Signing Delegation Order of April 29, 2004 (Road Safety and Traffic Directorate)

The Prime Minister,
On the report of the Minister of Equipment, Transport, Land Use Planning, Tourism and the Sea,
In light of Decree No. 47-233 of 23 January 1947, as amended authorizing the ministers to delegate, by order, Their signature;
In light of Decree No. 85-659 of 2 July 1985 on the organization of the central administration of the Minister of Planning, Housing and Transport;
In the light of the decree of 1 March 2003 appointing the Director of the Road safety and traffic;
Given the decree of 30 March 2004 appointing the Prime Minister;
In view of the amended decree of 31 March 2004 on the composition of the Government;
In view of Decree No. 2004-320 of 8 April 2004 The powers of the Minister of Equipment, Transport, Land Use Planning, Tourism and the Sea;
In view of the Order of 22 September 2003 on the organization of the Directorate of Road Safety and Traffic;
Vu The decree of 27 April 2004 on the delegation of signature (Directorate of Road Safety and Traffic), Décrète:

Article 1


In the event of the absence or hindrance of Mr. Rémy Heitz, Director of Traffic Safety and Traffic, the delegation provided for in Article 1 of the decree of 27 April 2004 is vested in Mr. Jean Panhaleux, Deputy Director, Chief engineer of bridges and pavements.

Article 2


In the event of the absence or incapacity of Mr. Rémy Heitz, Director of Security and Road traffic, delegation is given to Mr Jean Chapelon, general engineer of the bridges and roads, to Mr Bernard Gauvin, General Engineer of the mines, to Mr Francis Oziol, chief engineer of the bridges and roads, and to Mr Régis Rioufol, Chief engineer of bridges and pavements, to sign, on behalf of the Minister of Equipment, Transport, Land Use Planning, Tourism and the Sea and within the limits of their respective powers, all acts, orders, Decisions, contracts, conventions and endorsements, excluding government contracts and orders-in-council.

Article 3


In case of absence or To prevent Mr Rémy Heitz, Director of Road Safety and Traffic, and Mr Francis Oziol, chief engineer of bridges and roads, the delegation provided for in Article 2 shall be vested, within the limits of the powers conferred upon it Entrusted to Mr Alain Laurenceau, contract agent, directly under the authority of Mr Francis Oziol.

Article 4


In case of absence Mr Rémy Heitz, director of road safety and traffic, and Mr Régis Rioufol, chief engineer of bridges and roads, the delegation provided for in Article 2 shall be vested, within the limits of the powers conferred upon it Entrusted to Mrs Marie-Thérèse Goux, a bridge and pavement engineer, directly under the authority of Mr. Régis Rioufol.

Article 5


The Minister of Equipment, Transport, Spatial Planning, Tourism and the Sea is responsible for the execution of this Decree, which will be published in the Official Gazette of the French Republic.
