In light of Decree No. 47-974 of 31 May 1947 on the publication of the Convention on International Civil Aviation, signed at Chicago on 7 December 1944;
In light of Decree No. 53-192 of 14 March 1953, as amended concerning ratification and Publication of international commitments undertaken by France,
Describes:
Protocol on an amendment to the Convention on International Civil Aviation, signed at Montreal on September 30, 1977, will be published in the Official Journal of the French Republic.
The Prime Minister and the Minister for Foreign and European Affairs is responsible, each of which Of this Decree, which shall be published in the Official Journal of the French Republic.
P R O T O C O L E
ON AN AMENDMENT TO THE INTERNATIONAL CIVIL AVIATION CONVENTION
The Assembly of the International Civil Aviation Organization,
Having met at its twenty-second session in Montreal on September 30, 1977,
Having noted Resolution A21-13 on the authentic Russian language text of the Convention on International Civil Aviation,
Having noted That the Contracting States have expressed the general desire for an authentic text of the said Convention in the Russian language,
Having considered it necessary to amend, for the above-mentioned purposes, the Convention on the International Civil Aviation made in Chicago on December 7, 1944,
1. Approves, in accordance with the provisions of Article 94 (a) of the said Convention, the following amendment to the Convention:
Replace the current text of the last paragraph of the Convention with the following text :
" Done at Chicago, December 7, 1944, in the English language. The texts of this Convention written in the English, French, Spanish and Russian languages shall be equally authentic. These texts shall be deposited in the archives of the Government of the United States of America and certified copies shall be transmitted by that Government to the Governments of all States which sign or accede to this Convention. This Convention shall be open for signature in Washington (D. C.). ',
2. Fixed, in accordance with the provisions of Article 94, subparagraph (a) of the said Convention, at ninety-four the number of Contracting States whose ratification of the proposed amendment is necessary for that amendment to enter into force Vigor and
3. Decides that the Secretary-General of the International Civil Aviation Organization shall establish a Protocol in the English, French, Spanish and Russian languages, each text being equally authentic, incorporating the above-mentioned proposed amendment and the Below:
As a result, in accordance with the above decision of the Assembly:
This Protocol has been established by the Secretary-General of the Organization.
The Protocol shall be open for ratification by any State which has ratified or acceded to the said Convention
to the International Civil Aviation. Instruments of ratification shall be deposited with the International Civil Aviation Organization.
The Protocol shall enter into force in respect of the States which have ratified it on the date on which the ninety-fourth instrument of Ratification will have been deposited.
The Secretary-General will immediately notify All Contracting States of the date of deposit of each ratification of the Protocol.
The Secretary-General shall immediately notify all States party to the said Convention of the date on which the Protocol enters into force
Contracting State ratifying the Protocol after that date, the Protocol shall enter into force on the date of deposit of its instrument of ratification with the International Civil Aviation Organization.
In witness whereof, the President and the Secretary-General of the twenty-second session of the Assembly of the Organization The International Civil Aviation, duly authorized to that effect by the Assembly, have signed this Protocol.
Done at Montréal on September 30, 1977, in a single document in the English, French, Spanish and Russian languages, Each of the texts being equally authentic. This Protocol shall be deposited in the archives of the International Civil Aviation Organization and certified copies shall be transmitted by the Secretary-General of the Organization to all States party to the Convention relating to The International Civil Aviation in Chicago on December 7, 1944.
