Order of April 18, 2002 setting out how to list air traffic control organizations

The Minister of Economy, Finance and Industry, the Minister of Equipment, Transportation and Housing, and the Minister of Public Service and Government Reform,
Given the Civil Aviation Code, and in particular Article D. 131-9;
In the light of the amended Act No. 89-1007 of 31 December 1989 on the body of engineers in the control of air navigation;
In the light of Decree No. 90-998 of 8 November 1990, as amended concerning the status of engineers in the control of air navigation Air navigation, and in particular Article 3;
In light of the amended Decree No. 93-622 of 27 March 1993 on the status of senior civil aviation studies and operations technicians,

Article 1


The lists of air traffic control bodies are established by order of the Ministers responsible for Civil aviation, the civil service and the budget in accordance with the nature of the supervisory qualifications adapted, in particular, to the complexity of the air traffic system, as described in Articles 2 to 9 of the present Order.

Article 2


Subject to the provisions set out in Article 3 of this Order, are classified:
a) List 1 the Air navigation centres and aerodromes dealing with more than 210,000 equivalent movements per year;
b) List 2 overseas regional control centres and aerodromes dealing with more than 65,000 equivalent movements per year ;
c) List 3 overseas regional control centres and aerodromes providing a radar approach control service less than 65 000 equivalent movements per year;
d) List 4 aerodromes providing a service Approach control without radar visualization;
e) List 5 aerodromes only providing an aerodrome control service issued by air navigation control engineers and senior studies technicians and The operation of civil aviation;
f) List 6 aerodromes only providing an aerodrome control service issued by senior technicians in studies and operations of civil aviation.

Article 3

When a radar visualization is implemented on an aerodrome listed in List 4, this aerodrome is listed on List 3 on the effective implementation date of the radar approach control service by the control body of the Air traffic implanted on the aerodrome.

Article 5


When the approach control service rendered by an aerodrome classified in List 4 is taken over by another air traffic control body, which then provides the approach control service to its profit, this aerodrome is reclassified to list 5 on the effective recovery date of the approach control service by The other body.

Article 6


As more air traffic control engineers do not provide the control service Of an aerodrome at an aerodrome listed in List 5, the aerodrome is re-classified as a list 6.

Article 7


When the control service Of an aerodrome on a list 6 aerodrome is deleted, the aerodrome is immediately removed from the list of air traffic control bodies.

Article 8


When an aerodrome control service is implemented on an aerodrome previously uncontrolled, it is listed on list 6 on the effective date of implementation of the Aerodrome control.

Article 9


Decisions on Articles 4 and 5 follow up on studies taking into account the evolution of the Traffic and service to be rendered.
Decisions under sections 7 and 8 follow studies conducted when the sum of the 50 000th part of the total number of flights recorded annually on the aerodrome, of the 4,000th part of the number of flights in Flight regime for instruments registered annually on the aerodrome and the 100 000th part of the aerodrome's annual number of passengers is less than 1 or greater than 1.3.

Article 10
