Prime Minister,
On the report of the Minister of Social Affairs, Labour and Solidarity, Minister of Economy, Finance and The industry, the Minister of Health, the family and persons with disabilities and the Minister of the Public Service, the reform of the state and spatial planning,
In accordance with Law No. 83-634 of 13 July 1983 amended on rights and Civil servants' obligations, together with the law n ° 84-16 of 11 January 1984 amending the statutory provisions relating to the public service of the State;
In the light of the decree of 10 July 1948 on the hierarchical classification of the ranks and the Employment of the civil and military personnel of the State under the general pension scheme, together with the texts which amended it;
In view of Decree No 2003-432 of 13 May 2003 on the conditions for appointment and advancement in the employment of Director of the financing fund for the supplementary protection of the universal coverage of disease risk;
In view of the opinion of the State Civil Service Council of 21 November 2002,
Décrète:
