The Minister of Business Foreign Minister and the Minister for Public Service and the Reform of the State,
As amended by Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, Act No. 84-16 of 11 January 1984, as amended Statutory provisions relating to the public service of the State;
Having regard to Act No. 2001-2 of 3 January 2001 on the reduction of precarious employment and the modernisation of recruitment in the civil service, as well as working time in the office Territorial public, in particular Article 1;
Having regard to Decree No. 69-222 of 6 March 1969 concerning the special status of diplomatic and consular officials, in particular Articles 32 to 36 relating to the attachés of information systems and Communication;
Having regard to Decree No. 2001-834 of 12 September 2001 on the recognition of the professional experience in equivalence of the conditions of qualifications or diplomas required to apply to professional competitions and examinations Set aside pursuant to Article 1 of Act 2001-2 of 3 January 2001 on the reduction of precarious employment and the modernisation of recruitment in the civil service as well as working time in the civil service Territorial;
In view of Decree No. 2002-20 of 4 January 2002 on the organization of recruitment competitions for officials of the State of categories A and B reserved for certain non-incumbent agents under the Ministry of Foreign Affairs in Application of Article 1 of Act No. 2001-2 of 3 January 2001 on the reduction of precarious employment and the modernisation of recruitment in the civil service as well as working time in the territorial civil service, and In particular its article 4,

Article 1


The closed competitions for access to the bodies of the Information and communication systems have written eligibility and oral admission tests.

Article 2


The written tests for eligibility are as follows:
Test 1: preparation of a summary note from a scientific and technical file to verify the expression, analysis and synthesis of the Candidate in scientific and technical fields, as well as his ability to draw conclusions and make proposals (duration: four hours; coefficient 4); any score of less than 6 out of 20 is eliminatory.
Test 2: test Technical, at the choice of the candidate, among the following options (this option is formulated when enrolling):
-networks and telecommunications;
-computer;
-architecture and systems,
(duration: five hours; coefficient 6); Any score less than 8 out of 20 is eliminatory.
The program of this test is set out in the appendix to this Order.
Test 3: language test consisting of a version followed by one or two questions on the text (which will be of character To be answered in the language of the test, the language being chosen by the candidate upon entry on the following list: German, English, Literal Arabic, Chinese, Spanish, Italian, Japanese, Portuguese, Russian or Turkish (duration: two hours; coefficient 2); any note less than 6 out of 20 is eliminatory.
The use of the dictionary is allowed only for the following languages: Arabic, Chinese, Japanese Or Turkish.
For the languages listed above, all types of dictionaries-excluding electronic dictionaries-from the language of the test to English or to a third language and vice versa, are allowed. Candidates using a dictionary of the language of the test to a language other than English and French may use a third-language dictionary to English or French. In addition, dictionaries written exclusively in the language of the test are allowed, that is, according to the option, in Arabic, Chinese, Japanese or Turkish.
The dictionaries may be subject to tests during the tests. Cannot be loaned or exchanged.

Article 3


The oral admission tests are as follows:
Test 1: oral test, A total of thirty minutes, which consists of a 10-minute presentation of the candidate's professional experience and the duties performed as a non-incumbent.
This presentation is followed by an interview with the selection board whose purpose is to assess the person's ability to be in a professional environment and his ability to adapt to the functions that can be entrusted to the systems attachés
This interview includes questions relating to the candidate's professional knowledge as well as the rules applicable to the public service of the state, the organization and Missions of central services, services of the State abroad and, where appropriate, services with national competence and public establishments under the Ministry of Foreign Affairs (coefficient 7; any note less than 8 of 20 Is eliminatory).
Evidence #2: Conversation with the jury on a subject to verify the candidate's scientific and technical knowledge in one of the following options (formulated upon registration):
-networks and Telecommunications;
-IT;
-architecture and systems;
-specific information and communication technologies.
A candidate chooses a different option than the one selected in written test No. 2 (duration: thirty minutes; coefficient 4); any note less than 8 of 20 is eliminatory.

Item 4


Only can be allowed to Take part in the oral tests for candidates who have obtained, after applying the coefficients, a total of points in the written tests of eligibility which cannot be less than 84. The jury shall establish in alphabetical order the list of candidates admitted to participate in the oral admission tests.

Article 5


A The outcome of the oral admission tests, the selection board establishes in order of merit the list of candidates admitted. Where appropriate, a supplementary list of admission is established in each section. If several candidates received the same number of points, the highest ranking was awarded to the highest ranked candidate in the first written test and, in the case of a tie, to the candidate who received the mark. Higher on the second written test.

Article 6


The composition of the selection board for internal competitions reserved for access to the body of the Information and communication systems shall be fixed by the Minister for Foreign Affairs.
This board shall comprise:
-the Director General of the Administration or its representative, President, with a casting vote;
-one member The inter-ministerial committee for the security of information systems;
-officials of the Ministry of Foreign Affairs belonging to the bodies of ministers plenipotentiaries or foreign affairs advisers;
- Teachers or designated persons because of their speciality and skills.

Article 7


The Director General The administration of the Ministry of Foreign Affairs is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
