The framework agreement for cooperation between the Government of the French Republic and the Government of the Republic of Peru, signed in Lima on 5 June 2003, will be published in the Official Journal of the French Republic.
The Prime Minister and the Minister for Foreign Affairs are responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.

COOPERATION BETWEEN THE GOVERNMENT OF THE FRENCH REPUBLIC AND THE GOVERNMENT OF THE REPUBLIC OF THE
The Government of the French Republic on the one hand and the Government of the Republic of Peru on the other, referred to as "the Parties":
- motivated by the desire to strengthen the bonds of friendship and cooperation between France and Peru;
- desirous of conducting a thorough political dialogue on all political subjects of common interest, with the aim of coordinating their positions on major international problems;
- anxious to develop their relations of cultural, scientific and technical cooperation and to expand it to new fields of action;
- wishing to contribute to the development of economic relations between their two countries;
- deeming useful, for these purposes, the establishment of an institutional mechanism for regular bilateral consultations,
agreed that:
Article 1
A Franco-Peruvian general commission is set up to examine all bilateral relations in the fields of economic, cultural, scientific and technical cooperation and to enable the dialogue between the two governments on all political issues of common interest.
Article 2
The general commission is made up of representatives of the French and Peruvian governments. Delegations are chaired by Ministers for Foreign Affairs, who may be represented.
Article 3
The general committee meets alternately in Paris and Lima every three years, or, as necessary, on a date set by mutual agreement between the two governments. The venue, date and agenda of meetings shall be determined by the Parties through diplomatic channels.
Article 4
The General Committee shall include:
1. A joint commission to conduct dialogue on bilateral or regional or international issues of mutual interest;
2. The Franco-Peruvian Joint Commission established by Article XX of the cultural agreement and scientific and technical cooperation between the Government of the French Republic and the Government of the Republic of Peru, signed in Paris on 29 March 1972;
3. A joint commission for economic and financial affairs, chaired by a representative of the Ministries of Economy and Finance of each country, to examine matters of common interest previously defined by the two Parties.
Article 5
Parties may hold consultations between the meetings of the General Committee. The level and agenda of these consultations are determined by mutual agreement through diplomatic channels.
Article 6
In order to involve civil societies in the two countries more closely, representatives of non-governmental organizations, regional or local governments and private companies may, by mutual agreement, be invited to participate in sessions of the cultural, scientific and technical commission or the joint commission for economic and financial affairs.
Article 7
This Agreement shall enter into force on the date of its signature. It is concluded for a period of six years, reconductable for equivalent periods by tacit renewal. It may be denounced by one of the Parties on a six-month notice, notified to the other Party through diplomatic channels.
