Signature delegation order of 17 March 2003

Prime Minister,
On the report of the Minister of Equipment, Transport, Housing, Tourism and the Sea,
Given the code of the Public procurement;
In view of the decree of 1 October 1926 on administrative simplification measures relating to seaports and inland waterways;
Given the amended Decree No. 47-233 of 23 January 1947 authorising ministers to Delegate, by order, their signature;
In light of Decree No. 53-1169 of 28 November 1953 on the regulation of public administration for the application of the decree of 30 September 1953 on the reform of administrative disputes, as amended by the Decree of 29 January 1957;
In light of Decree No. 85-659 of 2 July 1985 on the organisation of the central administration of the Ministry of Planning, Housing and Transport;
In the light of the decree of 15 November 2001 appointing the Director of Land transport;
Given the decree of 17 June 2002 appointing the Prime Minister;
Having regard to the decree of 17 June 2002 on the composition of the Government;
Having regard to Decree No. 2002-983 of 12 July 2002 on the powers of the Minister of Equipment, Transport, Housing, Tourism and the Sea;
In view of Decree No. 2002-984 of 12 July 2002 on powers delegated to the Secretary of State for Transport and the Sea;
In view of the decree of 2 August 2002 Delegated signing authority;
In light of the Order of 2 May 1997 amending the organisation of the Directorate of Land Transport;
In view of the amended Order of 29 May 1997 on the organisation of the directorates of the Transport Directorate Land in offices;
Given the July 17, 2002, modified signing delegation order,
Décrète:

Article 1


After Article 1 of the decree of 2 August 2002, it is inserted an article 1-1 thus written:
" Art. 1er-1. -In the event of the absence or incapacity of Mr Patrice Raulin, Director of Inland Transport, the delegation provided for in Article 1 shall be vested, within the limits of his duties, to Mr Philippe Maler, Deputy Director of the Central Administration, Deputy Head of the Director of Land Transport. "

Item 2


Section 2 of the Order is replaced by the following:
" Art. 2. - In the event of the absence or incapacity of Mr Patrice Raulin, Director of Inland Transport, the delegation provided for in Article 1 shall, within the limits of their duties, devolved to Messrs. Pascale Buch and Mireille Oustlant, MM. Michel Aymeric, Patrick Labia and Jacques Perret, Deputy Directors, to Mr. Jacques Vernier, General Engineer of Mines, to Mr. Jean-François Janin, Chief Engineer of Bridges and Pavements, to MM. Pascal Mignerey and Marc Papinutti, engineers of the bridges and pavements, and Claude Vannier, a divisional engineer of public works of the state. "

Item 3


Section 5 of the Order is replaced by the following:
" Art. 5. - In the event of the absence or incapacity of Mr Marc Papinutti, engineer of the bridges and roads, Mrs Magali Aufan and Mrs Aline Cherton, principal of central administration, have delegated to sign, on behalf of the Secretary of State for Transport and The sea, all acts, orders, decisions and administrative documents, within the limits of the powers entrusted to them. "

Article 4


Section 8 of the Order is replaced by the following:
" Art. 8. - In the event of absence or incapacity of Ms. Pascale Buch, Deputy Director, Ms. Nicole Lhomme, Contracting Officer, and MM. Alain Priol, Civil Administrator, and Yves Marchadour, Divisional Engineer of the State, Head of the District, have delegated to sign, on behalf of the Secretary of State for Transport and the Sea, all acts, orders, decisions and Administrative documents, within the limits of the powers entrusted to them. "

Item 5


The signing delegation order of July 8, 2002 is repealed.

Article 6


The Minister of Equipment, Transport, Housing, Tourism and the Sea and the Secretary of State for Transport and the Sea are each responsible Concerning the execution of this Decree, which shall be published in the Official Journal of the French Republic.
