Prime Minister,
On the Minister's Report Equipment, transport, housing, tourism and the sea,
In light of Decree No. 47-233 of 23 January 1947, as amended, authorising ministers to delegate, by order, their signature;
In view of Decree No. 85-659 of 2 July 1985 establishing the organisation of the central administration of the Ministry of Planning, Housing and Transport, as last amended by Decree No. 97-603 of 30 May 1997;
In the light of the decree of 22 July 1998 appointing the Director of Road Traffic Safety and Traffic;
Given the May 6, 2002 Order in Council appointing the Prime Minister;
In light of the May 7, 2002, Order in Council on the composition of the Government;
Given the Order in Council N ° 2002-894 of 15 May 2002 on the powers of the Minister of Equipment, Transport, housing, tourism and the sea;
In view of the amended Order of 14 March 1986 on the organization of the Directorate of Road Safety and Traffic;
In view of the Order of 28 May 2002 on the delegation of signature,

Item 1


In case of absence or incapacity of Ms. Isabelle Massin, Director of Safety and Traffic On the road, delegation is given to Mr Yves Robichon, chief engineer of the bridges and pavements, deputy director, and to Mr Michel Marty, divisional engineer of public works of the State, head of the district, general secretary, to sign, in the Limits on their duties and on behalf of the Minister of Equipment, Transportation, Housing, tourism and the sea, all acts, orders, decisions, contracts, agreements and endorsements relating to the expenditure of the road safety and traffic management, and in particular the orders of mission within the limits of appropriations Open on the budget line, excluding public contracts, decrees, commitments or expenditure orders exceeding EUR 22 867 353.

Article 2


In case of absence or incapacity of Ms. Isabelle Massin, Director of Traffic Safety and Traffic, delegation is given to Mr. Régis Rioufol, Chief Engineer of Bridges and Roads, to Mr. Bernard Gauvin, General Engineer of Mines, to Mr. Jean Chapelon, Chief Engineer of the Bridges and pavements, and to Mr. Francis Oziol, General Engineer of Bridges and Pavements, to sign, on behalf of the Minister of Equipment, Transport, Housing, Tourism and the Sea, and within the limits of the duties assigned to them, all Acts, orders, decisions, contracts, agreements and endorsements, excluding contracts Public and mission orders, decrees, commitments or expenditure orders exceeding EUR 22 867 353.

Article 3


In the event of the absence or incapacity of Ms. Isabelle Massin, Director of Traffic Safety and Traffic, and Mr. Francis Oziol, Chief Engineer of Bridges and Footwear, the delegation referred to in section 2 shall be vested in the Entrusted to him, to Mr. Alain Laurenceau, contract agent, Directly under the authority of Mr. Francis Oziol.

Article 4


In the event of the absence or incapacity of Ms. Isabelle Massin, Mr Régis Rioufol, chief engineer of bridges and roads, the delegation provided for in Article 2 devolved, within the limits of the powers entrusted to him, to Mr Didier Colin, engineer Bridges and pavements, directly under the authority of Mr. Régis Rioufol.

Article 5


The Minister of Equipment, Transport, Housing, Tourism and the Sea is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
