Pursuant to law No. 79-548 5 July 1979 authorizing approval of the Protocol relating to an amendment of the Convention of international civil aviation, signed at Montreal on 30 September 1977;
Mindful of Decree No. 47-974 May 31, 1947, on the publication of the Convention of international civil aviation, signed in Chicago on 7 December 1944;
Having regard to Decree No. 53-192, 14 March 1953 as amended relating to the ratification and publication of international commitments entered into by France, enacts as follows: Article 1 the Protocol relating to an amendment to the Convention on international civil aviation, signed at Montreal on 30 September 1977, shall be published in the Official Journal of the French Republic.


Article 2 the Prime Minister and the Minister of foreign and European Affairs are responsible, each in relation to the implementation of this Decree which shall be published in the Official Journal of the French Republic.




Annex P R O T O C O L E on one amendment of the CONVENTION RELATIVE to the AVIATION civil international Assembly of the International Civil Aviation Organization, having met, at its twenty-second session in Montreal, on September 30, 1977, having noted Resolution A21 - 13 on the authentic in Russian of the Convention text relating to Civil Aviation international Having noted that Contracting States have shown the general desire for an authentic text of the said Convention in the Russian language, having deemed it necessary to amend, for the abovementioned purposes, the Convention on International Civil Aviation done at Chicago on 7 December 1944, 1. Approves, in accordance with the provisions of article 94, paragraph (a)), of the Convention, the following amendment proposed to the Convention: replace the existing text of the last paragraph of the Convention by the text below: "made in Chicago, 7 December 1944 in the English language. The texts of the Convention in English, French, Russian and Spanish languages are equally authentic. These texts shall be deposited in the archives of the Government of the United States of America, and certified copies shall be transmitted by that Government to the Governments of all the States which may sign this Convention or accede. This Convention will be opened for signature at Washington (D. C.). »,
2. Fixed in accordance with the provisions of article 94, paragraph (a)) of the said Convention, to ninety-four the number of Contracting States whose ratification of the said proposed amendment is necessary for the amendment enters into force and 3. Decides that the Secretary-General of the Organization of the Civil Aviation international will establish a protocol in English, French, Russian and Spanish languages, each text being equally authentic, incorporating the amendment proposed above and the following: as a result, in accordance with the above decision of the Assembly: this Protocol has been prepared by the Secretary-General of the organization.
The Protocol will be open to ratification by any State which has ratified the Convention relating to Civil Aviation international or will be acceded.
Instruments of ratification shall be deposited with the International Civil Aviation Organization.
The Protocol enters into force in respect of States which have ratified it on the date on which the ninety-fourth instrument of ratification will be deposited.
The Secretary-General shall immediately notify all Contracting States of the date of deposit of each ratification of the Protocol.
The Secretary general shall immediately notify all States parties to the said Convention of the date on which the Protocol enters into force.
Any Contracting State which will ratify the Protocol after that date, the Protocol shall enter into force on the date of the deposit of its instrument of ratification with the Organization of Civil Aviation International.
In faith of what, the President and the Secretary general of the twenty-second session of the Assembly of the International Civil Aviation Organization, being authorized thereto by the Assembly, have affixed their signatures to this Protocol.
Done at Montreal on 30 September 1977, in a single document in the English, French, Russian and Spanish languages, each text being equally authentic. This Protocol shall be deposited in the archives of the International Civil Aviation Organization, and certified copies shall be transmitted by the Secretary-General to all States parties to the Convention on International Civil Aviation done at Chicago on 7 December 1944.
