Judgment of 3 September 2004 on the rules of general organization of competitions for the recruitment of psychologists of judicial protection of youth

In light of amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, together with amended Act No. 84-16 of 11 January 1984 on statutory provisions relating to the public service of the State;
In view of Decree No. 96-158 of 29 February 1996 on the special status of the body of psychologists of the judicial protection of youth, as amended by Decree No. 98-289 of 9 April 1998 and Decree No. 98-485 of 12 June 1998,

The contests for the recruitment of youth justice psychologists provided for in article 3 of the above-mentioned decree of 29 February 1996 are opened by joint order of the Seal Guard, Minister of Justice, and the Minister for Public Service.

The external and internal competitions each have a written eligibility test and an oral admission test.

The eligibility test consists of a clinical psychology test that includes the study of a minor's case (duration: six hours).

The admission test consists of an interview with the jury on the function of psychologist having as a starting point the candidate's presentation of a theoretical or practical personal work (duration: 30 minutes).
It is intended to verify the candidate's ability and motivation to perform the functions of a youth justice psychologist.

It is assigned to each of the eligibility and admission tests a rating from 0 to 20. Any rating below 6 of 20 is eliminated.

The jury shall prepare, for each contest, the list of eligible candidates in alphabetical order and the list of candidates admitted in order of merit as well as the list of candidates from the supplementary list.

The composition of the jury, which is presided over by the Director of Judicial Protection of Youth or his representative, is decided by the Seal Guard, Minister of Justice.
He can understand:
- magistrates or psychiatrists or class officials A according to the central administration of the Ministry of Justice;
- territorial directors or youth judicial protection services;
- teachers-researchers from universities providing, inter alia, postgraduate courses in psychology;
- psychologists of the judicial protection of youth.
Qualified, non-judgative examiners may be deputy to the jury.

The decision of 12 September 1996 on the modalities for organizing competitions for the recruitment of youth psychologists is repealed.

The Director of Judicial Protection of Youth is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
