The Ministry of Foreign and European Affairs has established an Operational Centre for Standby and Crisis Management Support, under the authority of The Secretary General.
The mission of the operational crisis management and support centre is to ensure coordination of the Watch, reaction and communication in the event of a crisis taking place abroad. In liaison with interested directorates and services, it is aware of any issues related to the management of crises occurring abroad.
The centre hosts a permanent standby and alert system at headquarters. The department's preferred point of entry for diplomatic and consular posts, other levels of government and external partners involved in crisis situations.
The head of the centre reports directly to the Secretary-General And make proposals, where appropriate, to improve the Operation of the departmental device.
The center works in conjunction with the crisis management units of the various departments, the services Concerned with the state, as well as private operators, non-governmental organisations and enterprises, intervening in a crisis situation. In the event of a crisis, the centre can be strengthened as needed by officials from the ministries and departments of the State concerned.
As part of the mission The Operational Centre for Standby and Crisis Management Support is responsible for the following functions:
-develop and ensure compliance with departmental, administrative and accounting procedures applicable in a crisis situation;
-identify the human, material and logistical resources required for crisis management and coordinate Their deployment;
-centralize and disseminate crisis information within the department;
-put in place, facilitate and direct the system of permanence;
-facilitate a network of officers to whom it can appeal Crisis;
-ensure effective training of officers in the field of Crisis management;
-establish a network of interlocutors and liaison officers in the various ministries, state services and external partners and define the procedures for exchanges with these actors;
-set up Partnerships with other public or private actors in crisis situations;
-provide the secretariat for crisis meetings, disseminate the findings and follow up on them;
-take stock of Crisis management and assess the effectiveness of the device.
The Secretary-General and the Director General of the Administration of the Ministry of Foreign and European Affairs are responsible, each of whom Concerns, from the execution of this Order, to be published in the Official Journal of the French Republic.
