The professional examination of access to the body of the engineers of public works of the state (service of equipment) provided for in article 5-3 of the above-mentioned decree of 30 May 2005 includes two eligibility tests and an oral admission test.
Eligibility
Test #1: summary note (duration: four hours); coefficient 3)
The test consists of writing a summary note, based on several documents on a general subject, with a view to identifying essential ideas, and excluding any critical evaluation.
This test is intended to verify the candidate's ability to understand, analyze and synthesize, their ability to distinguish the essentials from the accessory and to express themselves clearly in a correct language.
Test #2: options technical test (duration: 8 hours); coefficient 5):
The test consists, from a technical file provided to the candidate(s), to make a critical analysis, to design and then to develop solutions (which may require the development of computational notes) and to make proposals on how these solutions are implemented.
The requested work will take into account all the technical, socio-economic, environmental and legal constraints related to the file that are brought to the attention of the candidates or suggested by their experience.
This test shall, at the option of the candidates expressed during their registration, bear on one of the following options:
- planning, urban planning;
- air bases;
- building, public buildings;
- design, construction and maintenance of the road;
- design, construction and maintenance of works of art;
- water and environment;
- road operation and safety;
- habitat, city politics;
- computer science;
- marine ports, inland waterways;
- various roads and networks.
This test is intended to verify the level of technical mastery as well as the professional know-how of the candidates in the chosen option.
Admission
Test 3: interview with the jury (duration: forty minutes); coefficient 4):
Based on a ten-minute presentation of the candidate or candidate on his career, the interview with the jury will focus on the specific and general professional knowledge related to the experience of the individual in the various occupied positions, his ability to analyze his internal and external professional environment, as well as his ability to solve the technical or managerial problems most frequently encountered by an engineer in the public works of the State.
This interview aims to assess the professional value of the candidates in their original body and their ability to perform the functions of an engineer of public works of the State. It must be used to assess the openness and adaptability of candidates, their ability to react quickly and opportunely, to negotiate and lead a team.
The grades assigned to the various tests are between 0 and 20. Each note is multiplied by the coefficient for the corresponding test. Any rating below 6 of 20 before applying the coefficient is eliminated.
A Minister's order for equipment sets out the number of positions offered for professional examination, the dates of withdrawal and filing of registration records. The date of the written examination shall be determined by order of the Minister responsible for equipment.
The jury, composed of at least ten members, is designated for each session by order of the Minister responsible for equipment. It may be attended by proofreaders and examiners for oral examinations with advisory voices, respectively.
It is chaired by a general engineer of bridges and pavements in office.
It includes officials or agents in office of the Minister of Transport, Equipment, Tourism and the Sea.
The jury draws the alphabetical list of the candidate(s) who are eligible for the oral test, and then the list of classifications by order of merit of the candidate(s) admitted taking into account the achievements of all the tests.
Can only be allowed to present themselves to the oral test for candidates who have obtained, for all written examinations, a total of points that cannot be less than 80.
Can only be listed on the list of rankings for candidates who have obtained a total of points for all tests that cannot be less than 120.
When several candidates gather the same number of points at the end of the admission tests, the priority is given to the one or the one of them who obtained the highest number of points in Test No. 3, and then eventually Test No. 1.
A supplementary admission list may be prepared by the jury.
The list of examination centres for written examinations, the date, place and time of the oral examination shall be determined by order of the Minister responsible for equipment.
Applicants admitted to the professional examination must complete a training course.
From 4 to 6 months, the training must allow the trainees to comfort and complement their professional experience by theoretical and applied contributions in the technical, legal, administrative and managerial fields constituting the basic culture of the state's public works engineer. It can include a common teaching for all trainees and optional teachings.
The teachings are organized and delivered by the National School of Public Works of the State. The director of the school certifies the validation of the academic elements of the training.
Any candidate selected for a professional examination shall be held in the body of the engineers of the public works of the State at the first level of engineering of the public works of the State if he (if she) has satisfied the monitoring of the training in its entirety and its validation by the director of the National School of Public Works of the State. Any trainee who has not validated the training is kept in his original body.
Applicants must, except for medically recognized physical impossibility, attend the open training session immediately after their admission to the professional examination.
In the event of an impossibility referred to above, candidates are authorized, as a derogatory, to follow the training session organized for the next professional examination.
In the event of partial absence, it is up to the director of the National School of Public Works of the State to define the modalities for validation of the training.
The amended decision of 8 July 1991 setting out the terms and conditions of the professional examination and internship opening access to the body of the engineers of the state public works is repealed.
The Director General of Personnel and 1' Administration of the Ministry of Transport, Equipment, Tourism and the Sea is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
