of republican security companies are responsible for the execution of orders received before the employment authority.

Regardless of the circumstances, officials of the Republican security companies may only be employed by constituted fractions and under the orders of their chiefs.

The organization of the central management of the republican security companies in sub-directions is set by order of the minister responsible for the interior and the minister responsible for the public service.
The organisation in offices of the central management of the republican security companies, the composition and organization of the zonal branches, the establishment, organization and strength of the companies are fixed by decrees of the minister responsible for the interior.

Under the authority of the Director General of the National Police, the Central Director of the Republican Security Companies directs all zonal branches, delegations and units.

The central management is responsible for the organization and control of units, the training of staff and the implementation of the personnel according to the missions.

The zonal direction of the republican security companies is an intermediate, hierarchical and technical step between the companies, on the one hand, the central management, the employment authorities of the units and other territorial services of the national police, on the other.

The zonal director has authority over all Republican security companies operating or moving within his jurisdiction, without prejudice to the powers of the employment authority.
He is the technical adviser of area prefects for the use of units. It may be designated to command an operational grouping.

When several companies are implemented for a specified transaction, they may be incorporated into an operational grouping. This group is placed under the orders of a police commissioner or a functional commander, operational commander designated by the Director General of the National Police on the proposal of the Central Director of the Republican Security Companies.
The operational grouping can be articulated as necessary in several intermediary tactical formations, known as groups of companies. Each of these groups includes at least two companies and is placed under the orders of a group commander, functional commander or police commander.

The company is an administrative and tactical unit. She's headed by a police commander.

The company commander is responsible for the training and discipline of the staff under his orders, the administration of his unit and the execution of the missions entrusted to him.

The officials of the Republican security companies are administered by the Minister responsible for the Interior (General Directorate of the National Police, Directorate of the National Police Administration).

The internal life, the technique and conditions of employment of the units, the presentation and maintenance, the organization and the course of instruction, physical and sporting training and the rules of administrative management of the units are recorded in regulations, including rules of procedure by order of the Minister responsible for the interior.

Decree No. 77-1470 of 28 December 1977 on the organization of Republican security companies is repealed.

The Minister of Interior, Homeland Security and Local Freedoms, the Minister of Economy, Finance and Industry, the Minister of Public Service, State Reform and Land Management, the Minister of Overseas and the Secretary of State for State Reform are responsible, each with respect to it, for the execution of this decree, which will be published in the Official Journal of the French Republic.
