In view of Decree No. 2001-1343 of 28 December 2001 on the special status of the body of directors of health and social institutions of the hospital public service;
Having regard to Decree No. 2001-1345 of 28 December 2001 on the special status of the corps of directors Social and medico-social institutions of the hospital public service;
In light of Decree No. 2001-1375 of 31 December 2001 on the special status of the body of health officials of the hospital public service;
Given the decree n ° 2002-550 of April 19, 2002 with special status as the Hospital Public Service Director of Care,

Health framework access competitions include:
1 ° A competition for the recruitment of health professionals, pursuant to Article 2 of the Decree of 31 December 2001 Above;
2 ° A professional competition for the recruitment of senior health officials, pursuant to Article 10 of the same decree.
The contests provided for in the 1 ° and 2 ° of Article 1 above are open:
a) On behalf of several establishments of the same department, by decision of the director of the establishment with the most Large number of beds in the department;
(b) On behalf of a single establishment of a department, by decision of the director of that institution;
(c) On behalf of several institutions located in different departments, by Decision of the director of the institution with the largest number of beds.
In all cases, the opening decision must specify the nature of the competition, the number of posts in the competition and the industry in which the competition Is open.
It must also specify the establishments where the positions are to be filled.
Notice of the opening of competitions shall be published:
1 ° For the competitions provided for in Article 2 of the Decree of 31 December 2001, by posting on the premises of the establishment in which the job or jobs are located To fill and in the prefectures and sub-prefectures of the region in which the establishment is situated, and by inserting the administrative acts of the prefectures of the departments of the region. Interested persons have a period of two months from the date of publication of the notice to apply to the authority which opened the competition;
2 ° For the competitions provided for in Article 10 of the Decree of 31 December 2001, By insertion in the Official Journal of the French Republic as well as by posting in the establishments where the posts are to be filled. A period of two months shall be specified from the date of publication of the notice in order to apply to the authority which opened the competition.
Applications to compete must arrive, at least one month before the competition date, to the director of the competition's organising institution.
In case of open competition for Fill positions in several institutions, candidates must indicate the order of preference for their potential assignment.
They must also indicate the channel in which they wish to compete.
In support of their Applications and, at the latest, on the date of publication of the results, they must attach the following documents:
1 ° The diplomas or certificates they hold, and in particular the health framework diploma;
2 ° A curriculum vitae established by Candidate on free paper.
The list of candidates who are allowed to take part in the contest is stopped by the director of the competition establishment.
Securities competition juries are composed as follows:
1 ° Competitions on health framework titles:
a) The director of the competition's host institution or his/her Representative, Chair. With regard to the Paris Public Hospital Assistance, the Director General or his representative, President;
(b) Two members of the management staff governed by the Decree of 13 March 2000 or the decree of 28 December 2001 referred to above, in office In the relevant department (s), including at least one outside the institution where the positions are to be filled, selected by the director of the host institution of the competition. Failing to do so is the use of executive staff members in a boundary department;
(c) A director of care governed by the aforementioned decree of 19 April 2002 and a health framework governed by the decree of 31 December 2001 Referred to above, from the sector under which the competition is open, and in functions in the department concerned. They shall be selected by the director of the organiser of the competition. Otherwise, a Director of Care and a Health Care Framework are used in a boundary department. If a director of care cannot be appointed under the above conditions, a senior health official from the sector in which the competition is opened is called upon. In all cases, at least one of these members must be outside the institution where the positions are to be filled;
d) The chair of the medical school board or his/her representative in the institution concerned. Failing this, an establishment medical committee chair or his/her representative shall be employed in an institution that has a health framework job located in the vicinity of the host institution.
In case of sharing of the Voice, the President's voice is preponderant.
2 ° Professional competition for senior health professional titles:
a) The director of the competition establishment or his/her representative, president. With regard to the Paris Public Hospital Assistance, the Director General or his representative, President;
(b) Two members of the management staff governed by the decree of 13 March 2000 or the decree of 28 December 2001 referred to above in office In the department concerned, including at least one outside the institution where the posts are to be filled, selected by the director of the host institution of the competition. Failing this, members of management staff shall be appointed in a border department;
(c) A director of care governed by the aforementioned decree of 19 April 2002 and a senior health official governed by the decree of 31 December 2001 referred to above, from the sector under which the competition is open, and in functions in the department concerned. They shall be selected by the director of the organiser of the competition. Failing this, a director of health care and a senior health officer in a boundary department are called upon to do so. If a director of care cannot be appointed under the above conditions, a senior health official from the sector in which the competition is opened is called upon. In all cases, at least one of these members must be outside the institution where the positions are to be filled;
d) The chair of the establishment medical commission or his/her representative in the institution concerned. Failing this, an establishment medical committee chair or his/her representative shall be employed in an institution that includes a senior health care setting located in the vicinity of the host
. The voice of the President is paramount.
In view of the deliberations of the selection board, the director of the host institution of the competition stops by channel, within the limit of the number of posts put to the competition on securities, the final list of admission and the list
The jury shall establish in order of merit the list of registered candidates.
If the competition is organised on behalf of several institutions, it shall notify the Director of each of the institutions in which they are located. The positions to be filled and forward to that authority the file of the candidate to be assigned to the institution.
The successful candidates are appointed in the order in which they are ranked.
The Director of Hopitalisation and the Organization of Care is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
