Signing delegation order of April 29, 2004 (direction of shipping, ports and coastline)

The Prime Minister,
On the report of the Minister of Equipment, Transport, Land Use Planning, Tourism and the Sea,
In light of the modified Decree No. 47-233 of 23 January 1947 authorizing the ministers to delegate, By order, their signature;
In light of the decree n ° 85-659 of 2 July 1985 fixing the organisation of the central administration of the Ministry of Planning, Housing and Transport;
Having regard to the decree of 30 March 2004 appointing the Prime Minister;
In light of the amended decree of 31 March 2004 on the composition of the Government;
In light of Decree No. 2004-320 of 8 April 2004 relating to the powers of the Minister for equipment, transport, land use planning, Tourism and the sea;
In light of the May 30, 1997 Order Amending the Organization of the Marine, Harbour and Coastal Transportation Directorate;
In light of the Order in Council dated December 19, 2002 appointing the Director of Marine Transportation, ports And the coastline;
Given the April 20, 2004 signing delegation (direction of shipping, ports, and coastline),
Describes:

Article 1


In the event of the absence or incapacity of Mr. Didier Simonnet, Director of Shipping, Ports and Coastal Affairs, the delegation of signature provided for in Article 1 of the Order of 20 April 2004 is vested, within the limits of their duties, to Martine Bonny, Chief of Service, to Mr. Michel Meynet, Chief of Service, to Mr. Marc Jacquet, Bridge and Footwear Engineer, and to Mr. Jean-Pierre Bouchut, Senior Civilian Administrator Class.

Article 2


In the event of the absence or incapacity of Mr. Didier Simonnet, Director of Marine, Ports and Coastal Transport, And Mr. Marc Jacquet, engineer of the bridges and pavements, delegation is given to Mr. Christian Locq, principal central administrative officer, to Mr. Mathieu Gourmelon, civil administrator, and to Mr. Yvan Laurent, Senior Administrative Attaché To the effect of signing, within the limits of their powers and on behalf of the Minister of Equipment, Transport, Land Use Planning, Tourism and the Sea, all acts, orders and decisions, excluding orders.

Article 3


In the absence or prevention of Mr. Didier Simonnet, Director of Marine, Ports and Coastal Transport, and Mr. Jean-Baptiste Maillard, Deputy Director, delegation is given to Mr. Renaud Spazzi, engineer of the bridges and pavements, to sign, within the limits of his duties and on behalf of the Minister of Equipment, Transportation, Land, tourism and the sea, all acts, orders and decisions, other than decrees.

Article 4


In case of absence or Mr Didier Simonnet, Director of Maritime Transport, Ports and Coastal Affairs, and Mr Jean-Pierre Bouchut, civil administrator out of class, delegation was given to Mr Emmanuel Vernier, civil administrator, Mr Denis Clérin, attached Central Administrative Officer, and Mr. Yvon Lebascle, Central Administrative Attaché, to sign, within the limits of their duties and on behalf of the Minister of Equipment, Transport, Land Use Planning, Tourism and Of the sea, all acts, orders and decisions, other than decrees.

Article 5


In the event of the absence or incapacity of Mr Didier Simonnet, Director of Maritime Transport, Ports and Coastal Affairs, Mrs Martine Bonny, Head of Service, and Mr Michel Meynet, Head of Service, is given to Mr Charles Bergano, Divisional Engineer of the State, to The effect of signing, within the limits of its powers and on behalf of the Minister of Equipment, Transport, Land Management, Tourism and the Sea, all acts, orders and decisions, excluding Orders in Council.

Article 6


In the event of the absence or incapacity of Mr. Didier Simonnet, Director of Marine, Ports and Coastal Transport, of Ms. Martine Bonny, head of service, and Mr. Michel Meynet, head of service, delegation is given to Mrs. Arielle Jacques-Himmer, the principal attachment of the decentralised services, to the effect of signing, within the limits of his powers and on behalf of the Minister of Equipment, transport, spatial planning, tourism and the sea, all acts, orders and decisions, other than decrees.

Article 7


In the event of the absence or incapacity of Mr. Didier Simonnet, Director of Maritime Transport, Ports and Coastal Affairs, Martine Bonny, Chief of Service, and Mr. Michel Meynet, Head of Service, Delegation to Mr. Jacques Dupendant, contract agent, and, in the absence of Mr. Jacques Dupendant, to Mr. Eric Rolland, attached deconcentrated services, to the effect of signing, within the limits of their duties and on behalf of the Minister of Equipment, Transportation, and Development Of the territory, the tourism and the sea, excluding the decrees, all acts, orders, decisions, delegations and notifications of programme authorisations, as well as any supporting documents of expenditure.

Article 8


The Minister of Equipment, Transport, Spatial Planning, Tourism and the Sea is responsible for the execution of this Decree, which will be published In the Official Journal of the French Republic.
