Order of September 18, 2002 setting the rates of tuition fees in public higher education institutions under the Minister of Youth, National Education and Research

Considering the education code, including articles L. 612-1 and L. 719-4;
Considering the Financial Law No. 51-598 of 24 May 1951, in particular its Article 48;
Having regard to amended Decree No. 71-376 of 13 May 1971 concerning the registration of students in universities and public institutions of a scientific and cultural character independent of universities, including Article 5;
Considering Decree No. 84-13 of 5 January 1984 on the exemption of school fees in universities;
Having regard to Decree No. 85-694 of 4 July 1985, as amended by Decree No. 91-320 of 27 March 1991, concerning the documentation services of higher education institutions under the Minister of National Education, in particular its Article 7;
Having regard to Decree No. 91-321 of 27 March 1991, as amended by Decree No. 2002-667 on the organization of the documentation services of the institutions of higher education of the academies of Paris, Créteil and Versailles under the Minister of National Education, including Article 5;
Considering the amended Decree No. 94-39 of 14 January 1994 on the budget and financial regime of public institutions of a scientific, cultural and professional character;
Having regard to the decision of 9 April 1997 on the general university degree, the degree of licence and the master's degree;
Considering the decision of 25 April 2002 on the national master's degree;
Considering the opinion of the National Council for Higher Education and Research of 1 July 2002,
Stop:

Article 1


The annual rate of tuition paid in public higher education institutions under the Minister for Higher Education for the preparation of a national diploma is, subject to the special provisions applicable to some of these diplomas, set at EUR 137.
The reduced rate corresponding to the tuition fee defined in the preceding paragraph is set at EUR 92.

Article 2


The annual rate of tuition fees paid in public higher education institutions under the Minister for Higher Education for the preparation of the following diplomas is set at EUR 265.
- Master of Science and Technology;
- Master of Management Sciences;
- Mastering computer methods applied to management;
- specialized graduate degree or professional master degree;
- degree in technological research;
- diplomas issued within the framework of professionalised academic institutes;
- PhD;
- authorization to conduct research.
The reduced rate for tuition as defined in the first paragraph is EUR 177.

Article 3


The annual rate of tuition fees paid in public higher education institutions under the Minister for Higher Education for the preparation of the graduate engineering degree is set at EUR 398.

Article 4


The annual rate of tuition fees paid in public higher education institutions under the Minister for Higher Education for the preparation of the following diplomas is set at EUR 352:
- State degree in medicine, specific training in general medicine;
- certificate of graduate dental surgery;
- certificate of special clinical studies, orthodontic mention;
- graduate degree in oral surgery;
- Certificate of in-depth studies in dental surgery;
- degree in specialized medical, pharmacy and medical biology;
- Complementary specialized degree in medicine and medical biology;
- medical capacity.

Article 5


Students enrolled in the first year of the third cycle of medicine who paid their tuition fees at the beginning of the academic year are not subject to new fees when they change their institution during the year to complete their training in one of the disciplines of boarding school.

Article 6


When they did not support their thesis, the interns and medical residents who validated the third cycle of specialized or general medicine, the pharmacy interns who validated the third cycle of specialization in pharmacy and the interns in odontology who validated the third cycle of specialization in odontology, at the time of their university registration for the defence of the the thesis, pay the amount of the annual tuition fee set out in the first paragraph of the

Article 7


Students who register for the preparation of a complementary specialized degree in medicine or medical biology, the certificate of special clinical studies mention orthodontics or the graduate degree of oral surgery, during the boarding school, pay an annual reduced tuition fee of EUR 92.

Article 8


Students enrolled in the preparation of the medical capacity shall pay the tuition fee set out in section 4 of this Order as follows:
137 EUR at the time of registration;
215 EUR after the results of the probationary examination.
Only students allowed to continue the preparation of medical capacity rule the second part of the law.

Article 9


The annual rate of tuition fees paid in public higher education institutions for the preparation of the certificate of orthoptist capacity is set at EUR 230.

Article 10


The annual rate of tuition fees paid in public higher education institutions for the preparation of the state audioprothesist diploma is set at EUR 319.

Article 11


The annual rate of tuition paid in public higher education institutions for the preparation of the certificate of orthophonist capacity is set at EUR 370.

Article 12


The annual rate of tuition paid in public higher education institutions for the preparation of the state diploma of psychomotrician is set at EUR 894.

Article 13


The share of the tuition fee allocated to the common documentation service is determined by the board of directors of the institution. It cannot be less than 23 EUR.
The share of the tuition fee reserved for the financing of student life improvement shares proposed by the elected representatives of the students is determined by the board of directors of the institution. It cannot be less than 9 EUR.

Article 14


When a student is enrolled in several of the institutions covered by this Order, in order to apply at the same time several separate degrees, he or she shall, on the basis of each degree, pay the rights provided for in this Order.

Article 15


When a student enrolled in a single institution in the preparation of several diplomas, he paid the first right at the full rate and other rights at the reduced rate defined on a case-by-case basis.
When the fees to be paid have different rates, the first fee is the higher rate.
By derogation from the two preceding paragraphs, students who have validated at least 80% of the teachings required to obtain a general university degree and are authorized to register as a licence only have the tuition fees for the preparation of the licence. These provisions also apply to students authorized to enrol in master's degree under the conditions provided for in the second paragraph of Article 11 of the above-mentioned Order of 9 April 1997.

Article 16


When a student enrolled in the first year of a general university degree, at the end of the initial semester, receives a reorientation under section 6 of the 9 April 1997 order referred to in the same institution, the student does not have a new tuition fee.
In the event of a reorientation of the student enrolled in the first year of a general university degree in another institution covered by this Order, the departure institution shall pay half of the tuition fee corresponding to the institution. In this case, the registration taken at the departure facility is valid at the reception facility.

Article 17


When the preparation of a diploma or title referred to in this Order is jointly organized by two higher education institutions under the Minister for Higher Education, students who enrol in this Order shall pay the tuition fees to the institution designated by the cooperation agreement between the institutions concerned.

Article 18


The transfer of a registration between two institutions referred to in this Order, pursuant to Article 13 of the above-mentioned Decree of 13 May 1971, shall, in full right, result in the reimbursement of the corresponding tuition fee, subject to an amount of EUR 16 remaining acquired at the establishment in respect of the management acts necessary for the registration and transfer.

Article 19


Students are exempt from the payment of the tuition or fees under the conditions provided by the decree of 5 January 1984 referred to above.

Rule 20


The board of directors of the establishments referred to in this Order shall determine the annual rates of fees required for registration for the preparation of diplomas specific to each institution.

Article 21


The Order of August 6, 2001 setting the rates of tuition fees in public higher education institutions under the Minister of Youth, National Education and Research is repealed.

Article 22


This Order takes effect from the academic year 2002-2003 and will be published in the Official Journal of the French Republic.
