Judgment of September 3, 2004 on the modalities of organisation, the nature and the programs of the tests of the exceptional professional examination for the recruitment in the body of the superior technicians of the equipment (male and female) opened to the body of the drawers

In light of amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, together with amended Act No. 84-16 of 11 January 1984 on statutory provisions relating to the public service of the State;
Having regard to the amended Decree No. 70-903 of 2 October 1970 concerning the special status of the corps of the superior technicians of the equipment, including its article 5;
In view of Decree No. 2004-873 of 20 August 2004 establishing the temporary conditions for access to the body of the superior equipment technicians, Stop:

The exceptional professional examination for the recruitment into the body of the superior technicians of the equipment opened to the body of the drawers justifying on January 1st of the year of the examination of eight years of actual services in the body of the drawers, provided for by the decree of August 20, 2004 referred to above, is organized in accordance with the following provisions.

The outstanding professional examination includes a record eligibility and a mandatory oral admission test.

Eligibility consists of a selection on file made by the jury. This file is made up of a standardized part to assess the candidate's career path and a free part consisting of the presentation of a professional project chosen by the candidate. The evaluation will focus on the experience of the candidate. The purpose of this selection is to allow the jury to assess the candidate's skills and abilities to perform higher-level functions (coefficient: 1).
The veracity of the information provided by the applicant is attested by the chief of service who carries his visa on the file.
1. The standardized part consists of:
- a curriculum vitae (2 pages maximum), covering the professional and training course. As such, the initial training and diplomas will be mentioned, the occupied positions, the trainings followed and delivered during the course of the career as well as the involvement in cross-cutting working groups, reflections and projects;
- a description of the occupied position(s) (within the limit of the last 3 positions: 1 page maximum for the last position and 1/2 page maximum for each of the previous two posts, if applicable). The description of the occupied positions will need to highlight the exact duties of the officer, the nature and importance of the projects being followed, the content of the experience and the nature of the skills acquired.
2. The free party consists of:
- the presentation on 3 pages maximum of a freely chosen professional project in which the candidate participated. Will highlight the issues of the project, the precise contribution of the candidate and the lessons learned from it;
- 5 pages of optional schedules at most.

The oral admission test consists of an interview with the jury allowing him to appreciate the candidate's professional experience, his qualities of expression, his abilities to lead an argument, his involvement in professional life and his motivations to apply to the job of a superior technician (duration: 30 minutes, of which 5 to 10 minutes to explain by the candidate of his curriculum vitae and professional project - coefficient : 2).

It is assigned to the professional file as well as to the oral admission test a grade ranging from 0 to 20. Any rating less than or equal to 5/20 is eliminated.

At the end of the admissibility on file, the jury alphabetically establishes the list of candidates authorized to participate in the oral examination.

At the end of the oral admission test, the jury determines, in order of merit, the list of candidates definitively admitted into the body of the superior technicians of the equipment. Only candidates who have obtained at least a total of 30 points after applying the coefficients can be declared admitted. When the candidates gather the same number of points after applying the coefficients, priority is given to the one who obtained the best grade at the oral admission test.

For each session, the Minister responsible for equipment shall determine the composition of the jury. This includes a chair and members selected from officials or agents in the department of equipment. The president must belong to a category A body; the jury may include one or more external personalities because of their particular skills.

The number of positions open for the exceptional professional examination and the dates of filing of registration records are determined by joint order of the Minister for Public Service and the Minister for Equipment, Transport, Land Management, Tourism and the Sea.

The date of the trials and the composition of the jury will be the subject of orders from the Minister of Equipment, Transport, Land Management, Tourism and the Sea.

The Director of Personnel, Services and Modernization of the Ministry of Equipment, Transport, Land Management, Tourism and the Sea is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
