Having regard to Decree No. 2002-682 of 29 April 2002 on the General Conditions for the Evaluation, Rating and Advancement of State Officials, as amended by Decree No. 2004-1193 of 9 November 2004;
Considering the advice of the Departmental Joint Technical Committee of the Ministry of National Education dated 29 March 2005;
Considering the advice of the Departmental Joint Technical Committee on Higher Education and Research dated March 31, 2005;
Considering the opinion of the Conseil supérieur de la service publique de l'État dated 16 June 2005;

Decrete:
The provisions of this decree apply to administrative, technical, labour, social, health and service personnel, as well as to library and museum personnel under the Ministry of National Education, Higher Education and Research of the bodies listed in the annex.
The assessment and rating provided by the above-mentioned titles I and II of the Decree of 29 April 2002 shall be established every two years.
For the purposes of Article 13 of the above-mentioned Decree of 29 April 2002, the reductions in seniority provided for in Article 11 of the same Decree are divided for each body, by half as of 1 September of each of the two academic and academic years that follow the period under which they are attributed. However, for the bodies of the central administration, they are distributed as of January of each of the two calendar years following the period for which they are attributed.
By derogation from the provisions of 2° and 7th paragraph of Article 13 of the above-mentioned Decree of 29 April 2002, officials mentioned in this 2° and belonging to the bodies mentioned in Article 1 of this Decree may be granted either one month or two months of reduction. When the reduction is equal to one month, it is then assigned in one time.
By derogation from the provisions of Article 7 of the above-mentioned Decree of 29 April 2002 and Article 2 of this Decree, officials mentioned in Article 1 shall be notified for the period from 1 January 2004 to 31 August 2005. However, public servants belonging to a central administration body are rated for the period from 1 January 2004 to 31 December 2005.
By derogation from Article 8 of the Decree of 29 April 2002, these notations may not be preceded by an evaluation.
The reductions or increases in seniority are attributed under these periods under the conditions set out in the second paragraph of Article 12 of the same Decree. They are distributed as of 1 September 2005. However, for officials belonging to a central administration corps, they are distributed as of January 1, 2006.
By derogation from section 2, officials referred to in section 1 are subject to an evaluation and rating for the academic and academic year 2005-2006. However, officials belonging to a central administration body are assessed and rated for the period from 1 January to 31 December 2006.
The number of months of reduction of seniority likely to be granted under the periods referred to in the preceding paragraph is calculated according to the terms set out in the first paragraph of Article 12 of the above-mentioned Decree of 29 April 2002 and multiplied by two.
The reductions in seniority under this section shall be apportioned, effective 1 September 2006, in accordance with the terms set out in sections 3 and 4. However, for officials belonging to a central authority, they are distributed as of January 1, 2007.
