The President of the Republic,
On the Prime Minister's Report Minister for Foreign Affairs,
Having regard to Articles 52 to 55 of the Constitution;
In view of Act No. 2006-70 of 25 January 2006 authorizing the approval of the Agreement between the Government of the French Republic and the Government of the Federation of Russia on certain real estate issues, signed in Paris on 10 December 2004;
In view of the amended Decree No. 53-192 of 14 March 1953 on the ratification and publication of international commitments entered into by France,
:

Article 1


Agreement between the Government of the French Republic and the Government of the Russian Federation Relating to certain real estate issues, signed in Paris on 10 December 2004, will be published in the Official Journal of the French Republic.

Article 2


The Prime Minister and the Minister for Foreign Affairs are each responsible for the execution of this Decree, which will be published in the Official Journal of the French Republic.

BETWEEN THE GOVERNMENT OF THE FRENCH REPUBLIC AND THE GOVERNMENT OF
RUSSIAN FEDERATION OF THE RUSSIAN FEDERATION REAL PROPERTY (ENSEMBLE AN EXCHANGE OF LETTERS)


The Government of the French Republic and the Government of the Russian Federation, hereinafter referred to as the Parties, have agreed as follows:


Article 1


The Government of the French Republic undertakes to transfer to the Russian Federation the titles of ownership of the buildings located 4, rue du General-Appert, Paris (16th), 8, rue de Prony, Paris (17th) and 14, Place du General-Catroux, Paris (17th), and will bear the procedures for the registration and publication of these titles in France on behalf of the Russian Federation as soon as possible.


Article 2


As from the transfer of title to property provided for in Article 1 of this Agreement, the Government of the Russian Federation guarantees to the Government of the French Republic, for a period of ten years, The conditions of rental of the house Igoumnov, residence of the French ambassador in Moscow (Sise 43, rue Bolchaïa Iakimanka), fixed in a contract of lease which will be concluded between the Embassy of France to the Russian Federation and the direction Diplomatic service to the Ministry of Foreign Affairs of the Russian Federation and which, on the day of signature of this Agreement, shall be the subject of an exchange of verbal notes between the Ministry of Foreign Affairs of The Russian Federation and the Embassy of France to the Russian Federation.


Article 3


This Agreement shall enter into force on the date of receipt of the last written notification by the Parties
In witness whereof, the representatives of the two Governments, duly authorized to that effect, have signed this Agreement.

The Ministry of Foreign Affairs of the Russian Federation presents its compliments to the Embassy of the French Republic to the Russian Federation and, referring to the Agreement between the Government of the Republic of Russia Russian Federation and the Government of the French Republic on certain real estate issues of 10 December 2004 (hereinafter referred to as the Agreement), has the honour to inform it of the following:
The French part will take the provisions Necessary, in so far as it is concerned, to ensure that the registration procedures in the French Republic in favour of the Russian Federation for the titles of ownership of the three buildings mentioned in Article 1 of the Agreement are Carried out within a maximum period of six months after the entry into force of the Agreement.
The French party will bear all the costs of acts, duties and taxes related to the registration in favour of the Russian Federation Ownership of the three buildings mentioned in Article 1 of the Agreement.
The Russian side will consent for ten years to the Embassy of the French Republic to the Russian Federation through the Directorate-General for Services to the Body Diplomatic service with the Ministry of Foreign Affairs of the Russian Federation, the rental of the Igoumnov house in Moscow, as the residence of the ambassador of the French Republic in Moscow (sise 43, rue Bolchaïa Iakimanka), for an annual rent And under conditions laid down by a lease agreement attached to this note and which shall be signed on the date of the transfer of title to the three buildings provided for in Article 1 of the Agreement.
The Russian part shall, in the course of the Period of ten years referred to in the preceding paragraph, of the renovation of the Igoumnov house by EUR 2 million under the conditions laid down in the aforementioned lease agreement.
After the French part of the Registration formalities relating to the three buildings mentioned in Article 1 of the Agreement, the contract of lease of the house will take effect within 15 days after delivery to the Russian part of the proof of accomplishment The procedure of real estate advertising at the competent mortgage offices for the three buildings mentioned above.
