In light of the amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, Act No. 84-53 of 26 January 1984, as amended, amending the statutory provisions relating to the Territorial civil service;
In light of Law No. 84-594 of 12 July 1984 on the training of territorial civil servants;
In view of Act No. 2001-2 of 3 January 2001 on the reduction of precarious employment and Modernisation of recruitment in the civil service as well as working time in the territorial civil service, and in particular Article 18;
Having regard to Decree No. 85-1229 of 20 November 1985 on the general conditions of Recruitment into the territorial civil service;
Given the amended Decree No. 87-1097 of 30 December 1987 on the special status of the employment framework of territorial administrators;
Having regard to Decree No. 88-236 of 14 March 1988 fixing the Conditions of access and arrangements for the organisation of competitions for the recruitment of territorial administrators, as amended by Decree No. 96-272 of 29 March 1996 and by Decree No. 2000-1051 of 24 October 2000;
In the opinion of the Higher Council of The territorial public service as of April 10, 2002,
Describes:
The decree of 14 March 1988 referred to above is amended in accordance with Articles 2 to 7 of this Decree.
In Article 4, the words: " An external competition and closed competition " Are replaced by the words: " An external competition, a closed competition and a third competition ".
After item 10, a chapter IV is inserted titled: " Third competition " So written:
"Chapter IV
" From third competition
" Article 10-1. -Eligibility events for the third territorial administrator recruitment competition include:
" 1. A composition on the general political, economic and social evolution of the world, as well as the movement of ideas from the mid-nineteenth century to the present day in order to assess the candidate's ability to express, on the Proposed subject, both an analysis of facts and events and a personal and argumentative interpretation. A case is made available to the candidate (duration: five hours; coefficient 3);
" 2 ° A written test consisting of the resolution of a case described in a file relating to a problem of organization or management met by a territorial community or local public establishment (duration: four hours; coefficient 4) ;
" 3 ° A summary note, based on a file, concerning the choice of the candidate at the time of registration, either on public law or on public finances and the financial economy, or on social issues (duration: four hours; Coefficient 4);
" 4 ° A summary note, on the basis of a file, to verify the candidate's ability to analyse and summarising a problem and to assess the knowledge acquired on the candidate's choice of one of the following: Business law, civil law, criminal law, sociology, accounting and financial management, local development and city policy, demography, statistics (duration: four hours; coefficient 5).
" Article 10-2. -Only candidates declared eligible by the jury may be eligible for admission to the admission
. Admission tests for the third competition include:
" 1 ° An interview with a starting point for a candidate's presentation on his experience, aimed at assessing the candidate's analytical and analytical abilities and his motivation and ability to carry out the tasks of the job framework (duration: Thirty minutes, including ten minutes at most exposed; coefficient 5);
" 2 ° An oral question concerning the field not chosen by the candidate in the third qualifying event (duration: thirty minutes with preparation of the same duration; coefficient 4);
3 ° An oral question concerning the field not chosen by the candidate in the third eligibility test and the second admission test (duration: thirty minutes with the same duration; coefficient 3);
" 4 ° An optional test chosen by the candidate at the time of registration among the following tests:
" (a) An oral foreign language test involving reading and translation, without a dictionary, of a text followed by a conversation in one of the following foreign languages: German, English, Modern Arabic, Chinese, Danish, Spanish, Modern Greek, Hebrew, Italian, Japanese, Dutch, Polish, Portuguese and Russian (duration: thirty minutes with preparation of same duration; coefficient 2);
" (b) An oral test on the fundamentals of computer organization, basic software and new information technologies (duration: twenty minutes with the same duration; coefficient 2).
" Only the points above average are taken into account.
" 5 ° An optional physical exercise test (coefficient 1). Only the points above average are taken into account.
" Article 10-3. -The programmes of the tests provided for in Articles 10-1 and 10-2 above shall be fixed, as appropriate, in the Annex to this Decree. "
Chapter IV becomes Chapter V.
The title of Annex II is thus amended: " External, internal and third competition ".
Schedule II becomes Schedule III.
A Schedule II is created titled: " From the third competition ", read:

Writing a note from a file on one of the following subjects: business law, civil law Criminal law, sociology, accounting and financial management, local development and city policy, demography, statistics

Local and city policy development:
-public policies for territorial development and, in particular, Intervention by local authorities and their public and private partners in the areas of territorial development (rural development and urban development): legal, financial, tools and issues;
- Sectoral policies on education, youth, housing, security, prevention, the environment, transport: legal, financial, tools and issues;
-employment aid policies, and
-approach to urban and political phenomena in the city:
a) Sociological approach:
History of social movements;
Social relations in the city: exclusion, integration;
b) Approach Geography and town planning:
Demographics: the evolution of the urban population;
Contemporary cities: organization and functions;
Town planning policies and current urbanization trends;
c) Global approach:
La Concept of local development;
Urban social development;
Current trends in cultural and social policies in the approach to urban phenomena;
d) City actors:
The state, local communities, Associative movements, businesses, inhabitants; organization, role and strategies.

The Minister of the Interior and the Minister for the Public Service and the reform of the State shall each have responsibility for the execution of this Decree, each of which shall be published in the Official Journal of the French Republic.
