The Minister of National Education, Higher Education and Research,
In light of the amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, Act No. 84-16 of 11 January 1984, amending the statutory provisions relating to the public service of the State, and Article 15;
In view of the amended Decree No. 82-452 of 28 May 1982 relating to the Joint Technical Committees, in particular Articles 8 and 11, second paragraph;
In the light of the amended Order of 16 August 2002 establishing, composition and Duties of the Central Joint Technical Committee of public establishments reporting to the Minister of National Education or the Minister responsible for higher education;
In view of the decree of 16 August 2002 laying down the procedures for the consultation of the Staff of public establishments reporting to the Minister of National Education or the Minister responsible for higher education in order to determine the representativeness of the trade union organisations to be represented on the committee Central parity of each establishment, as amended by the decree of 29 March 2006;
In view of the minutes of the votes of 5 December 2006 and 8 February 2007 relating to the consultation of staff of the Ecole Normale SupériHigher de Lyon,
