Decree of 2 April 2003 declaring the public utility of the acquisitions and works necessary for the development of the area of development Concerted " ZAC Jules Ferry " On the territory of the municipality of Courbevoie (Hauts-de-Seine)

The Prime Minister,
On the report of the Minister of the Interior, Internal Security and Local Freedoms,
Given the code of Expropriation for reasons of public utility, in particular Articles R. 11-3 and R. 11-10;
Given the code of town planning;
In view of the order of 13 July 2001 of the Mayor of Courbevoie for the opening of a public inquiry, prior to the investigation of the Declaration of public utility, on the modified zone layout of the " ZAC Jules Ferry " ;
In view of the September 10, 2001 Order of the Mayor of Courbevoie for the extension of the duration of the public inquiry;
As of February 13, 1990, the City Council of Courbevoie decided to create the so-called "concerted planning area". ZAC Jules Ferry " ;
In view of the March 4, 1993 deliberation of the Municipal Council of Courbevoie approving the amendment of the Zone Management Plan of the " ZAC Jules Ferry " ;
In view of the deliberation on 21 December 1998 of the municipal council of Courbevoie initiating the procedure for amending the act of creation of the " ZAC Jules Ferry " ;
In view of the deliberation on 23 June 1999 of the municipal council of Courbevoie deciding to initiate the procedure for the modification of the zone management plan and the public equipment programme of this operation;
In view of the deliberation in Date of December 20, 2000, of the municipal council of Courbevoie extending from one year until July 11, 2002, the deadline for the approval of the modification of the zone management plan for the " ZAC Jules Ferry " ;
In view of the date of December 18, 2001, of the Courbevoie municipal council approving the plan for the development of the amending zone;
As of December 18, 2001, of the municipal council of Courbevoie deciding the continuation The draft declaration of public utility;
Considering the parts of the investigations to which it was conducted from Monday, September 3, 2001 to Wednesday, October 3, 2001 inclusive, together with the opinion of the investigating commissioner;
Given the document dated January 22, 2001 2003 of the Mayor of Courbevoie presenting the statement of reasons and considerations justifying the public utility of the operation;
The Conseil d' Etat (section of the interior) heard,
Describes:

Article 1

The acquisitions and works required for the development of the South Island of the Development Area are declared of public utility Concerted of " ZAC Jules Ferry ", in the territory of the commune of Courbevoie, in accordance with the plan of 1/1000 annexed to this Decree (1).

Article 2

The necessary expropriations shall be carried out within five years of the publication of this Decree.

Article 3

The Minister of the Interior, Internal Security and Local Freedoms and the Minister for Local Freedoms are responsible for the execution of this Decree, which will be published in the Journal. Official of the French Republic.
