In the light of Decree No. 97-901 of 1 October 1997 concerning the remuneration of members of the military with monthly pay sent in foreign operations or temporary reinforcements abroad;
In view of Decree No. 97-902 of 1 October 1997 on the remuneration of members with a lump sum and special pay in foreign operations or temporary reinforcements,
Décrète:
There is an allowance for the absence of the port-base for the military personnel of the national navy present on board a building The State or chartered by the State where, by reason of the movements of the building, such personnel shall be absent from their headquarters garrison and the port-base of the building for more than thirty-six consecutive hours.
This allowance shall be acquired in The same conditions for military personnel of the national navy present on board a foreign military vessel or other vessel for service reasons.
The hardship allowance for the absence of the port-base is acquired per day, on the included day when the building leaves its port-base at the excluded day of its return to this port.
In case For part of the period of absence from the basic port of the building, the right shall be open, under the conditions laid down in Article 1, of the day included in physical boarding on the day excluded from physical landing.
In the case of hospitalization In a port where the building is on call, the fee is open until the end of the stopover.
When the building stays in a port other than its base port, the entitlement to the hardship allowance for the absence of the port-base is not open:
-to the personnel posted to this building during that stay and who was Previously assigned in the garrison of this port until his change of residence to join the port-base of the building;
-personnel who, not being assigned to this building, are present on board only during that stay.

The hardship allowance for the absence of the port-base is not cumulative with the compensation for campaign services instituted by the decree of 3 March 1975 mentioned above, nor with the campaign premium instituted by The aforementioned decree of 18 January 1982.
The hardship allowance is paid monthly.
The rate is set by a joint order of the Minister of Economy and Finance, the Minister of Defence, and the Minister responsible for Public service.
Military personnel of the Maritime Gendarmerie assigned to the aircrew perceive the hardship allowance as the absence of the port-base under the same conditions as naval military personnel.
